The Schedule.
All that piece or parcel of land bounded towards the south from a point at which the production of the southern boundary-line of Section No. 586 of the Town of Napier intersects the low-water mark of the ocean as it existed in the year 1881, by said line and its production to the low-water mark of the lagoon as it existed in the year 1881; towards the west, south-west, again towards the south, and again towards the west by the line of the said formerly existing low-water mark to a point opposite Pandora Point; thence in a straight line to a point near the root of the Napier—West Shore Bridge, being the point of low-water mark opposite the beacon which formerly existed on the most westerly point of Maori Island; thence in a straight line to a point at which the eastern mole crosses the low-water mark of the ocean as it existed in the year 1881; and towards the north and east by the line of the said low-water mark to starting-point.
We hereby certify that the above is a true copy of a resolution passed at a special meeting of the Napier Borough Council held on the 26th day of June, 1914.

NAPIER BOROUGH COUNCIL.
THE NAPIER WATERWORKS RECLAMATION DRAINAGE AND SEWERAGE CONSOLIDATION LOAN (1879) REPAYMENT LOAN (1914) OF £47,851.—SPECIAL ORDER RAISING LOAN.
WHEREAS the Napier Borough Council in the year 1879 did, for the purpose of consolidating certain special loans raised by the said Council for the purpose of constructing waterworks, reclaiming land, and constructing works for the sanitation and drainage of the Borough of Napier, raise a special loan of £70,000: And whereas the said loan of £70,000 is due and payable on the first day of July, 1914: And whereas the sum of £22,149 is available as sinking fund for the purpose of paying off the said loan of £70,000, and it is therefore necessary to raise the balance (being the sum of £47,851) for the purpose of paying off the said loan of £70,000: Now, therefore, the Napier Borough Council doth hereby, in pursuance and exercise of the powers vested in and conferred upon it in that behalf by the provisions of the Local Bodies’ Loans Act, 1913, and in pursuance and exercise of all other powers enabling it in that behalf, resolve by special order:—

To raise a special loan of and to borrow the sum of £47,851 for the purpose of paying off the said loan, and that the said loan be paid off.

That the said loan of £47,851 to be so raised shall be for a term of twenty-one years, and be repayable in Sydney, New South Wales, on the first day of July, 1935.

That the interest on the said loan shall be payable in Sydney, New South Wales, at the rate of five pounds per centum per annum payable half-yearly on the first day of January and the first day of July in each year during the currency of such loan.

That the security for the said loan shall be a special rate upon the rateable value (on the basis of the unimproved value) of all rateable property of the special-rating area comprising the whole of the Borough of Napier, save and except that portion thereof mentioned and described in the First Schedule to a Proclamation made by His Excellency the Governor on the fifteenth day of June, 1881, and published in the New Zealand Gazette for the year 1881 at page 750, and save and except also that portion of the said borough mentioned and described in the Schedule to an Order in Council made the twenty-fourth day of February, 1910, and published in the New Zealand Gazette for the year 1910 at page 728, which area is bounded as described in the Schedule hereto, such special rate being calculated so as to yield an amount sufficient to provide the interest, sinking fund, and other charges on the said loan.

That the area so described as aforesaid be and the same is hereby declared and constituted a special-rating area for the purposes of the said loan.

That a sinking fund of £239 5s. 1d. per annum be established in connection with the said loan.
The Schedule.
All the land known as the Town of Napier, except that portion of the town which is situated on Meeanee Spit, the boundaries whereof are commencing at the Pilot-station, following the sea-beach in an easterly direction to the point of the Ahuriri Bluff, rounding the Bluff, and proceeding along the sea-beach to the southern extremity of the Town of Napier; there it crosses at the southern boundary of Section No. 586 to the inner lagoon, following the lagoon by Wellesley Road and Hyderabad Road to Pandora Point, thence in a straight line to the beacon on the most westerly point of Maori Island, thence in a straight line to the starting-point.
We hereby certify that the foregoing is a true copy of a special order passed by the Napier Borough Council on the 27th day of May, 1914, and confirmed on the 26th day of June, 1914.

NAPIER BOROUGH COUNCIL.
RESOLUTION MAKING SPECIAL RATE.
IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, and the Municipal Corporations Act, 1908, the Napier Borough Council hereby resolves as follows:—
That, for the purpose of providing the interest, sinking fund, and other charges on a loan of £47,851, authorized to be raised by the said Napier Borough Council, under the above-mentioned Acts, for the purpose of paying off a loan of £70,000, raised by the said Council in the year 1879 for the purpose of consolidating certain special loans raised by the said Council for the purpose of constructing waterworks, reclaiming land, and constructing works for the sanitation and drainage of the Borough of Napier (in respect of which there is available as sinking fund for the purpose of paying off the said loan of £70,000 the sum of £22,149), the said Napier Borough Council hereby makes and levies a special rate of 53/100ths of a penny in the pound upon the rateable value (on the basis of the unimproved value) of all rateable property of the special-rating area comprising the whole of the Borough of Napier, save and except that portion thereof mentioned and described in the First Schedule to a Proclamation made by His Excellency the Governor on the 15th day of June, 1881, and published in the New Zealand Gazette for the year 1881 at page 750, and save and except also that portion of the said borough mentioned and described in the Schedule to an Order in Council made the 24th day of February, 1910, and published in the New Zealand Gazette for the year 1910 at page 728, which area is bounded as described in the Schedule hereto; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of August in each and every year during the currency of such loan, being a period of 21 years or thereabouts—that is to say, till the 1st day of July, 1935, or until the loan is fully paid off.
The Schedule.
Commencing at the Harbour Reserve which in the year 1874 and formerly was occupied as a Pilot-station, following the sea-beach as it existed in the year 1874 in an easterly direction to the point of the Ahuriri Bluff, rounding the Bluff, and proceeding along the line of the said sea-beach to the southern extremity of the Town of Napier; there it crosses at the southern boundary of Section No. 586 to the margin-line of the inner lagoon as it existed in the year 1874, thence along the outer side of that part of Hastings Street running into Wellesley Road (sometimes referred to as Wellesley Road), and Wellesley Road and Hyderabad Road to Pandora Point, thence in a straight line to a point near the root of the Napier—West Shore Bridge, being the position of the beacon which in the year 1874 and formerly existed on the most westerly point of Maori Island, thence in a straight line to the starting-point.
