1, [Name], of [Place of abode], [Occupation], do solemnly and sincerely declare that I am Chairman [or Secretary, or Treasurer] of the [Name of institution]; that during the year ending on the 31st day of December, 1912, the receipts of the aforesaid institution for the maintenance of the library only were as follows : From rates levied by a local governing body under Part I of the Libraries and Mechanics’ Institutes Act, 1908, or the Municipal Corporations Act, 1908, pounds shillings and pence; from the subscriptions of members, pounds shillings and pence; and from voluntary contributions other than members’ subscriptions, pounds shillings and pence; that the library is public in the sense of belonging to the public, and is not under the control of an association, society, or club whose membership is composed of a section of the community only; that the information hereinafter furnished by me in the appendix hereto is correct in every particular; that the abstract of accounts is a true statement of the receipts and expenditure of the institution for the year herein specified; that the whole of the subsidy received during the year was expended in the purchase of books for the library; [and that by the rules of the library it is open to the public free of charge].
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the Justices of the Peace Act, 1908.

THE following Notices to Mariners, received from the Marine Board, Port Adelaide, and from the Minister of State for Communications, Tokyo, Japan, are published for general information.

SOUTH AUSTRALIA.
Gulf St. Vincent.—Port Adelaide Harbour.
NOTICE is hereby given that the new swinging basin north of the Ocean Steamers Wharf has been completed. A depth of 23 ft. at O.L.W.S. has been provided, the dimensions being 600 ft. by 600 ft. Posts, painted red, will be erected on the eastern bank to indicate each end of the basin and show its position. South of this berth there is a bank on the western side situated 100 ft. off the Oil Company’s Depot and extending along the foreshore as far as the northernmost buoy on the west side of the river.
This affects Admiralty Charts Nos. 2389B and 1750.
West Coast.—Streaky Bay Light, South Channel.
Referring to Notice to Mariners No. 5 of 1911, masters of vessels and others are hereby informed that, on and after the night of 7th November, a white, unwatched, flashing light will be exhibited from an open iron pile structure on the south side of the shallowest part of the South Channel.
The light will show white between the bearing 75° (N. 72° E. mag.) to 305° (N. 58° W. mag.) and red between 305° (N. 58° W. mag.) to 75° (N. 72° E. mag.)—i.e., red over the land of Gibson Peninsula.
The light will show 20 flashes per minute, and its focal plane will be 30 ft. above ordinary sea-level, and in clear weather visible for a distance of about 10 miles.
Approximate position : Lat. 32° 41⅓′ S., long. 134° 10′ E.
West Coast.—Bird Rock, Murat Bay.
Also that, on and after the night of 14th November, a white, unwatched, flashing light will be exhibited from an open iron pile structure on the highest part of Bird Rock.
The light will show white between the bearing 204° (S. 21° W. mag.) to 72° (N. 69° E.) and red between 72° (N. 69° E. mag.) to 98° (S. 85° E. mag.), obscured between 98° (S. 85° E. mag.) to 158° (S. 25° E. mag.) and red between 158° (S. 25° E. mag.) to 204° (S. 21° W. mag.).
The light will flash 20 flashes per minute, and its focal plane will be 25 ft. above ordinary sea-level, and in clear weather visible for a distance of about 10 miles.
Approximate position : Lat. 32° 11′ S., long. 133° 37½′ E.
This affects Admiralty Chart No. 1061.

JAPAN.
Kannon-zaki Lighted Buoy withdrawn.
NOTICE is hereby given that Kannon-zaki lighted buoy on southerly water of Kannon-zaki-machi, Shimonoseki City, Nagato Province, has been withdrawn temporarily for the purpose of dredging-work of the strait.

Notice to Mariners No. 152 of 1912.
WHANGAREI HARBOUR, NORTH ISLAND.—NEW LIGHT AT HARBOUR ENTRANCE.

Wellington, N.Z., 21st December, 1912.
THE Whangarei Harbour Board have notified that an iron tower with a flashlight lantern has been erected on Sugar Loaf Islet, on the east side of entrance to Whangarei Harbour. The height of tower is 15 ft., and the centre of lantern 61 ft. above high water, which gives a possible range of vision of 13 miles.
The light will be an unwatched acetone acetylene flashlight of 2 seconds, with a period of darkness for 20 seconds, and will show all round the horizon except where obscured by the land.
It will be exhibited on and after Monday, 27th January, 1913.
Charts, &c., affected : Admiralty Charts Nos. 2047 and 2543, “New Zealand Pilot,” eighth edition, 1908, Chapter iii, page 75.

NASELAI LIGHT.
IT is notified that the existing tower at Naselai will be replaced on 8th January, 1913, by a ferro-concrete round tower, 10 ft. diameter, painted white, in which the existing light will be shown. On the nights of the 6th and 7th of January, while the light is being removed from the existing tower to the new tower, a fixed white light will be exhibited in the existing tower.
- The description of the light as it will be shown on and after 8th January, 1913, is as follows :—
Name of light : Naselai.
Place : Naselai Reef, Vitilevu.
Latitude : 18° 8′ 10″ S.
Longitude : 178° 42′ 20″ E.
Number of lights : One.
Colour of light : White.
- The light is a Chance Brothers dioptric double-flashing 4th-order; the interval of revolution of flash is 30 seconds; it is seen twelve miles in clear weather from ship’s deck between the (magnetic) bearings of south-west by south through north to north-east-¼-east; the height of centre of lantern above high water is 45 ft.; the height of building from base to vane at low water when reef is dry is 58 ft. 6 in.; the light is shown from sunset to sunrise.
