10. The said rights, powers, and privileges may be at any time resumed by the Governor, without payment of any compensation whatever, on giving to the licensees three calendar months' previous notice in writing. Any such notice shall be sufficient if given by the Minister, and delivered at or posted to the last known address of the licensee.

11. The licensees shall be liable for any injury which the said wharf may cause any vessel or boat to sustain through any default or neglect on their part.

12. In case the licensees shall—
    (1.) Commit or suffer a breach of the conditions hereinbefore set forth, or any of them;
    (2.) Cease to use or occupy the said wharf for a period of thirty days;
    (3.) Fail to pay the sum specified in clause 3 of these conditions; or
    (4.) Become bankrupt, or be brought under the operation of any law for the time being in force relating to bankruptcy,—
    then and in either of the said cases this Order in Council, and every license, right, power, or privilege thereby conferred, may be revoked and determined by the Governor in Council without any notice to the licensees or other proceeding whatsoever; and publication in the New Zealand Gazette of an Order in Council containing such revocation shall be sufficient notice to the licensees, and to all persons concerned or interested, that this Order in Council, and the license, rights, and privileges thereby granted and conferred, have been revoked and determined.

ENGLISH CHANNEL.—DOVER STRAIT.

THE RIDGE (LE COLBART).—LIGHT-VESSEL ESTABLISHED.—Position.—Off the south-west extremity of the Ridge (Le Colbart). Lat. 50° 47′ 30″ N., long. 1° 16′ E.

Characteristics of Light-vessel.—(a.) Light: Character—A flashing white light every thirty seconds. (b.) Fog-signal: Description—A horn, worked by hand, giving two blasts in quick succession every two minutes. (c.) Vessel: Description—The vessel carries a globe as daymark.

Charts affected.—No. 1895, Dungeness to the Thames; No. 2612, Fecamp to Boulogne; No. 2451, Owers to Dungeness; No. 2675c, English Channel, eastern sheet; No. 1598, English Channel; No. 2339, the North Sea.

CHINA SEA.

PARACEL ISLANDS.—NORTH REEF.—POSITION.—North Reef has been reported to lie 5·5 miles further north-westward than shown on the charts.

Approximate charted position of western end of reef: Latitude 17° 2′ N., longitude 111° 29′ E.

CHINA.—EAST COAST.—KIAOCHOW BAY.—LIGHTS CHANGED.—The following changes have been made in the lights in Kiaochow Bay:—

Commercial Harbour.—The fixed green light on the southern breakwater (Mole No. 1) has been replaced by a fixed red light. The fixed red light on the end of the northern breakwater has been replaced by a fixed green light.

Little Harbour.—The fixed green light on the end of the southern breakwater has been replaced by a fixed red light. The fixed red light on the end of the northern breakwater has been replaced by a fixed green light.

KIAOCHOW BAY APPROACH.—TAIKUNGTAU.—AMENDED LIMITS OF PROHIBITED AREA.—The approach to Kiaochow Bay has been practically cleared of mines, but navigation has been temporarily prohibited in the area bounded as follows:—

On the east by a line extending 3 miles 356° from the summit of Taikungtau, thence 6 miles 266°, thence 3 miles 176°, thence 6 miles 86° to the summit of Taikungtau.

Navigation is also prohibited within a radius of 1·5 miles from Chucha Tao.

Approximate position of Taikungtau: Latitude 35° 57′ 45″ N., longitude 120° 29′ 15″ E.

WOOSUNG RIVER.—SHANGHAI HARBOUR.—GAS-BUOY ESTABLISHED.—On 19th July, 1915, a red gas-buoy, showing an occulting white light every 8 seconds—thus, light 4 seconds, eclipsed 4 seconds—was established in 12 ft. at low-water spring tides, 540 yards 234° from Tungkou Creek powder-magazine.

This buoy is known as the Tungkou buoy, and marks the western side of the channel.

WASHINGTON.

STRAIT OF JUAN DE FUCA.—NEAH BAY GAS AND WHISTLE BUOY.—CHARACTERISTIC OF LIGHT TO BE CHANGED.—About 20th September, 1915, the characteristic of the light exhibited from Neah Bay gas and whistle buoy will be changed from occulting white to flashing red of 120 candle-power every 3 seconds—thus, flash 0·3 second, eclipsed 2·7 seconds.

Approx. position: Lat. 48° 23′ 35″ N., long. 124° 36′ 25″ W.

PUGET SOUND.—ROBINSON POINT LIGHT.—CHARACTERISTIC TO BE CHANGED.—FOG-SIGNAL TO BE CHANGED.—About 15th October, 1915, the characteristic of Robinson Point light will be changed from fixed red to flashing white of about 35,000 candle-power showing 1 group of 3 flashes every 10 seconds.

The light will be shown 40 ft. above the water from a cylindrical lantern on an octagonal tower, with a one-story fog-signal building attached, on the eastern end of the point.

On the same date the fog-signal will be changed from a steam whistle to a third-class reed horn sounding blasts of 4 seconds duration every 20 seconds.

The new structure is about 24 yards 254° from the present light.

Approx. position: Lat. 47° 23′ 19″ N., long. 122° 22′ 23″ W.

ARGENTINA.

MOGOTES POINT LIGHT-STATION.—INTENDED FOG-SIGNAL.—A compressed-air siren sounding 1 blast every 60 seconds—thus, blast 5 seconds, silent 55 seconds—will be established in the near future at Mogotes Point Lighthouse.

Approximate position of Mogotes Point Lighthouse: Latitude 38° 5′ 30″ S., longitude 57° 32′ 31″ W.

HAITI.

DOMINICAN REPUBLIC (SANTO DOMINGO).—EAST COAST.—CAPE ENGANO.—LIGHT ESTABLISHED.—Information has been received through the Department of State that a flashing white light, showing 1 flash every 5 seconds—thus, flash 0·5 second, eclipsed 4·5 seconds—has been established at Cape Engano.

The light is exhibited 165 ft. above high water.

Approx. position: Lat. 18° 36′ 30″ N., long. 68° 19′ 6″ W.

SAONA ISLAND.—POINT CANA.—LIGHT ESTABLISHED.—Information has been received through the Department of State that a flashing white light, showing 1 flash every 3 seconds—thus, flash 0·6 second, eclipsed 2·4 seconds—has been established on Point Cana, eastern end of Saona Island.

The light is exhibited 458 ft. above high water, and is visible 10 miles.

Approx. position: Lat. 18° 6′ 39″ N., long. 68° 33′ 54″ W.
