observation of the methods of teaching. No allowances shall be payable in such cases.

General.

  1. (1.) Every student to or for whom any of the allowances above mentioned are payable (save only such allowances as are payable in respect of short-period studentships) shall enter, by his parent or guardian, or by some other person approved by the Board and the Minister, into a bond to return the amount paid in allowances and fees in case he shall fail to complete his course, or be dismissed on the grounds named in subclause (1) of clause 30 hereof, or fail to complete within the time required such term of service as is prescribed in a public school, in a secondary or technical school, or in any endowed school or other registered school, or in a University college, in New Zealand. The bond shall be on the form supplied by the Department, and shall provide—

(a.) In the case of a male student, for a teaching service of not less than five years, to be completed within eight years after the close of the training-college course; and

(b.) In the case of a woman, for a teaching service of not less than three years, to be completed within the six years next following the close of such course.

(2.) No allowances shall be paid to or for any student of Division A, B, or C until the said bond has been executed.

  1. (1.) A studentship shall not be tenable with a Junior Scholarship of the University, or a Senior National Scholarship, or any other scholarship, if the value of any such scholarship added to that of the studentship exceeds £60 per annum in any one year.

(2.) None of the allowances named in clauses 11 to 14 hereof shall be payable in the case of any student for a greater period than two years; nor shall any allowance be payable to a student for any period during which he has been in receipt of salary as a teacher or pupil-teacher, or of allowance as probationer.

  1. The allowances to any student shall not include University college fees in respect of any classes at which the student’s attendances and progress have not been satisfactory, or, if such fees have been paid, the amount shall be deducted from any allowances due to him, or be otherwise recoverable from him by the Board.

  2. In no case shall the number of students admitted in any year under Divisions B, C, and D conjointly be so great as thereby to make the total number of all students in attendance at the training college more than 125, or such larger number as the Minister may decide.

  3. All allowances to students shall, subject to the restrictions named in these regulations, be paid monthly, save that the first payment of a student’s allowance may be a quarterly payment.

  4. Students receiving allowances shall in all cases be admitted for the full period of the respective studentships under which they are entered and for no other period, and shall be required to complete in all respects the course of training allotted thereto: Provided that until the Minister otherwise determines students of Division A to a number not exceeding twenty-five in any one year may at the discretion of the Board be admitted for one year of training only.

Curriculum.

  1. The curriculum of each training college shall provide for a two-years course of training, and shall be subject to the approval of the Director of Education.

  2. (1.) Every training college shall make provision for the following :—

(a.) Instruction in the principles and history of education (including elementary psychology) in schools, and personal hygiene (inclusive of ambulance work), and in methods of teaching.

(b.) Courses in elementary practical science as suited to the requirements of public schools, namely,—

(i.) Elementary physical measurements;

(ii.) Elementary practical agriculture, including the management of school gardens;

(iii.) Home science;

(iv.) Nature-study; and, if possible,

(v.) Dairy-work.

[It is to be understood that the main purpose of the courses named in paragraph (b), and to a material extent the purpose of the courses named in paragraphs (c) and (d), is to train the students in the methods of teaching the subjects named.]
