And that such special rate shall be an annual-recurring
rate during the currency of such loan, in addition to that
already struck for the original loan, and be payable yearly on
the 1st day of May in each and every year during the currency
of such loan, being a period of thirty-six years and a half, or
until the loan is fully paid off.
I hereby certify that the foregoing resolution was duly made
and passed at a properly constituted meeting of the Akaroa
County Council held at Duvauchelle on the 27th day of
November, 1912.

Notice under Section 13 of the Local Bodies’ Loans Act, 1908.
I HEREBY publicly notify that at the poll taken on the 20th
day of November, 1912, on the proposal of the Wanganui
Borough Council to borrow the sum of £30,000 for the fol-
lowing purposes, namely:—
The extension and improvement of the gas service of the
said borough in the manner or directions following—
that is to say, by the providing and installing of two
new purifiers, the erection and completion of a gas-
holder, the laying of high-pressure mains, the improve-
ment and extension of the retort-house, and the installing
of vertical retorts and the providing of additional mains,
service pipes, and meters—

Notice of Result of Poll on Loan.
In the matter of the Road Boards Act, 1908, and of the
Local Bodies’ Loans Act, 1908, and of the New Zealand
State-guaranteed Advances Act, 1909, and the Acts
amending the same.
I HEREBY give notice that at a poll of the ratepayers of the
Omaka Road Board District taken on the proposals of the
Omaka Road Board for raising a special loan of £3,000 for
the following purposes:—
(1.) The amount of the Board’s share in connec-
tion with the construction of the bridge
known as the High Street Bridge .. .. .. £ 1,450
(2.) The amount of the Board’s share in connection
with the proposed bridge across the Opawa
River at or near the northern end of Grove

(3.) The construction of a bridge across the Utuwai

The number of votes recorded for the proposal was 140;
the number of votes recorded against the proposal was 8;
total number of votes recorded, 148.
And as the total number of valid votes recorded for the
proposal exceeds three-fifths of the total number of valid
votes recorded at the poll, I declare the said proposal to be
carried.

Subsidies to Public Libraries.
Education Department,
Wellington, 14th October, 1912.
NOTICE is hereby given that the sum of £4,000 has
been voted by Parliament for distribution to public
libraries.
The distribution will take place on the 3rd February,
1913, and no claim will be entitled to consideration that
shall not have been sent in in due form and received by the
Secretary for Education, Wellington, on or before the 25th
January, 1913.

A library to be entitled to a subsidy must be public in
the sense of belonging to the public, and of not being under
the control of an association, society, or club whose mem-
bership is composed of a section of the community only,
and if within a borough it must be open to the public free
of charge. The receipts for the year from subscriptions
and donations must not have been less than £2, exclusive
of moneys received from endowments, or from Govern-
ment, or from Borough or County Councils, or for special
building purposes, or as rent, hire, or consideration for
the use of any room, or building, or land belonging to the
institution, in respect of none of which will subsidy be
allowed. The net proceeds of concerts, lectures, or other
entertainments on behalf of the current expenses of the
library will be regarded as voluntary contributions. A
subsidy will not be given to more than one library in the
same town. -
In the division of the vote a nominal addition of £25
will be made to the amount of the income of each library
derived from subscriptions, donations, and rates, and the
vote will be divided according to the amounts thus
augmented; but no library will receive credit for a larger
income than £75—that is, in no case will the augmented
amount on which distribution is based exceed £100. -
The whole of the subsidy must be expended without
delay in the purchase of books for the library. -
Application to share in the distribution must be by
means of a statutory declaration by the Chairman, or
Secretary, or Treasurer of the institution on behalf of
which it is made, and must be accompanied by a statement
of the receipts and expenditure of the institution for the
year ending on the 31st day of December, 1912; and such
declaration must be on the form provided for the purpose,
which form shall be as follows:—
