of the unimproved value) of all rateable property in the Whaingaroa Harbour Special-rating District, commencing at the coast-line at the north-west corner of Section 1 of Block VI, Whaingaroa Survey District; thence running east along the northern boundaries of Sections 1, 5, 7, 8, 9 of Block VI, and Sections 1, 2, 3 of Block VII, to the north-western corner of Section 187; thence east along the northern boundaries of Sections 187, 188, and 190; thence south and east along the eastern boundaries 190, 1, 182, and the northern boundary of Section 128 to the north-eastern corner of Section 128; thence south along the eastern boundaries of Sections 128, 86, 86A to the south-eastern corner of Section 86A; thence east along the northern boundary of Section 135 to the north-eastern corner of same section; thence south along the eastern boundaries of Sections 135 and 218 to the south-eastern corner of Section 218; thence along the northern and eastern boundaries of Sections 63F, 66B, part 64 and 66B, to the south-eastern corner of Section 66B; thence west along the southern boundary of same section to the north-western corner of Section 2; thence south and east along the eastern and northern boundaries of Section 2 to the north-east corner of same section; thence south along the eastern boundary of Section 1 and the eastern boundary of part of Run No. 1 to the south-eastern corner of part Run No. 1; thence east and south along the northern and eastern boundaries of Run No. 4 to the south-eastern corner of Run No. 4; thence along the southern boundary of Run No. 4 to the north-eastern corner of Crown section (Puketapu); thence south along the eastern boundaries of Crown section (Puketapu), Sections 218, 215, 370A to the south-eastern corner of Section 370A; thence running north, west, and south along the county boundary-line to the coast-line at the north-eastern corner of Section 6008D, Te Pahi; thence following the coast-line south and north to the point of commencement. And that such special rate shall be an annually recurring rate during the currency of such loan, and be payable half-yearly on the 1st days of May and November in each year during the currency of the loan, being a period of thirty-six and a half years, or until the loan is fully paid off.
The above resolution was passed at a meeting of the Raglan County Council held at Ngaruawahia on the 14th day of October, 1914.
The common seal of the Chairman, Councillors, and Inhabitants of the County of Raglan has hereunto been affixed at the office of and pursuant to a resolution of the Raglan County Council, in the presence of—

WANGANUI BOROUGH COUNCIL.
RESOLUTION MAKING SPECIAL RATE.
IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Wanganui Borough Council hereby resolves as follows :—
That, for the purpose of providing the interest, sinking fund, and other charges on a loan of £37,170, authorized to be raised by the Wanganui Borough Council, under the above-mentioned Act, for the purpose (together with accrued sinking funds) of paying off the following special loans falling due on the first day of November, 1914, namely :—
(I.) A special loan of £30,000, raised by the Wanganui Borough Council in the year 1901 for the purpose of and to be applied for and in connection with the purchase by the Council, for and on behalf of the Mayor, Councillors, and Burgesses of the Borough of Wanganui, from the Wanganui Gas Company (Limited), of all its gasworks rights, powers, and privileges, and all of the lands, premises, works, and other property of the said company, including its buildings, erections, fixed plant, movable plant, retorts, meters, coal, and other goods, effects, and products on hand, and also for and in connection with the extending and enlarging of such gasworks :
(II.) A special loan of £15,000, raised by the Wanganui Borough Council in the year 1904 for the purpose of constructing or providing the following things in connection with and for the manufacture of gas—(1) two additional beds of retorts, additional engine and boiler, additional purifiers, wharf and coal conveyor, coal stores and bunkers; (2) mains services and meters for districts within the Borough of Wanganui; (3) mains services and meters for districts outside the boundaries of the Borough of Wanganui; (4) the repayment to the working account of the gasworks of the moneys expended on extensions from the first April, 1904, to date of raising the loan; and (5) contingencies :
(III.) A special loan of £4,000, raised by the Wanganui Borough Council in the year 1909 for the purpose of paying off the sum of £4,000 borrowed by way of special loan by the Council, to be applied and appropriated towards the erection and furnishing of a town or public hall, and repayable on the first day of October, 1909 :
the said Wanganui Borough Council hereby makes and levies a special rate of fivepence in the pound upon the rateable value (on the basis of the annual value) of all rateable property of the Borough of Wanganui, comprising the whole of the Borough of Wanganui, the boundaries whereof are defined in the New Zealand Gazette of the nineteenth day of December, 1912, number 92, at page 3618. And that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the first day of May and the first day of November in each and every year during the currency of such loan, being a period of twenty years from the first day of November, 1914, or until the loan is fully paid off.
The common seal of the Mayor, Councillors, and Burgesses of the Borough of Wanganui was hereto affixed to the above-written resolution, by order of the Council of the said borough, this 20th day of October, 1914, by and in the presence of—

WANGANUI BOROUGH COUNCIL.
RESOLUTION MAKING SPECIAL RATE.
IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Wanganui Borough Council hereby resolves as follows :—
That, for the purpose of providing the interest, sinking fund, and other charges on a loan of £132,620, authorized to be raised by the Wanganui Borough Council, under the above-mentioned Act, for the purpose (together with accrued sinking funds) of paying off the following special loans falling due on the first day of November, 1914, namely :—
(I.) A special loan of £55,000, raised by the Wanganui Borough Council in the year 1894 for the purpose of (1) providing an efficient system of drainage for the borough; (2) constructing waterworks and extending waterworks thitherto acquired; (3) construction and formation and reconstruction and reforming of streets, footways, and channels; (4) providing and establishing public baths; (5) paying off the following special loans theretofore raised —namely, (a) a special loan of £30,000 raised in the year 1874 and repayable on the first day of November, 1894, (b) a special loan of £10,000 raised in the year 1880 and repayable on the first day of November, 1894, (c) a special loan of £3,000 raised in the year 1887 and repayable on the first day of November, 1894 :
(II.) A special loan of £16,000, raised by the Wanganui Borough Council in the year 1899 for the purpose of (1) constructing and forming streets, (2) constructing kerbing and channels for streets and footpaths, (3) constructing and forming footpaths, (4) providing an efficient system of drainage for such parts of the borough as were not then efficiently drained and extending the then present system of drainage, (5) constructing waterworks and extending waterworks thitherto acquired :
(III.) A special loan of £70,000, raised by the Wanganui Borough Council in the year 1902 for the purpose of constructing “waterworks” (as defined by section 287 of the Municipal Corporations Act, 1900), for the supply of water for the use of the inhabitants of the borough, and for extending and enlarging the then present “waterworks” (as above defined) of the said borough, and for purchasing or acquiring lands or rights or easements in connection with such construction, extension, or enlargement, and for any purpose incidental or in relation to any of the above purposes :
(IV.) A special loan of £11,500, raised by the Wanganui Borough Council in the year 1904 for the purpose of (1) drainage of the following named streets—viz., the Heads Road, Hatrick Street, Wilson Street, London Street, Niblett Street, Keith Street, and repayment to the General Account of the Borough of Wanganui of moneys expended therefrom
