And whereas by section two hundred and twenty-five of the Public Works Act, 1908, it is provided that land required for parade-grounds, camping-grounds, or rifle ranges may be taken as for a public work, and in the manner prescribed in that Part for taking land for defence purposes:

And whereas by section eighty-eight of the Defence Act, 1909, it is enacted that the Governor may take land for permanent training-grounds:

Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities vested in me by the Public Works Act, 1908, and the Defence Act, 1909, and of every other power and authority in anywise enabling me in this behalf, do hereby proclaim and declare that the land described in the Schedule hereto is hereby taken for the purposes of a permanent training-ground (Camp Commandant’s residence), and shall vest in His Majesty the King on and after the fourteenth day of October, one thousand nine hundred and sixteen.

SCHEDULE.

APPROXIMATE area of the piece of land taken: 24 acres 0 roods 26·2 perches.

Portion of Section 96 (Hutt R.D.), Block I, Rimutaka Survey District.

In the Wellington Land District; as the same is more particularly delineated on the plan marked P.W.D. 40746, deposited in the office of the Minister of Public Works at Wellington, in the Wellington Provincial District, and thereon coloured edged red.

Given under the hand of His Excellency the Right Honourable Arthur William de Brito Savile, Earl of Liverpool, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Member of the Royal Victorian Order, Governor and Commander-in-Chief in and over His Majesty’s Dominion of New Zealand and its Dependencies; and issued under the Seal of the said Dominion, at the Government House at Wellington, this thirtieth day of September, in the year of our Lord one thousand nine hundred and sixteen.

Amending the Boundaries of a Plantation Reserve in the Benmore Survey District, Otago Land District.

LIVERPOOL, Governor.

ORDER IN COUNCIL.

At the Government House at Wellington, this second day of October, 1916.

Present:

His Excellency the Governor in Council.

WHEREAS by a Warrant dated the seventeenth day of March, one thousand eight hundred and ninety, an area of land containing one thousand two hundred acres, situated in the Benmore Survey District, Otago Land District, and comprising part of the bed of the Ahuriri River, was permanently reserved for plantation purposes:

And whereas by an Order in Council dated the sixth day of February, one thousand eight hundred and ninety-one, the said land was vested in the Chairman, Councillors, and Inhabitants of the Waitaki County:

And whereas it is desirable that the boundaries of the said reserve should be amended as provided for by section seventy-one of the Reserves and other Lands Disposal and Public Bodies Empowering Act, 1916:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers conferred upon him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the said Warrant dated the seventeenth day of March, one thousand eight hundred and ninety, and the said Order in Council dated the sixth day of February, one thousand eight hundred and ninety-one, in so far as they relate to the area of one thousand two hundred acres hereinbefore referred to, and in lieu thereof doth vest the land hereinafter described in the Chairman, Councillors, and Inhabitants of the Waitaki County in trust for plantation purposes.

SCHEDULE.

ALL that area in the Otago Land District, situated in the Waitaki County, containing by admeasurement 1437 acres 2 roods, more or less, and being Section 20, Block I, Benmore Survey District. Bounded towards the north-east by a public road, 12940·5 links, and a stock reserve, 3740 links; towards the south-east by a right line across the Ahuriri River, 600 links; again towards the north-east by a line along the bank of the said Ahuriri River, 350 links; again towards the south-east by the Omarama Stream, 14800 links; towards the south-west by part north-eastern boundary of Pre-emptive Right E, 180 links; again towards the south-east by part north-western boundary of said Pre-emptive Right E, 1067·9 links, and a public road, 1390·8 links; and towards the west by Run 201c, 19042·4 links: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. and S. 6/1/142, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.

Appointing Palmerston North a Place at which Customs Agents must be licensed.

ORDER IN COUNCIL.

At the Government House at Wellington, this second day of October, 1916.

Present:

His Excellency the Governor in Council.

WHEREAS by section one hundred and ninety-five of the Customs Act, 1913, it is provided that the Governor may, by Order in Council, appoint any place as a place at which persons shall not act as agents under the Customs Acts unless licensed as Customs agents in pursuance of regulations made in that behalf:

And whereas it is deemed expedient that the Borough of Palmerston North should be so appointed:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon him by section one hundred and ninety-five of the Customs Act, 1913, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of that Dominion, doth hereby appoint the Borough of Palmerston North as a place at which persons shall not act as agents under the Customs Acts unless licensed as Customs agents in pursuance of the regulations made in that behalf.

Amendments in the Regulations for Inspection and Syllabus of Instruction in Public Schools.

ORDER IN COUNCIL.

At the Government House at Wellington, this second day of October, 1916.

Present:

His Excellency the Governor in Council.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendments set out in the Schedule hereto in the regulations in force relating to Inspection and Syllabus of Instruction in Public Schools; and doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.

SCHEDULE.

REGULATIONS FOR INSPECTION AND SYLLABUS OF INSTRUCTION IN PUBLIC SCHOOLS.

Clause 6 is hereby amended with respect to the first paragraph thereof by deleting “0 to 20,” and substituting therefor “0 to 10”; and, further, by deleting the words “(2) Spelling and Writing, (3) Composition, (4) Arithmetic,” and substituting therefor the words “(2) Spelling, (3) Writing, (4) Composition, (5) Arithmetic.”

Clause 15 and paragraph (i) of clause 16 are hereby cancelled, and the following substituted therefor:—

  1. A Certificate of Proficiency shall be a certificate of good attainment in the subjects of the Sixth Standard. A Certificate of Proficiency shall be awarded to a candidate who—
