Prisoners Detention Act.—North and West Wings of Napier Prison proclaimed a Prison Hospital.

A PROCLAMATION.
WHEREAS by an Act of the General Assembly of New Zealand intituled the Prisoners Detention Act, 1915, it is provided that the Governor may by Proclamation declare any hospital, or any part of a hospital or of a prison or police gaol, to be a prison hospital for the purposes of that Act:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor of the Dominion of New Zealand, in pursuance of the above-recited power and authority, do hereby declare that the north and west wings of His Majesty’s Prison at Napier, and the exercise-yards and other yards used in connection therewith, shall be a prison hospital within the meaning and for the purposes of the Prisoners Detention Act, 1915.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this thirty-first day of January, 1916.
Present:
THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.
WHEREAS it is provided by section twenty-two of the Administration Act, 1908, that the security of any incorporated company or guarantee society approved by the Governor in Council may be accepted by the Court as the security required to be given by any administrator or other person appointed to administer an estate under the above-mentioned Act:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the above-recited power and authority, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby approve, for the purpose above mentioned, of the following incorporated company, namely:—

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this thirty-first day of January, 1916.
Present:
THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limits of its powers, if any, in that behalf) whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor in Council:
And whereas application has been made for the consent of the Governor in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column B therein:
And whereas it is expedient that the precedent consent of the Governor in Council should issue:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the borrowing of the loans hereinbefore mentioned by the several local authorities set out in the Schedule hereto; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor in Council to the raising of the loans hereby authorized.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this thirty-first day of January, 1916.

IN pursuance and exercise of the powers and authorities conferred upon him by section seventy-five of the Reserves and other Lands Disposal and Public Bodies Empowering Act, 1915, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby cancel the reservation for a gravel-pit over the land described in the First Schedule hereto, and doth hereby declare the same to be a reserve for prison purposes; and also doth hereby, with the like advice and consent as aforesaid, cancel the reservation for rifle-range purposes over the land described in the Second Schedule hereto, and doth hereby vest the same in the Chairman, Councillors, and Inhabitants of the County of Paparua, in trust, for a gravel-pit.
