the same is used or occupied by the said club for a race meeting,
namely :—
(a.) Bookmakers.
(b.) All persons under disqualification inflicted by any
racing club in the Dominion of New Zealand, the
Commonwealth of Australia, or elsewhere, if affiliated
with the Racing Conference of New Zealand.
(c.) Common prostitutes, and persons who habitually con-
sort with thieves or with persons who have no
lawful visible means of support.
The foregoing regulations of the Ashburton County Racing
Club were made and passed by the Ashburton County Racing
Club on the seventeenth day of December, 1915, and signed
by the Chairman and Secretary.

WILLIAM ROSS & SON (LIMITED).
AT extraordinary general meetings of the above-named
company duly convened and held respectively on the
15th and 29th days of January, 1916, the subjoined special
resolution was duly passed and confirmed, viz. :—
SPECIAL RESOLUTION.
“That the above company, having disposed of its assets
and business as a going concern to the Foxton Cordage &
Flax-milling Company (Limited), it is advisable to wind up
the said William Ross & Son (Limited), and accordingly the
same be wound up voluntarily; and that Mr. J. H. G.
Rowley, of Wellington, be and is hereby appointed Liqui-
dator for the purposes of such winding-up.”

WAITOA DRAINAGE BOARD.
RESOLUTION MAKING SPECIAL INTEREST RATE.
IN pursuance and exercise of the powers vested in it in
that behalf by the Local Bodies’ Loans Act, 1913, the
Waitoa Drainage Board hereby resolves as follows :—
That, for the purpose of providing the interest and other
charges on a loan of £3,000, authorized to be raised by the
Waitoa Drainage Board, under the above-mentioned Act, for
the purpose of improving present watercourses and drains,
and constructing new watercourses and drains in the Tatua-
nui Special-rating District of the said Waitoa Drainage
District, the Waitoa Drainage Board hereby makes and
levies a special interest rate of one halfpenny in the pound
upon the rateable value of all rateable property within the
Tatuanui Special-rating District, comprising the whole of
the lands within the said Tatuanui Special-rating District ;
and that such special rate shall be an annual-recurring rate
during the currency of such loan, and be payable half-yearly
on the first day of February and the first day of July in each
and every year during the currency of such loan, being
a period of thirty-six and one-half years, or until the loan
is fully paid off.
I certify that the above resolution was duly passed at
a meeting of the Waitoa Drainage Board held on the 22nd
day of January, 1916.

NOTICE is hereby given that the Wairau Valley Gold-
mining Company (Limited) has passed the following
special resolution :—
“That it has been proved to the satisfaction of the company
that the company cannot by reason of its liabilities continue
its business, and that it is advisable to wind up same, and
accordingly that the company be wound up voluntarily.”

SCHOOL FOR THE DEAF, NEAR SUMNER,
CHRISTCHURCH.
UNDER THE CONTROL AND SUPERVISION OF THE EDUCATION
DEPARTMENT.

FOR Deaf Children of sound intellect. The pupils are
taught to understand and use ordinary speech. The
full charge for board and education is £40 a year, but less
is accepted from parents who cannot afford to pay this
amount. In case of necessity admission is free.
By the Education Act it is compulsory for deaf children
to come under instruction at the age of six, and to con-
tinue until the age of twenty-one unless the Education
Department previously grants exemption. Though a child
is, as a rule, best fitted to begin the school course at the
age of six, advice should be obtained as soon as any sign
of deafness is observed.
The following classes of deaf children are admitted to
the School for the Deaf (sound intellect being always a
necessity) :—
- Children born deaf, or who have lost their hearing
before learning to speak. - Children who can hear a little, but are too deaf to
be taught in a public school. - Children who have lost their hearing after having
learned to speak.
The Act imposes upon every parent, teacher of a school
(either public or private), constable, or officer of a chari-
table or kindred institution who is aware of the place of
residence (either temporary or permanent) of a deaf child,
and the householder in whose house any such child resides,
an obligation to send notification of the fact to the
Minister of Education, giving the name, age, and address
of the child; and any neglect or failure to comply with
this provision involves liability to a fine.
