Regulations under the Plumbers Registration Act, 1912.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-second day of September, 1913.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the powers and authorities conferred upon him by section sixteen of the Plumbers Registration Act, 1912 (hereinafter referred to as “the said Act”), His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations hereinafter set forth; and doth hereby declare that such regulations shall come into force on the twenty-fifth day of September, one thousand nine hundred and thirteen.

REGULATIONS.
EXAMINATION AND REGISTRATION.
- (a.) THE Board shall from time to time, at intervals of not less than twelve months, hold, at such convenient places as the Board may decide, an examination of candidates for registration as plumbers under paragraph (a) of section 7 of the said Act.
(b.) The Board shall, by advertisement in such of the principal newspapers published in New Zealand as it thinks fit, give notice, not less than forty-two days beforehand, of the date and the places at which such examination will be held.

Every candidate must give notice in the form provided by the Board, and such notice must be sent so as to reach the Chairman of the Board at least twenty-eight days before the date of the examination at which the candidate wishes to present himself.

Such notice must be accompanied by evidence of the number of years of apprenticeship served by the candidate, or that he has been engaged in the plumbing trade for not less than seven years, and by the fee stated in Regulation 6 hereof.

The subjects in which a candidate shall be examined are those set out in the syllabus in the First Schedule hereto.

The examination shall consist of two parts—(a) by written answers to questions, for the answering of which not less than three hours shall be allowed; (b) a practical test of workmanship. The material for the practical test shall be supplied by the Board, but each candidate must provide his own tools. The examination may be passed in two parts or as a whole, but no candidate shall be allowed to present himself for the written examination until he has served at least five years of his apprenticeship, nor for the practical test until he has served an apprenticeship of six years, or has been engaged in the plumbing trade for not less than seven years. In no case may the practical test be taken prior to the written examination.

(a.) The fee for examination or re-examination, including registration, shall be 17s. 6d. if taken as a whole, or 7s. 6d. for the written and 12s. 6d. for the practical if taken in two parts.
(b.) The fee for registration under section 8 of the said Act shall be 5s., except where the candidate has passed an examination prescribed by the Board. The certificate of registration to be provided on payment of the fee shall be in pocket form, and worded as set out in the Second Schedule hereto.
(c.) The fee for the annual publication of the name of any registered person in the Gazette shall be 2s. 6d., and such fee shall entitle that registered person to a renewal of the pocket certificate referred to in Regulation 6 (b) hereof; provided that the previous certificate has been returned to the Board, or that it is proved to the satisfaction of the Board that same has been lost or destroyed.
(d.) The fee for a certificate under the hand of the Chief Health Officer of the entry of the name of any person in the Register, pursuant to section 12 of the said Act, shall be 5s.

The form of certificate of having passed an examination under the said Act shall be that set out in the Third Schedule hereto.

Every person passing an examination under these regulations shall be entitled to a certificate under Regulation 7 hereof without payment of any fee.

The districts or localities within which, after six months from the date of the coming into force of these regulations, all sanitary plumbing shall be done by a person registered under the said Act, are as set out in the Fourth Schedule hereto.
APPEAL.

In the event of the Board refusing to cause the name of any person to be entered in the Register, or of the Board removing any person’s name from the Register, the Board shall forthwith inform such person clearly of the reason for such refusal or removal.

Any person wishing to appeal under section 14 of the said Act shall give notice of appeal in the form set out in the Fifth Schedule hereto.

Within twenty-one days of receipt of such notice of appeal the Board shall inform the appellant of the name of the Magistrate before whom the appeal will be heard, and of the assessor appointed by the Board, and shall at the same time forward a copy of the Board’s decision and the notice of appeal therefrom to such Magistrate.

The Magistrate and assessors shall hear and determine such appeal at such convenient place and time as may be decided by the Magistrate, to be not more than forty-two days from the receipt by the Board of the notice of appeal. At least five days’ previous notice of such place and time shall be given to the assessors, the Board, and the appellant.

The appellant may himself appear or may be represented by some person on his behalf, and the Board as respondent may be represented by any member thereof appointed by the Board, or some other person appointed by the Board, but no solicitors or counsel shall appear or be heard.

The order made by the Magistrate and assessors in respect of the appeal shall be in writing, signed by the Magistrate, and a copy thereof shall be given to the appellant and to the Board; and the Board shall at once give effect to such order.

FIRST SCHEDULE.
SYLLABUS OF THE EXAMINATION.
(A.) Written Examination.

Workshop arithmetic, geometry and drawing as applied to plumbing-work.

The properties and uses of metals and other materials, tools, and appliances relating to general plumbing-work, hot- and cold-water supplies and sanitary plumbing.

General plumbing practice.
-
A knowledge of the design and construction of sanitary appliances and of the principles relating to the flushing, ventilation, and disconnection of sanitary fittings, wastes, drains, &c.

The testing of soil, vent, and waste pipes, and of drains and sanitary fittings.

An elementary knowledge of the scientific principles applicable to plumbing-work.
-
An elementary knowledge of the properties and of the principles affecting the storage, conveyance, and distribution of water.
(B.) Practical Test in Workmanship.
This part will be of an advanced character, and will be such as to show that the candidate can execute in a satisfactory manner within a reasonable time any piece of plumbing-work without the use of lamp or gas jet or blowpipe.

THIS is to certify that __, at an examination held by the Plumbers Board of New Zealand on the day of __, 19____, satisfied the Examiners as to his knowledge of the theory and practice of plumbing, and that he is fully competent to perform the duties of a sanitary plumber.
