WAIMARINO COUNTY COUNCIL.
WHAT, in pursuance and in exercise of the powers vested
in it in that behalf by the Local Bodies’ Loans Act,
1913, the Waimarino County Council hereby resolves as
follows:—
That, for the purpose of providing the interest and other
charges on a loan of £950, authorized to be raised by the
Waimarino County Council, under the above-mentioned Act,
for the purpose of trimming, forming, and metalling the un-
metalled portions of the Parapara–Raetihi Road from the
boundary of the Raetihi Town District to the south boundary
of Section A, Mairekura Block, Block X, Makotuku S.D., the
Waimarino County Council hereby makes and levies a special
rate of nine-sixteenths of a penny (9/16ths) in the pound
upon the rateable value of all rateable property of the Para-
para No. 2 Special-rating District, comprising all the following
properties within the following boundaries:—
Commencing at a point where the western boundary of
Section 9, Block I, Ngamatea S.D., joins the Ohotu–Karioi
Road; thence north and east by the west and north bound-
aries of the said Section 9, Block I, Ngamatea S.D., to the
west boundary of Section 10, Block XV, Makotuku S.D.;
thence north by the west boundaries of Sections 10 and 9,
Block XV, Makotuku S.D., to the south boundary of Sec-
tion 8, Block X, Makotuku S.D.; thence west and north by
the south and west boundaries of the said Section 8, Block XV,
Makotuku S.D., to the Oruakukuru–Karioi Road; thence
west by the Oruakukuru–Karioi Road to the west boundary
of Section 1, Block XI, Makotuku S.D.; thence north and
west by the west and north of the said Section 1, Block XI,
Makotuku S.D., and the north boundary of Section 2, Block
XI, Makotuku S.D., to the east boundary of the said Section 2,
Block XI, Makotuku S.D.; thence south by the east boundary
of the said Section 2, Block XI, Makotuku S.D., to the north
boundary of Section 11, Block XV, Makotuku S.D.; thence
east by the north boundary of the said Section 11, Block XV,
Makotuku S.D., to the Otiranui Road; thence south by the
Otiranui Road to the Oruakukuru–Karioi Road; thence
east by the Oruakukuru–Karioi Road to the east boundary
of Section 4, Block XVI, Makotuku S.D.; thence south and
west by the east and south boundaries of the said Section 4,
Block XVI, Makotuku S.D., and the south boundary of Sec-
tion 3, Block XVI, Makotuku S.D., to the east boundary of
Section 14, Block XV, Makotuku S.D.; thence south by the
east boundary of the said Section 14, Block XV, Makotuku
S.D., to the Ohotu–Karioi Road; thence east by the Ohotu–
Karioi Road to the east boundary of Section 3, Block II,
Ngamatea S.D.; thence south and west by the east and south
of Section 3, Block II, Ngamatea S.D., and the south bound-
aries of Sections 2 and 1, Block II, Ngamatea S.D., to the west
boundary of Section 1, Block II, Ngamatea S.D.; thence
north by the west boundary of the said Section 1, Block II,
Ngamatea S.D., to the south boundary of Section 7, Block I,
Ngamatea S.D.; thence west and north by the south and west
boundaries of the said Section 7, Block I, Ngamatea S.D., to
the north side of the Ohotu–Karioi Road; thence east by the
north side of the Ohotu–Karioi Road to the starting-point,
comprising all the following properties: Sections 7 and 9,
Block I, Ngamatea S.D.; Sections 1, 2, and 3, Block II, Nga-
matea S.D.; Sections 1, 2, Block XI, Makotuku S.D.; Sec-
tions 8, 9, 10, 11, 12, 13, and 14, Block XV, Makotuku S.D.;
Sections 2, 3, and 4, Block XVI, Makotuku S.D.
And that such special rate shall be an annually recurring
rate during the currency of such loan, and be payable yearly
on the first day of October in each and every year during the
currency of such loan, being a period of thirty-six and a half
years, or until the loan is fully paid off.

do hereby certify that the above resolution is a true and correct
copy of the minutes of the Council held on the 16th day of
April, 1915.

SCHOOL FOR THE DEAF, NEAR SUMNER,
CHRISTCHURCH.
UNDER THE CONTROL AND SUPERVISION OF THE EDUCATION
DEPARTMENT.

FOR Deaf Children of sound intellect. The pupils are
taught to understand and use ordinary speech. The
full charge for board and education is £40 a year, but less
is accepted from parents who cannot afford to pay this
amount. In case of necessity admission is free.
By the Education Act it is compulsory for deaf children
to come under instruction at the age of six, and to con-
tinue until the age of twenty-one unless the Education
Department previously grants exemption. Though a child
is, as a rule, best fitted to begin the school course at the
age of six, advice should be obtained as soon as any sign
of deafness is observed.
The following classes of deaf children are admitted to
the School for the Deaf (sound intellect being always a
necessity):—
- Children born deaf, or who have lost their hearing
before learning to speak. - Children who can hear a little, but are too deaf to
be taught in a public school. - Children who have lost their hearing after having
learned to speak.
The Act imposes upon every parent, teacher of a school
(either public or private), constable, or officer of a chari-
table or kindred institution who is aware of the place of
residence (either temporary or permanent) of a deaf child,
and the householder in whose house any such child resides,
an obligation to send notification of the fact to the
Minister of Education, giving the name, age, and address
of the child; and any neglect or failure to comply with
this provision involves liability to a fine.
