Abolition of Franking.—“Official” Stamps.

General Post Office,
Wellington, 12th September, 1913.

SECTION 5 of the notice appearing in the New Zealand
Gazette No. 109, of the 20th December, 1906, page 3287,
is altered to read as follows:—

  1. The “Official” overprinted stamps shall only be used
    for official correspondence or telegrams and in payment of
    the charges on official bureau communications, and no officer
    or other person except a postal officer selling stamps to the
    public at a post-office shall exchange “Official” stamps for
    cash, or for stamps of the ordinary issue. Any person in the
    employ of the Government using “Official” stamps otherwise than for payment of postage on postal packets on His
    Majesty’s Service or the charges on telegrams or bureau
    communications on the same service shall be liable to a fine
    of £5 for the first offence, and to dismissal for any subsequent offence.

“Official” overprinted stamps may be sold to the public
upon demand on the understanding that they cannot be used
for prepayment of the charges on private postal packets or
telegrams or bureau communications, or for other purposes
connected with the Post and Telegraph Department.

Notice to Mariners No. 122 of 1913.

Marine Board, Hobart, Tasmania, is published for
general information.

ALTERATION IN THE EMU BAY LIGHT, N.W. COAST,
TASMANIA.

On and after 1st November, 1913, the white light will be
altered from fixed to occulting, showing from S. 25° W. round
easterly 180°. The light will not show from S. 25° W. round
westerly 90°, the red sector being discontinued.

Bearings magnetic, from seaward.

Notice to Mariners No. 124 of 1913.

KAIPARA RIVER BAR.

Marine Department,
Wellington, N.Z., 3rd November, 1913.

NOTICE is hereby given that recent soundings taken by
Captain Bollons, of the Government steamer “Hine-
moa,” show a decrease in the depth of water over the Kaipara Bar. A good line of soundings was taken with the
middle beacon in line with the flagstaff, which showed a
depth of 22 ft. of water on the bar at L.W.O.S.

Notice to Mariners No. 125 of 1913.

THE following Notices to Mariners, received from the
Port Officer, Melbourne, Victoria, and from the Marine
Department, Brisbane, Queensland, are published for general
information.

VICTORIA.

New Lights.—Cape Liptrap and Citadel Island.

REFERRING to Notice to Mariners, Victoria, No. 150, dated
1st August, 1913, and to previous notices, mariners and others
are hereby notified that the new unattended lights at Cape
Liptrap and Citadel Island will be exhibited on or about the
15th November, 1913.

The characteristics of the lights are as follows:—

Cape Liptrap Light.—Dioptric, white double flashing, showing two flashes in quick succession every ten seconds—thus,
flash ½ second, eclipse 1½ seconds; flash ½ second, eclipse
7½ seconds.

Power: 5,000 candles, visible in clear weather 23 nautical
miles all round the horizon; height of focal plane, 300 ft.
above high water.

The light will be shown from a steel structure 27 ft. high,
painted white, surrounded by a fence 10 ft. high, situated on
the high land of the cape in latitude 38 deg. 54½ min. south
and longitude 145 deg. 56 min. east.

Citadel Island Light.—Dioptric, white flashing light every
six seconds—thus, flash ½ second, eclipse 5½ seconds.

Power: 2,700 candles, visible in clear weather 15 nautical
miles all round the horizon (except where obscured by the
islands of the North Glenelg and Anser Group).

The light will be shown from a steel structure 23 ft. high,
situated on the summit of the island in latitude 39 deg. 7 min.
south and longitude 146 deg. 14½ min. east.

Immediately to the northward of the lighthouse is a small
dwelling for temporary light-keeper, and flagstaff to enable
the light-keeper to signal in cases of emergency.

Height of focal plane, 385 ft. above high water.

QUEENSLAND.

Flinders Passage.—Torres Strait.—East Coast of Australia.

An obstruction, on which the s.s. “Maranoa” is stated to
have struck in 1903, is reported to lie 7 cables S. 73° W.
from Scott Rock, with the north-east extreme of King Point
bearing S. 54° E. one mile distant and the south-east extreme
of Wednesday Island N. 43° E. The depth of water on the
obstruction is not stated. As the s.s. “Suva,” with a draught
of 15 ft. 10 in., is reported to have recently struck what is
considered the same obstruction, and in view of the existence
of two dangers south-west of Scott Rock, it is advisable that
ships using Flinders Passage should not pass to the southward of Scott Rock, but the following directions should be
followed:—

Approaching from the south-eastward a course should be
steered N. 56° W. for the west extreme of Wednesday Island,
until No. IV Tuesday Islet is in line with Strait Rock bearing
N. 86° E. This mark should be kept on astern until Double
Hill bears S. 14° W., then proceed as before directed.
