Council hereby makes and levies a special rate of four-fifteenths of a penny in the pound upon the rateable value of all rateable property of the Riversdale Road Loan Special-rating Area, comprising Section 700, parts of Sections 37, 697, 695, 696, 698, 699, part Motuwaireka Native Reserve, Block XV, Rewa Survey District; parts Sections 813, 33, 35, 37, and Section 36, Block III, Kaiwhata Survey District; parts of Sections 58, 684, 688, 691, Block XI, Sections 43, 44, 45, 47, 48, 62, parts of Sections 46, 49, 50, 51, 63, Block XII, Sections 40, 694, part 693, Block XV, Sections 39, 42, and Waipuna Native Reserve, Block XVI, Rewa Survey District: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the first day of February and the first day of August in each and every year during the currency of such loan, being a period of 36½ years, or until the loan is fully paid off.

I hereby certify that the foregoing is a true copy of a resolution passed at a duly convened and constituted meeting of the Masterton County Council held on the 12th day of January, 1915.

MANGAWHERO ROAD BOARD.

RESOLUTION MAKING SPECIAL RATE.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Mangawhero Road Board hereby resolves as follows:—

That, for the purpose of providing the interest and other charges on a loan of three hundred pounds (£300), authorized to be raised by the Mangawhero Road Board, under the above-mentioned Act, for the purpose of widening and metalling Waipapa Road, and constructing a bridge or culvert over the Waipapa Stream, and paying the costs of the engineering expenses of the said work, the said Mangawhero Road Board hereby makes and levies a special rate of three-tenths of a penny (3/10ths d.) in the pound upon the rateable value of all rateable property of the Waipapa Special-rating Area, comprising Section Number 20, Tauakira Block; Section 2B No. 1, Tauakira Block; Section 5 of 2A, Blocks XIII and XIV, and Section 2B No. 2, Block XIV, Ngamatea Survey District: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of April and the 1st day of October in each and every year during the currency of such loan, being a period of 36½ years, or until the loan is fully paid off.

The common seal of the Inhabitants of the Mangawhero Road District was hereunto affixed this sixth day of January, 1915, in the presence of—

SUBSCRIPTIONS.—The subscription is at the rate of 33s. per annum, including postage, PAYABLE IN ADVANCE. A less period than three months cannot be subscribed for.

Single copies of the Gazette, 6d. each.

Advertisements are charged at the rate of 6d. per line for the first insertion, and 3d. per line for the second and any subsequent insertion.

Statements under the Mining Act are uniformly charged 23s.

All advertisements should be written on one side of the paper, and signatures, &c., should be written in a legible hand.

The number of insertions required must be written across the face of the advertisement.

The New Zealand Gazette is published on Thursday evening in each week, and notices for insertion must be received by the Government Printer before 3 o’clock of the day preceding publication.

SCHOOL FOR THE DEAF, NEAR SUMNER, CHRISTCHURCH.

UNDER THE CONTROL AND SUPERVISION OF THE EDUCATION DEPARTMENT.

FOR Deaf Children of sound intellect. The pupils are taught to understand and use ordinary speech. The full charge for board and education is £40 a year, but less is accepted from parents who cannot afford to pay this amount. In case of necessity admission is free.

By the Education Act it is compulsory for deaf children to come under instruction at the age of six, and to continue until the age of twenty-one unless the Education Department previously grants exemption. Though a child is, as a rule, best fitted to begin the school course at the age of six, advice should be obtained as soon as any sign of deafness is observed.

The following classes of deaf children are admitted to the School for the Deaf (sound intellect being always a necessity):—

  1. Children born deaf, or who have lost their hearing before learning to speak.

  2. Children who can hear a little, but are too deaf to be taught in a public school.

  3. Children who have lost their hearing after having learned to speak.

The Act imposes upon every parent, teacher of a school (either public or private), constable, or officer of a charitable or kindred institution who is aware of the place of residence (either temporary or permanent) of a deaf child, and the householder in whose house any such child resides, an obligation to send notification of the fact to the Minister of Education, giving the name, age, and address of the child; and any neglect or failure to comply with this provision involves liability to a fine.
