do hereby proclaim as stopped the roads described in the
Schedule hereto.
SCHEDULE.
APPROXIMATE area of the pieces of road hereby stopped:
27 acres 0 roods 10 perches.
Adjoining or passing through Crown land, Block III,
Waioneke Survey District (S.O. 19137).
In the Auckland Land District; as the same is more
particularly delineated on the plan marked P.W.D. 40938,
deposited in the office of the Minister of Public Works at
Wellington, in the Wellington Provincial District, and
thereon coloured green.
Given under the hand of His Excellency the Right
Honourable Arthur William de Brito Savile,
Earl of Liverpool, Knight Grand Cross of the
Most Distinguished Order of Saint Michael and
Saint George, Member of the Royal Victorian
Order, Governor and Commander-in-Chief in
and over His Majesty's Dominion of New Zea-
land and its Dependencies; and issued under
the Seal of the said Dominion. at the Govern-
ment House at Wellington, this sixth day of
October, in the year of our Lord one thousand
nine hundred and sixteen.

Authorizing the Native Land Court to inquire into Applications
for Land from Landless Natives in the South Island.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this ninth day of
October, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the powers vested in him by
section eighty-eight of the Reserves and other Lands
Disposal and Public Bodies Empowering Act, 1916, and of
all other powers in anywise enabling him in this behalf,
His Excellency the Governor of the Dominion of New Zealand,
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby authorize the
Native Land Court to make such inquiries as it thinks fit
as to applications that may be received within six months
after the passing of the said Act from landless Natives in
the South Island for grants of Crown land in that Island.

Consenting to stopping a Road in Block X, Awamoko Survey
District, Waitaki County.

ORDER IN COUNCIL.
At the Government House at Wellington, this ninth day of
October, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section one hundred and thirty-three (a)
of the Public Works Act, 1908, it is enacted that a
local authority shall not declare any county road or district
road to be stopped until the consent thereto of the Governor,
by Order in Council gazetted, is obtained :
And whereas the Waitaki County Council has applied for
such consent in respect of the road described in the Schedule
hereto :
Now, therefore, in pursuance and exercise of the above-
in-part-recited Act, and of all other powers in anywise
enabling him in this behalf, His Excellency the Governor
of the Dominion of New Zealand, acting by and with the
advice and consent of the Executive Council of the said
Dominion, doth hereby consent to the Waitaki County
Council stopping the road described in the Schedule hereto.
SCHEDULE.
APPROXIMATE area of the piece of road permitted to be
stopped: 2 acres 0 roods 29ยท3 perches.
Adjoining or passing through Sections 5, 6, 13, and 15,
Block X, Awamoko Survey District.
In the Otago Land District; as the same is more par-
ticularly delineated on the plan marked P.W.D. 40779,
deposited in the office of the Minister of Public Works
at Wellington, in the Wellington Provincial District, and
thereon coloured green.

Consenting to the Borrowing of Moneys by Way of Temporary
Loan within the Limits prescribed by Section 96 of the Muni-
cipal Corporations Act, 1908, by the Councils of the Boroughs
of Ashburton and Spreydon.

ORDER IN COUNCIL.
At the Government House at Wellington, this ninth day of
October, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that, not-
withstanding any Act to the contrary, it shall not be lawful
or competent for any local authority or for any Harbour
Board, during the present war with Germany, to borrow
or contract to borrow any money (otherwise than by way of
bank overdraft within the limit of its powers, if any, in that
behalf), whether from the State Advances Office or from any
other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor in Council :
And whereas application has been made for the consent of
the Governor in Council to enable the Ashburton and
Spreydon Borough Councils to borrow moneys from any
corporation or persons by way of temporary loan within the
limits set out in section ninety-six of the Municipal Corpora-
tions Act, 1908 :
And whereas it is expedient that the precedent consent
of the Governor in Council should issue :
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion, doth
hereby consent to the borrowing by the Ashburton and the
Spreydon Borough Councils of moneys by way of temporary
loan within the limits prescribed by section ninety-six of the
Municipal Corporations Act, 1908; and it is hereby declared
that this Order in Council is made under the provisions in
that behalf of the Appropriation Act, 1915, and shall operate
accordingly as a consent of the Governor in Council to the
borrowing hereby authorized.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government House at Wellington, this ninth day of
October, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any Harbour
Board during the present war with Germany to borrow or
contract to borrow any money (otherwise than by way of
bank overdraft within the limits of its powers, if any, in that
behalf) whether from the State Advances Office or from any
other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor in Council :

mentioned in the Schedule hereto to borrow the loans set out
in column B therein : And whereas it is expedient that the

minion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion,
doth hereby consent to the borrowing of the loans herein-
after mentioned by the local authorities set out in the
Schedule hereto; provided that the rate of interest at which
the loans or any of them are to be raised shall in no case
produce to the lender a return exceeding five and one-quarter
pounds per centum per annum; and it is hereby declared that
