Notice to Mariners No. 95 of 1916.
SAMOA ISLANDS.—SOUTH PACIFIC OCEAN.—LAND-MARKS.

Wellington, N.Z., 12th December, 1916.
THE following information is a copy from a supplement to the German Sailing Directions from a report of the Commander of the S.M.S. “Cormoran,” of the 19th February, 1913:—
“During the stay of the s.s ‘Cormoran’ in Apia, land-marks have been erected on the S.W. coast of Upolu Island on the following points:—
“(1.) Apolima Islet.—On the E. side of the island a land-mark 3 m. high has been erected upon a tree whose top has been cut off and covered with white stuff.
“(2.) Numulopa.—Likewise upon a tree a rod of a length of 8 m. has been fastened, and on its top a quadrangle of white stuff has been fixed.
“(3.) Utuie.—Southern from the grave lying upon this island a three-legged land-mark about 8 m. high has been erected, and its upper part covered with white stuff.
“(4.) Upon the stones southern from the Tulivae Hook just the same land-mark has been erected with a black half-circular top sign.
“(5.) Upon the Hooks of Samatau, Sinafaga, and Faletatai smaller land-marks about 3-4 m. high.
“(6.) Feagai Hook.—A three-legged land-mark about 5 m. high, the upper part of which has been covered with white stuff.
“(7.) Cape Mukitapuili.—Upon the remotest mountain about 50 m. high, a four-legged land-mark about 13 m. high has been erected, and carries a circular top sign.
“NOTE.—The land-mark erected upon Apolima Island is very difficult to make out from N., and not to be seen from S. at all, because close in the back of it a dense bush extends.”

PANAMA CANAL.
NOTICE TO STEAMSHIP LINES.
- In view of the early expiration of the present contract for coal and the higher price which must be paid under new purchase arrangements, effective 1st December, 1916 (on which date it is assumed that all coal purchased at the old price will have been disposed of), and until further notice, the following prices will obtain at the Panama Canal for coal supplied to steamships, including warships of all nations.
Christobal—Colon.
Delivered alongside of vessels in lighters or in cars on the wharves, and trimmed in bunkers (per ton of 2,240 pounds) .. .. .. $8·00
Balboa.
Delivered alongside of vessels in lighters or in cars on the wharves, and trimmed in bunkers (per ton of 2,240 pounds) .. .. .. $9·50
- The Panama Railroad has been authorized to discontinue the additional charge of $2 per hour for the use of each mechanical hoist or crane furnished, effective 15th September, 1916, and the paragraph fixing this charge in the notice of 29th July, 1916, is cancelled.
CANAL ZONE.—GAMBOA REACH.—CHARACTERISTIC OF RANGE-LIGHTS.
Notice is given that range-lights Nos. 23 and 24, Gamboa Reach, are both fixed.

GREAT BRITAIN.
ADMIRALTY LIST OF LIGHTS AND TIME-SIGNALS.—ALTERATION IN CLOCK TIME OF TIME-SIGNALS FOR GREAT BRITAIN.
Date of Alteration.—On and after 1st October, 1916.
Attention is drawn to the fact that, owing to the reversion from British summer time to Greenwich mean time from the above date, the clock time of all time-signals throughout Great Britain will be shown as in the Admiralty List of Time-signals under the column “Standard Mean Time,” the time-gun at Edinburgh Castle being fired at 1 h. 00 m. 00 s. Greenwich mean time.

IRELAND.
ALTERATION IN STANDARD TIME.
Date of Alteration.—On and after 1st October, 1916.
From 2 a.m. on the 1st October, 1916, the standard time for Ireland will be that of the meridian of Greenwich instead of that of the meridian of Dunsink Observatory, Dublin.

BRITISH COLUMBIA.
VANCOUVER ISLAND.—VICTORIA HARBOUR.—BEAVER (TUZO) ROCK BUOY WITHDRAWN.
On 18th October, 1916, and without further notice, Beaver (Tuzo) Rock Buoy, a black spar, moored off Songhies Point, south-westward of Hospital Rock light-buoy, will be withdrawn, the rock having been dredged out to the same depth as the channel.

ARGENTINA.
PLATA RIVER.—MARTIN GARCIA LIGHT.—CHARACTERISTIC CHANGED.
Information has been received that about 1st October, 1916, the light on Martin Garcia Island would be changed from fixed to flashing white every 15 seconds—thus, flash 5 seconds, eclipsed 10 seconds—without other change.

Information has been received that about 29th September, 1916, Lahaina gas-buoy No. 2 would be moved about 90 yards 147°, and re-established in about 9 fathoms of water.

SOUTH PACIFIC OCEAN.
FIJI ISLANDS.—OVALAU ISLAND.—LEVUKA HARBOUR.—POSITION OF PIER AND LIGHT.
The fixed green light on the head of the arm to the pier in Levuka Harbour is located 930 yards 158° 25′ from the observation spot. From this light the arm extends in a 316° direction to the southern of the two piers shown on the chart at Naquima Point. The northern pier at Naquima Point does not exist and should be removed from the chart.

Position.—At New Kota Agung. Lat. 5° 29′ 30″ S., long. 104° 36′ 20″ E., on Chart No. 2056.
Abridged Description.—Lt. F., red, 33 ft., vis. 3 m.
Details.—Character, a fixed red light; elevation, 33 ft.; visibility, 3 miles; structure, iron pole.
Charts affected.—No. 2056, Sunda Strait and approaches; No. 2761, Chingkuk Bay to the Strait of Sunda.
