And whereas you did not furnish a report within the time specified: And it is therefore expedient to extend the period within which you were required to report, and for that purpose to reappoint the Commission as hereinafter provided:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor of the Dominion of New Zealand, in exercise of the powers conferred by the Commissions of Inquiry Act, 1908, and all other powers and authorities enabling me in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, do hereby extend the period within which you were required to report until the twenty-ninth day of May, one thousand nine hundred and fourteen, and for that purpose do hereby appoint you, the said
REGINALD PALMER GREVILLE,
SAMUEL STAFFORD,
WILLIAM STEWART,
ROBERT HEBDEN, and
JOHN MATHESON MCKAY
to be a Commission for the purposes set forth in the Warrant of the twentieth day of March, one thousand nine hundred and fourteen, which Warrant, except as altered by these presents, shall be deemed to be incorporated herein.
And with the like advice and consent, I do further appoint you, REGINALD PALMER GREVILLE, to be Chairman of the Commission.
Given under the hand of His Excellency the Right Honourable Arthur William de Brito Savile, Earl of Liverpool, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Member of the Royal Victorian Order, Governor and Commander-in-Chief in and over His Majesty's Dominion of New Zealand and its Dependencies; and issued under the Seal of the said Dominion, at the Government House at Wellington, this fourth day of May, in the year of our Lord one thousand nine hundred and fourteen.

Regulations as to Annual Leave of Absence to Lightkeepers.
WHEREAS by section 34 of the Public Service Act, 1912 (hereinafter called “the said Act”), the Public Service Commissioner, with the approval of the Governor in Council, is authorized to make regulations for the carrying-out of the provisions of the said Act, and such regulations may be made either generally or with respect to any particular case or class of cases:
Now, therefore, the Commissioner, in pursuance and exercise of the said authority, and with the approval of the Governor in Council, doth hereby make the additional regulations set forth in the Schedule hereto, and doth order that such regulations shall apply to every lightkeeper in the employ of the Marine Department.
SCHEDULE.

APPLICATIONS by lightkeepers for leave of absence shall in all cases be made in writing to the Permanent Head of the Marine Department.

Annual leave may be granted by the Permanent Head in accordance with the following scale:—
Keepers of less than five years' service who are employed at mainland stations where one or two keepers are provided: fourteen days.
Keepers of less than five years' service who are employed at mainland stations where three keepers are provided: seventeen days.
Keepers of less than five years' service who are employed at island stations: seventeen days.
All keepers of not less than five and up to fifteen years' service: seven additional days in every second year.
All keepers of over fifteen years' service: eleven additional days in every second year.
Leave may be accumulated for two years if so desired.

The granting of leave of absence shall in all cases be subject to the condition that the general conduct and diligence of the lightkeeper during the previous year have been satisfactory.

If, for any cause, the Permanent Head thinks leave of absence ought not to be granted, he may refuse the same, subject to the right of appeal to the Commissioner.
