  1. Passage of vessels past Belem Tower is only permitted when a ball is hoisted on a mast at the Bom Sucesso Basin. Two balls hoisted on the same mast indicate that vessels are prohibited from passing the above tower; they must either anchor or heave to until high or low water.

Two balls hoisted with a white pennant and cross indicate that vessels may cross the bar.

  1. Any man-of-war or merchant vessel which attempts to enter by day through any of the entrance channels, and which fails in any way to strictly observe the foregoing regulations, will be treated as hostile, whether there is a pilot on board or not.

  2. If on account of bad weather, or other unforeseen circumstances, the pilot-boat cannot remain on her station, vessels are nevertheless bound to approach the citadel at Cascaes in order to obtain permission to enter, but they must wait until a naval patrol vessel puts out to meet them in order to conduct them into the port, in this latter case they will be subject to a visit as soon as they pass Fort San Julian.

Setubal.

  1. Any vessel wishing to enter the port must take a pilot and communicate her name, nationality, and port of departure to the pilot-vessel by the International Code.

  2. The vessel is to pass as close as possible to the patrol anchored off Adoxe Point, at the same time indicating her name and port of departure by the International Code, and keeping her national flag hoisted.

  3. The patrol vessel will hoist Y flag to indicate that the vessel must anchor abreast of her, or N flag, in which case she is to anchor on the line of the meridian of Fort d'Albarquel and between that fort and Outao Tower.

  4. The Y flag will be hauled down after the vessel has anchored.

  5. In the event of N flag being kept flying, the vessel will await orders and anchor in the manner described in the latter portion of paragraph 3.

  6. From sunset to sunrise no vessel is permitted to cross the bar.

Note.—This notice is a repetition of Notice No. 506 of 1916, with additional information in paragraph 8 relating to the Port of Lisbon in Section II.

CAUTION WITH REGARD TO EXTINCTION OF LIGHTS.

Former Notice.—No. 506 of 1916; hereby cancelled.

The following lights are extinguished:—

Vianna.

Port Leixoes.

In the River Douro: Entrance leading-lights, Felgueiras Mole and lights of light-buoys.

Buarcos. (These lights are exhibited when the fishing-boats are at sea.)

Port Figueira.

In the River Tagus: Cascaes, San Julian, Gibalta, Esteiro, and Bugio; Belem light is obscured over the bar.

PORTUGUESE ATLANTIC COLONIES AND ISLANDS.

(1.) Caution with regard to Extinction of Lights.

Former Notice.—No. 507 of 1916; hereby cancelled.

(1.) Azores: Caution.—All lights are extinguished with the following exceptions: Arnel and Ferraria Points in San Miguel; Angra Bay and Serreta Point in Terceira; Cap-pellnhos (Comprida) Point in Fayal; Lagens Point in Flores.

(2.) Madeira Islands: Caution.—All lights are extinguished except Fora Island and Porto Santo lights.

(3.) Cape Verde Islands: Caution.—All lights are extinguished at Porto Grande.

(2.) Porto Grande.—Traffic Regulations.

Entrance to Porto Grande is prohibited at night. Vessels are not permitted to wait within Portuguese waters off the entrance to the port. Careful attention is to be paid to signals made by patrol vessels, and all orders received from them are to be immediately complied with.

INDIA.

BAY OF BENGAL.—RIVER HUGLI, GASPAR CHANNEL.—UPPER GASPAR LIGHT-VESSEL REPLACED BY NEW LIGHT-VESSEL.

Position.—At a distance of 8 miles, 180° (south mag.), from Sagar Island Lighthouse. Lat. 21° 31½′ N., long. 88° 2¾′ E.

Characteristics of New Light-vessel.—(a.) Light: Abridged description—Lt. gp. fl. (3) ev. 30 secs., 30 ft., vis. 10 m. (U). Character—A group flashing white light showing three flashes every thirty seconds, thus—flash 2 secs., eclipse 3 secs.; flash 2 secs., eclipse 3 secs.; flash 2 secs., eclipse 18 secs. Elevation 30 ft. Visibility, 10 miles.

MALACCA STRAIT.

EASTERN SHORE.—STATE OF JOHOR.—TANJONG TOHOR LIGHT. ALTERATION IN CHARACTER.

Position.—Lat. 1° 52′ N., long. 102° 41½′ E.

New abridged description.—Lt. fl., ev. 2½ secs., 20 ft., vis. 9 m.

Alteration.—The character of the light has been altered from flashing red every three seconds to flashing white every two and a half seconds, thus—flash ½ sec., eclipse 2 secs.

FORMOSA.

NORTH COAST.—AGINCOURT ISLAND.—SUBMARINE DISTURBANCE REPORTED NORTH-EASTWARD OF.

Position.—At a distance of about 40 miles, north-eastward, of Agincourt Island. Lat. 26° 11′ N., long. 122° 27′ 30″ E., on Chart No. 2412.

Details.—On 18th April, 1916, steam is reported to have been observed rising from the sea for a short period in the above-mentioned position, apparently indicating the existence of an active submarine volcano.

Caution.—Mariners are warned to exercise caution when navigating this locality.

Note.—The position on the charts is to be encircled by a danger line, and marked “Submarine volcano reported (1916).”

CHINA.

NORTH COAST.—LI CHANG SHAN CHANNEL.—PIN TAU.—ROCK EASTWARD OF.

Position.—At a distance of about two miles, eastward, from the northern end of Pin Tau. Lat. 39° 20′ 36″ N., long. 122° 23′ 21″ E.

Depth.—1¼ fathoms.

Remarks.—The rock is 2 cables in length and one cable in breadth.

Charts affected.—No. 3388, Terminal Head to Hai Yung Tau; No. 1256, Gulfs of Pe Chili and Liau Tung.

ARGENTINA.

RIO NEGRO LIGHT.—ALTERATION IN CHARACTER.

Position.—On South Barranca. Lat. 41° 31′ S., long. 62° 48′ W.

New abridged description.—Lt. fl. ev. 5 secs., 143 ft., vis. 14 m.

Alteration.—The character of the light has been altered from fixed white to flashing white every five seconds, thus—flash ½ sec., eclipse 4½ secs.

Remarks.—The light has a power of 900 candles.

QUEENSLAND.

ALTERATION OF LEADING-LIGHTS, SOUTH CHANNEL, ENTRANCE TO FITZROY RIVER.

Notice is hereby given that, on the 18th September next, the front leading-lights of the two corresponding leads on Cardigan Point and Casuarina Island, South Channel, entrance to Fitzroy River, will be changed from red to white, and both leads will thereafter consist of two white lights.

WESTERN AUSTRALIA.

NORTH-WEST COAST.

Notice is hereby given that the s.s. “Bambra” is reported to have grounded on an uncharted reef in lat. 14° 21′ 30″ south, long. 124° 51′ east. The reef is about three cables in length by two in width, sand and boulders, least water eight (8) feet, breaks occasionally west end.

Soundings give no warnings in approaching this danger, as there is deep water close to a sheer drop to 25 fathoms.

Charts affected: No. 1047, Cape Ford to Buccaneer Archipelago; No. 475, North-west coast of Australia.

Government Offices to be closed on Monday, 23rd October, 1916 (Labour Day).
