Recreation Reserve in Southland Land District brought under Part II of the Public Reserves and Domains Act, 1908.

ORDER IN COUNCIL.
At the Government House, at Wellington, this thirtieth day of January, 1914.

His Excellency the Governor in Council.
BY virtue of the powers and authorities vested in me by the twenty-sixth section of the Public Reserves and Domains Act, 1908, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor of the Dominion of New Zealand, by and with the advice and consent of the Executive Council of the said Dominion, do hereby order and declare that the reserve for recreation in the Southland Land District described in the Schedule hereto shall be and the same is hereby brought under the operation of and declared to be subject to the provisions of Part II of the said Act; and such reserve shall hereafter be known as Green Point Domain, and be managed, administered, and dealt with as a public domain.
SCHEDULE.
GREEN POINT DOMAIN.
ALL that area in the Southland Land District, containing by admeasurement 32 acres 3 roods 20 perches, more or less, being Section 52, Block IV, Campbelltown Hundred. Bounded towards the north-east by a reservation along the Bluff Harbour, 1570 links, the crossing of a railway reserve, 100 links, and again by a reservation along the Bluff Harbour, 1420 links; towards the east by a reservation west of Section 76, 150 links, and by a reservation along the Bluff Harbour, 1800 links; towards the south by a road, 461·4 links, the crossing of a railway reserve, 100·6 links, and again by a road, 671·6 links; and towards the south-west by the main Bluff Road, 1094·4 links and 2553·2 links: excepting out of the land above described the area occupied by the Invercargill–Bluff Railway: be all the aforesaid linkages more or less: as the same is delineated on the plan marked L. and S. 50329/57, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.

Regulations under the Immigration Restriction Acts.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this twenty-seventh day of January, 1914.

IN pursuance and exercise of the power and authority conferred on him by the Immigration Restriction Act, 1908, and the amendments thereof, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulations made under the said Acts on the thirteenth day of March, one thousand nine hundred and eleven, and published in the Gazette on the twenty-third day of March, one thousand nine hundred and eleven, and doth hereby make the following regulations in lieu thereof:—
REGULATIONS.

These regulations shall apply to bona fide merchants and tourists, including Chinese, who cannot comply with the provisions of the Immigration Restriction Act, or to Chinese merchants and tourists, who, although able to comply with such provisions, do not wish to pay poll-tax.

Certificates in the form set forth in the Schedule hereto, signed by the Collector of Customs at the port of issue, will be issued to bona fide merchants and tourists, who can produce passports issued by the Governments of their respective countries and viseed by the British Consul in those countries or by any other duly authorized British authority:
Provided that no certificate shall be issued to any person debarred from landing by paragraph (b), (c), or (d) of section 14 of the Immigration Restriction Act, 1908:
Provided also that in any case where, in the opinion of the Minister of Customs, there are special circumstances, he may authorize the issue of a certificate without the production of a passport upon a bond being given for £100, with security satisfactory to the Collector, that the person named therein shall leave New Zealand upon the expiry of a period not exceeding six months.
- (1.) Merchants or tourists coming under these regulations may land and remain in New Zealand for a period not exceeding six months.
(2.) Such persons shall not again be granted a certificate should they return to New Zealand before the expiry of five years from the date of their departure upon the preceding visit, except on such special conditions as may be prescribed by the Minister.

The Minister may in cases of extreme urgency extend the certificate of any merchant or tourist for such time and subject to such conditions as he thinks fit.

(1.) Every person applying to the Collector of Customs for a certificate shall provide two photographs of himself taken within one year of such application. One of the photographs shall be securely attached to the certificate issued to the applicant, and the other to a duplicate certificate to be filed by the Collector.
(2.) The applicant shall also deposit a sum of £10 with the Collector as security that he will report upon departure from New Zealand, and that sum shall be returned to him by the Collector at the port of departure upon identification and upon complying with these regulations.
(3.) The amount deposited on account of any person who departs without being identified or who remains in New Zealand beyond the time permitted by his certificate shall be forfeited and paid into the Public Account.

Immediately before departure from New Zealand the holder of a certificate shall personally deliver up the same to the Collector of Customs at the port of departure.

Certificates delivered up at a port of departure shall be forwarded to the Collector at the port of issue, to be filed with the duplicate.

Notwithstanding anything hereinbefore contained, any prohibited immigrant or Chinese arriving at a New Zealand port en route to some place beyond New Zealand may be permitted to land for a period not exceeding twenty-one days: provided that a bond, with security satisfactory to the Collector of Customs, is given that the person named therein shall report himself to the Collector upon departure from New Zealand within the time specified. Such bond shall be in the following amounts:—
(a.) In the case of Chinese, £200.
(b.) In the case of all other prohibited persons, £100.
