(c.) The establishment of scholarships and bursaries, and
the reduction or remission of fees.
(d.) The payment of salaries in whole or in part for pro-
fessors or lecturers in subjects approved by the
Minister.
(e.) The establishment and maintenance of college hostels
or residential houses for the accommodation of
students attending the college; provided that any
such hostel or residential house is vested in the
college authorities and is wholly under their control,
and that the conditions of admission thereto and
residence thereat are approved by the Minister for
the purpose of subsidies.
4. All claims for the payment of subsidy must be made on
the form supplied by the Education Department for the pur-
pose, and must be accompanied by a statutory declaration of
essential particulars as provided by the form.

Validating Proceedings in connection with a Loan of £2,000
proposed to be raised by the Council of the County of Wairoa.

ORDER IN COUNCIL.
At the Government House at Wellington, this fifth day of
July, 1915.

His Excellency The Governor in Council.
WHEREAS the Wairoa County Council lately proposed
to raise a loan of two thousand pounds for the pur-
pose of acquiring, surveying, forming, bridging, and culvert-
ing the Ruapapa Road from Waikaretaheke Bridge to
Ruapapa, a distance of about eight miles, under the Local
Bodies' Loans Act, 1913:
And whereas the first publication of the notice of the poll
was not made within the time prescribed by section ten,
subsection two, of the above-named Act, inasmuch as it was
given on a day less than fourteen days before the date when
the poll of the ratepayers was taken on the above proposal:
And whereas it appears that the ratepayers have not been
misled by such irregularity, and that it is expedient to vali-
date the same:
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, in pursuance and exercise of the
powers and authorities conferred on him by section one hundred
and eleven of the Local Bodies' Loans Act, 1913, and acting
by and with the advice and consent of the Executive Council
of the said Dominion, doth hereby validate the said pro-
ceedings; and doth hereby order and declare that the said
poll of ratepayers shall be as valid to all intents and purposes
as though the first notice of the poll had been given not less
than fourteen days before the date of the said poll as required
by section ten, subsection two, of the said Act, and that the
proceedings relative to such loan shall not be called into
question by reason only of the irregularity aforesaid.

Vesting Control of a Domain under the Tourist and Health
Resorts Control Act, 1908.

ORDER IN COUNCIL.
At the Government House at Wellington, this fifth day of
July, 1915.

His Excellency The Governor in Council.
In pursuance and exercise of the power and authority
conferred on him by section five of the Tourist and
Health Resorts Control Act, 1908 (hereinafter termed "the
said Act"), His Excellency the Governor of the Dominion
of New Zealand, acting by and with the advice and consent
of the Executive Council of the said Dominion, doth hereby
vest the control of Te Ana Domain, described in the
Schedule hereto, in the Minister of the Crown for the time
being having the administration of the said Act, and doth
hereby declare that the said domain shall be administered
under the said Act.
SCHEDULE.
TE ANA DOMAIN.
All that area in the Southland Land District, containing by
admeasurement 2 acres 0 roods 29 perches, more or less, being
Section 48, Block VII, Waiau Survey District (Merrivale
Settlement). Bounded towards the north-east by Section 5,
Block VII, Waiau Survey District, 201·3 links ; thence to-
wards the south-east by a public road 2 chains wide, 678·l
links ; and thence towards the south-west and north-west
by Section 4A of said block and survey district, 545 and 584·6
links respectively : be all the aforesaid linkages more or less.
As the same is delineated on the plan marked L. and S. I/405,
deposited in the Head Office, Department of Lands and
Survey, at Wellington, and thereon bordered red.

Approving the Auckland Provincial Hospital Ship Fund and
War Relief Association, under the War Contributions Valid-
tion Act, 1914 (No. 2).
LIVERPOOL, Governor.
WHEREAS by section two of the War Contributions
Validation Act, 1914 (No. 2), (hereinafter referred
to as "the said Act"), it is enacted as follows:—
Contributions, whether in money or kind, may be made
by any local authority or body of persons, whether corporate
or unincorporate, other than private trustees under a settle-
ment or will,—
(a.) For the relief of distress occasioned by the war in
which His Majesty is at present engaged, whether
such distress exists in New Zealand or elsewhere in
the British Dominions, or in any country allied to
His Majesty;
(b.) For any patriotic objects approved for the purposes
of this Act by the Governor:
Provided that every such contribution is paid either—
(i.) Into a public fund established by the Government, or
by any local authority, for the purposes of such
relief of distress, or patriotic objects ; or
(ii.) Into a fund established by persons other than the
Government or a local authority, where such fund
and the conditions of control and expenditure
thereof are approved for the purposes of this Act
by the Governor:
And whereas certain persons in the Provincial District of
Auckland have formed themselves into an association, known
as the Auckland Provincial Hospital Ship Fund and War
Relief Association, for the purpose of providing from the
Provincial District of Auckland money, or equipment, or
relief primarily for the relief of sick and wounded members
of the New Zealand Expeditionary Force of the Provincial
District of Auckland and the dependants of those killed;
for such of the people of the said provincial district as
have suffered in or on account of the present European War,
whether such persons are resident in Auckland or not; and
to take all such steps for the securing, collecting, obtaining,
and providing such relief as the association may from time
to time decide upon:
And whereas the said association has established a fund
for the promotion of the objects hereinbefore expressed, and
has submitted the said fund and the conditions of control
and the expenditure thereof for approval, as required by the
hereinbefore-quoted provisions of the said Act:
Now, therefore, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor of the Dominion of New Zealand,
do hereby approve for the purposes of the said Act—
(1.) The fund hereinbefore referred to, established by the
Auckland Provincial Hospital Ship Fund and War
Relief Association; and
(2.) The conditions of control and expenditure of the said
fund, as set out in the rules adopted by the said
associationon the first day of June, one thousand
nine hundred and fifteen.
As witness the hand of His Excellency the Governor,
this second day of July, one thousand nine
hundred and fifteen.

WHEREAS by the Public Reserves and Domains Act,
1908, it is, amongst other things, enacted that the
Governor may declare his intention to change, exchange, or.
alter the dedication of any public reserve now or hereafter
vested in His Majesty or the Governor for any of the purposes
named in Class II of the Second Schedule to the said Act,
