THE NEW ZEALAND GAZETTE.

above-cited Act, and intended to be applied in the following sums for the following purposes, that is to say,—
In preliminary and incidental expenses .. £ 200
In forming, metalling, and bridging Roulston Road and making culverts therein .. 600
In doing the like work in respect of Douglas Road 3,700
In doing the like work in respect of Waikaha Road 800
In doing the like work in respect of Middle and Kahuranaki Roads .. .. 1,200
the said Council hereby makes and levies a special rate of nine-sixteenths of a penny in the pound upon the rateable value of all rateable property within the Te Mahanga Special-rating District, which said district comprises an area of 14,684 acres 3 roods 14 perches, or thereabouts, portion of the Havelock and Heretaunga Ridings of the Hawke’s Bay County, and is bounded as follows: Commencing on the left bank of the Tuki Tuki River at the south-eastern corner of the Ngawhakatara No. 1 Block; thence westerly along the southern boundary of that block to the south-western corner thereof; thence northerly along the western boundary of the same block to the north-western corner thereof; thence north-westerly to the Poukawa Stream; thence in a generally northerly direction along that stream for a distance of 2½ miles, more or less, to a point therein in a line with the south-western boundary of Lot Number 9, deposited plan 2718; thence south-easterly to the westernmost corner of that lot; thence south-easterly for a distance of 87½ chains, more or less, along the south-western boundary of that lot and the south-western boundary of the adjoining Lot Number 10 to the south-eastern corner of the said Lot Number 10; thence north-easterly along the south-eastern boundary of the last-mentioned lot for a distance of 32 chains, more or less, to the easternmost corner of the same lot; thence south-easterly along a road for a distance of 14½ chains, more or less, to the south-western boundary of Lot Number 5 on the said deposited plan; thence south-easterly along that boundary for a distance of 29 chains, more or less, to the southernmost corner of Lot Number 5; thence north-easterly for a distance of 65 chains, more or less, along the south-eastern boundary of Lot Number 5 to the south-eastern corner of Lot Number 4 on the said deposited plan; thence in a north-westerly direction generally for a distance of 136 chains, or thereabouts, to a road abutting on the railway reserve and forming the western boundary of the said Lot Number 4; thence northerly along the said road for a distance of 14 chains, more or less, to the north-western corner of the same lot; thence in a south-easterly direction generally along the north-eastern boundary of the same lot for a distance of 118 chains, more or less, to the north-eastern corner thereof; thence northerly and north-westerly along the eastern and north-eastern boundaries of Lot Number 1 on the said deposited plan for a distance of 153 chains, more or less, to the Poukawa Stream; thence in a northerly direction generally for a distance of 2¼ miles, more or less, by that stream and by lines forming the western boundary of the Te Mahanga Estate to the north-westernmost corner of that estate; thence south-easterly, north-easterly, and again south-easterly along the northern boundary of the said estate for a distance of 137 chains, more or less, to a road; thence in a southerly direction generally along that road for a distance of 2¾ miles, more or less, to the northern boundary of the Te Wharau Block; thence easterly and south-easterly for a distance of 153 chains, more or less, along the said northern boundary and the north-eastern boundary of the Te Mahanga Estate to the Tuki Tuki River; thence in a southerly direction generally along the left bank of that river for a distance of 8 miles, more or less, to the point of commencement. The said special rate to be an annually recurring rate during the term or currency of the said loan, and to be payable yearly on the first day of March in each year during that term (being a period of 20 years from the first day of January, 1914) or until the loan is fully paid off; the rate of interest to be 10 per cent. per annum; the said loan and the interest thereon to be secured by the issue of twenty debentures for £342 1s. 3d., each numbered from 1 to 20 inclusive, and payable as follows: Debenture No. 1 shall be payable on the first day of January, 1915; debenture No. 2 shall be payable on the first day of January, 1916; and so on with the remaining debentures of the series, one such debenture being payable on the first day of January in each year during the currency of the said loan. All such debentures to be payable at the Bank of New Zealand, Napier.

SPECIAL ORDER MADE BY THE MASTER TON BOROUGH COUNCIL.
WHEREAS the sum of two thousand pounds (£2,000), borrowed by the Masterton Borough Corporation for the purpose of widening Bannister Street, is due and payable on the twenty-eighth day of August, 1913: And whereas the sinking funds in respect of the said loan amount to only three hundred and twenty-two pounds six shillings and threepence (£322 6s. 3d.), and the sum of one thousand six hundred and seventy-seven pounds thirteen shillings and ninepence (£1,677 13s. 9d.) is required to pay off the said loan:
Now, therefore, the Masterton Borough Council, in exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, hereby resolves by way of special order,—
First, to borrow the said sum of one thousand six hundred and seventy-seven pounds thirteen shillings and ninepence (£1,677 13s. 9d.) for the purpose of paying off the said loan.
Second, that the said sum of one thousand six hundred and seventy-seven pounds thirteen shillings and ninepence (£1,677 13s. 9d.) shall be repayable on the 28th day of August, 1923, or such other earlier date as may be determined by the Council.
Third, that for the purpose of providing for the payment of the said sum of one thousand six hundred and seventy-seven pounds thirteen shillings and ninepence (£1,677 13s. 9d.), interest, sinking funds, and other charges thereon, the said Council will appropriate and pledge a special rate of nine sixty-fourths part of a penny in the pound (£) upon the rateable unimproved value of all rateable property in the Borough of Masterton, comprising that part of the said borough formerly included in and known as the East and West Wards thereof, and more particularly described in the Schedule hereto; and that such special rate shall be an annual-recurring rate during the currency of the loan, and be payable half-yearly on the first day of February and the first day of August in each year during the currency of the loan, being a period of ten (10) years or such shorter period as may be determined by the Council, or until the loan is fully paid off.
Fourth, that the sum of fifty-eight pounds four shillings and sixpence (£58 4s. 6d.), being at the rate of 3½ per cent. per annum, be provided as sinking fund towards the repayment of the said sum of one thousand six hundred and seventy-seven pounds thirteen shillings and ninepence (£1,677 13s. 9d.).
The Schedule.
All rateable property comprising that part of the Borough of Masterton included within the following boundaries:—
Bounded towards the north-east by the right bank of the Waipoua River from the south-east boundary-line of the Akura Block to the east side of Colomba Road; towards the east by the eastern side of the said Colomba Road to the Kuripuni Stream; thence towards the south and south-east by the said Kuripuni Stream to Railway Road; thence towards the north-east generally by a line along the middle line of the said Railway Road to a point in a line with the southern boundary-line of Section 31, Masterton Small-farm Block; thence north-west by Section 31 aforesaid to the Waipokaka Stream; thence by the Ngaumatawa Block, the Bishops Reserve, and the Akura Block aforesaid to the right bank of the Waipoua River opposite Section 63, Masterton Small-farm Block, the starting-point.
The common seal of the Mayor, Councillors, and Burgesses of the Borough of Masterton was hereto affixed in the presence of—
