License authorizing the Napier Borough Council to extend Electric Lines beyond the Borough of Napier.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth day of January, 1915.
Present:
His Excellency the Governor in Council.
WHEREAS by section two of the Public Works Amendment Act, 1911, it is provided that no person shall lay, construct, put up, place, or use any electric line except under the authority of a license issued to him by the Governor in Council under that Act:
And whereas the Napier Borough Council (hereinafter referred to as “the said Council”) desires to extend as hereinafter mentioned electric lines already erected in the said borough, in pursuance of a license issued on the first day of June, one thousand nine hundred and eleven, under section one hundred and seventy-two of the Post and Telegraph Act, 1908, as amended by an Order in Council dated the seventh day of October, one thousand nine hundred and twelve, and published in the New Zealand Gazette of the tenth day of October, one thousand nine hundred and twelve (hereinafter referred to as “the said license”), and it is expedient accordingly to issue a license in respect thereof under the said section two:
Now, therefore, in pursuance and exercise of the powers conferred upon him by section two of the Public Works Amendment Act, 1911, and of all other powers enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth, subject to the conditions set forth in the Schedule to the said license as so amended, and which said conditions shall be deemed to be incorporated herein, hereby authorize the said Council to extend from the electric lines already authorized in Wellesley Road electric lines along Kennedy’s Road to the Drill Hall situated at the corner of Owen Street and Kennedy’s Road in the Napier South Town District, for lighting and power purposes; as the said extension is more particularly indicated by means of red lines on the plan marked P.W.D. 36070, deposited in the office of the Minister of Public Works at Wellington, in the Wellington Provincial District.
Notwithstanding anything hereinbefore contained, the said Council shall not be entitled to erect, maintain, or use any electric line within the Napier South Town District except subject to such conditions, not inconsistent with the provisions of this license and the regulations relating thereto, as may from time to time be agreed upon between the said Council and the Napier South Town Board.

Validating Appointment of Members to the Wellington Hospital and Charitable Aid Board.

At the Government Buildings at Wellington, this twelfth day of January, 1915.
Present:
The Right Honourable W. F. Massey, P.C., presiding in Council.
WHEREAS an election of representatives of the combined district of Horowhenua County and Levin Borough on the Wellington Hospital and Charitable Aid Board was held on the eleventh day of November, one thousand nine hundred and fourteen: And whereas the Returning Officer for such election gave public notice thereof on the thirty-first day of October, one thousand nine hundred and fourteen, not being fourteen clear days before such election as required by law, and it is expedient to validate such irregularity:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred on him by section one hundred and twenty-nine of the Hospitals and Charitable Institutions Act, 1909, and section twenty-four of the Local Elections and Polls Amendment Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby validate the public notice so given as aforesaid, and doth declare that the election of Basil Robert Gardiner and Henry Freeman to the Wellington Hospital and Charitable Aid Board, as representatives of the combined district of the Horowhenua County and Levin Borough, shall not be affected by such irregularity.

Validating Proceedings in connection with a Loan of £5,000, to widen, metal, and culvert Roads in Kiokio Special-rating Area, proposed to be raised by the Council of the County of Waitomo.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twelfth day of January, 1915.

The Right Honourable W. F. Massey, P.C., presiding in Council.
WHEREAS the Waitomo County Council lately proposed to raise a loan of five thousand pounds to widen, metal, and culvert roads in Kiokio Special-rating Area, under the Local Bodies’ Loans Act, 1908, and its amendments:
And whereas the special roll was not deposited for public inspection in accordance with the provisions of the above-mentioned Acts and the regulations thereunder, inasmuch as the special roll was not deposited prior to the obtaining of the written consent of the ratepayers:
And whereas in the public notification of the deposit of the special roll the time within which objections to the special roll would be received was erroneously stated to be within seven days from the first day of the deposit of the special roll instead of within seven days from the last day of the deposit of the special roll:
And whereas the public notification was not given on the first day of the deposit as required by number two of the aforesaid regulations, but was given on the day following such deposit:
And whereas it appears that the ratepayers have not been misled by such irregularities or defects, and it is expedient to validate the said proceedings:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby validate the said proceedings; and doth hereby further order and declare that the said proceedings shall be valid to all intents and purposes as though the said roll had been legally deposited and the public notification thereof and of all matters in connection therewith given in the proper manner, and that the proceedings in connection with the said loan shall not be called into question by reason only of the irregularities aforesaid.
