Regulations under the Education Act, 1914.

LIVERPOOL, Governor.

ORDER IN COUNCIL.

At the Government House at Wellington, this eighth day of November, 1915.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulation in force on the coming into operation of this Order relating to grants to secondary schools on account of free pupils, and in lieu thereof doth hereby make the regulation set forth hereinafter in the First Schedule; and, with the like authority, doth make the regulation set forth in the Second Schedule in respect of grants for maintenance and repairs of secondary-school buildings, and also the regulation set forth in the Third Schedule in respect of incidental expenses of secondary schools; and, with the like advice and consent, doth prescribe that this Order shall come into force as from the date hereof.


FIRST SCHEDULE.

FREE PUPILS IN SECONDARY SCHOOLS: COMPUTATION OF GRANTS.

IN the case of any secondary school as defined in section 2 of the Education Act, 1914, the net annual income per head for the purpose of section 100 of the said Act and the Tenth Schedule thereto shall be determined, in accordance with paragraph (e) of such Schedule, on 1st March in each year, and the grants payable thereunder on account of free pupils for attendance at such secondary school for any part of that year shall be calculated on the net annual income per head so determined.


SECOND SCHEDULE.

GRANTS FOR MAINTENANCE AND REPAIRS OF SECONDARY-SCHOOL BUILDINGS.

TOWARDS the maintenance and repairs of buildings in the case of secondary schools that, in the opinion of the Minister, come within the provisions of subsection (2) of section 100 of the Education Act, 1914, there shall be payable annually to each such secondary school a supplementary grant based upon a capitation allowance for each pupil in average attendance at the school for the year ending 31st December last preceding, exclusive of the pupils in any lower department. Such capitation allowance shall be the amount of the deficiency below twenty shillings of the total annual income per head derived from endowments and otherwise (excluding the grants on account of the holders of free places), and available for expenditure upon buildings and the maintenance and repairs of buildings as ascertained under the said subsection.


THIRD SCHEDULE.

INCIDENTAL EXPENSES OF SECONDARY SCHOOLS.

  1. THE incidental expenses of secondary schools within the meaning of paragraph (vi) of the proviso to the Tenth Schedule to the Education Act, 1914, shall be such only as are comprised under the following heads:β€”

(a.) Office staff salaries, exclusive of payments for the administration of endowments and management of boardinghouses for pupils.

(b.) Other office expenses, including payments for stationery, postage, telephones, rent, cleaning, fuel, and incidental bank charges (exclusive of interest).

β€’ (c.) Travelling-allowances paid to Board members in accordance with section 93 of the Education Act, 1914, excepting travelling-allowances on business affecting endowments.
