A T a second extraordinary meeting of shareholders of [SAMUEL COCHRANE AND SON (LIMITED) held at the offices of the Dilworth Trust Board, Hobson Buildings, on Wednesday, the 30th day of December, 1914, the following special resolution was submitted, and passed by the shareholders, that is to say :—

“ That the company be voluntarily wound up.”

SPECIAL ORDER MAKING BY-LAW REGULATING MOTOR TRAFFIC WITHIN THE COUNTY OF WAIA PU.

BY-LAW No. 9.

Regulating Motor Traffic.

W HEREAS the Chairman, Councillors, and Inhabitants of the County of Waiapu, a local authority within the meaning of the Motor Regulation Act, 1908, is satisfied that the use of motor-cars upon all roads in the County of Waiapu of a width of not more than 66 ft., with a road formation of not more than 30 ft. in width, and upon all bridges, would be attended with risk of danger to the public.

  1. Before using any motor-car upon any county road of a width of not more than 66 ft., with a road formation of not more than 30 ft. in width, or for crossing a bridge, the owner shall register such motor-car at the office of the registering authority at Waipiro Bay, and shall affix the registered number of such car in a conspicuous place upon the back of the car to the satisfaction of the Council.

  2. No motor-car shall be driven on any county road at a greater rate of speed than ten (10) miles per hour on any portion of such road where the driver cannot see the whole roadway for at least fifty (50) yards ahead of his car.

  3. Every driver of a motor-car meeting any vehicle or horseman on any county road, if the driver of such vehicle or such horseman so approaching shall hold up his hand, shall at once bring his motor-car to a full stop, to enable such vehicle or horseman to pass the motor-car.

  4. No driver of a motor-car shall attempt to cross any bridge upon any county road when any vehicle or horseman is upon or within twenty (20) yards of such bridge.

  5. The driver of any motor-car or vehicle shall sound his horn on approaching all corners and cuttings, and when overtaking and passing other vehicles or passengers. Motorists on hills and cuttings shall take the outside of the road.

  6. No person shall drive a motor-car to ply for hire unless the same is licensed, and the license fee for same shall be £1 1s. sterling. The driver of any motor-car plying for hire shall also be licensed at a fee of £1. All such licenses shall terminate on the 31st day of March in each year.

  7. No person under the age of eighteen years shall be licensed to drive any motor-car plying for hire.

  8. (1.) No person shall drive any motor-car or motor-cycle unless he has previously satisfied any officer, whom the Council may have appointed for the purpose, of his ability to handle efficiently a motor-car or motor-cycle (as the case may be), and has applied for and obtained a certificate to that effect.

(2.) Every person desirous of obtaining a certificate of his ability to drive a motor-car shall make application to the County Clerk.

(3.) The fee for every such certificate shall be, in the case of a motor-car 10s., and in the case of a motor-cycle 5s.

  1. For the purpose of this by-law the word “owner” shall include as well as the true owner the person for the time being having the custody, control, and the use of the motor-car; and the word “driver” shall mean the person having the actual control, conduct, and charge of any motor-car being upon any county road.

  2. The “owner” of any motor-car who shall not observe the requirements of or do anything prohibited by this by-law shall be liable for every offence to a penalty not exceeding the sum of five pounds (£5).

  3. The “driver” of any motor-car who shall not observe the requirements of this by-law shall be liable for every offence to a penalty not exceeding the sum of five pounds (£5).

PATEA HARBOUR BOARD.

RESOLUTION MAKING SPECIAL RATE.

I N pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, by virtue of the Patea Harbour Act, 1913, and of all other Acts and every other power in that behalf it enabling, the Patea Harbour Board hereby resolves as follows :—

That, for the purposes of providing the interest, sinking fund, and other charges on a loan of eighty-six thousand pounds (£86,000), authorized to be raised by the Patea Harbour Board, under the provisions of the Local Bodies’ Loans Act, 1913, by virtue of the said Patea Harbour Act, 1913, and by virtue of the Reserves and other Lands Disposal and Public Bodies Empowering Act, 1914, for the purposes following, that is to say :—

Extension of the Eastern Breakwater;
Extension of the Western Breakwater;
Raising the level of the Western Breakwater and protecting the base of the same ;
Construction of a dredge ;
Dredging channel between the Railway Wharf and the entrance to the Patea Harbour ;
Construction of any works mentioned in section 7 of the Patea Harbour Act, 1913, and for which the sanction of the Governor in Council has been first obtained in manner provided by section 148 of the Harbours Act, 1908, or any amendment thereof : (£86,000)

the said Patea Harbour Board hereby makes and levies a special rate of nine thirty-seconds (9/32) of a penny in the pound upon the rateable value (on the basis of the capital value) of all rateable property of the Patea Harbour District, comprising the whole of the Patea Harbour District mentioned and described in the Patea Harbour Board Act, 1885, as altered by the Patea Harbour Act, 1913 ; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the first day of October in each and every year during the currency of such loan, being a period of thirty years or until the loan is fully paid off.

The above resolution was passed at a meeting of the Patea Harbour Board held on the 4th day of January, 1915.

MASTERTON COUNTY.

RESOLUTION MAKING A SPECIAL RATE.

I N pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Masterton County Council hereby resolves as follows :—

That, for the purpose of providing the interest and other charges on a loan of £600, authorized to be raised by the Masterton County Council jointly with the Castlepoint County Council, under the above-mentioned Act, for constructing Leach’s Road, the said Masterton County Council hereby makes and levies a special rate of one penny and one-eighth of a penny (1½d.) in the pound upon the rateable value of all rateable property of the Leach’s Road Loan Special-rating Area, comprising Sections 12, 14, Block XI, Sections 15 (243 acres), 22, 14, 15 (55 acres), 193, 194, and part 195, Block XII, Puketoi Survey District ; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the first day of February and the first day of August in each and every year during the currency of such loan, being a period of 36½ years, or until the loan is fully paid off.

I hereby certify that the foregoing is a true copy of a resolution passed at a duly convened and constituted meeting of the Masterton County Council held on the 12th day of January, 1915.
