mentioned Act, for the installation of a petrol-gas lighting system, the said Johnsonville Town Board hereby makes and levies a special rate of 1/44 of a penny in the pound upon the rateable value of the whole of the rateable property of the Johnsonville Town District; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of February and the 1st day of August in each and every year during the currency of such loan, being a period of thirty-six years and a half, or until the loan is fully paid off.

Passed at an ordinary meeting of the Board on the 8th day of October, 1912, and confirmed this 22nd day of October, 1912.

Resolution made by the Council of the County of Waipa.

THE following resolution, made by the Waipa County Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908, and its amendment.

WAIPA COUNTY COUNCIL.

Resolution making Special Rate.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, the Waipa County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £250, being 10 per cent. on the original loan of £2,500 authorized to be raised by the Waipa County Council, under the above-mentioned Act, for grading and metalling roads in the Mangapiko Riding, the said Waipa County Council hereby makes and levies a special rate of 1/80 of a penny in the pound upon the rateable value of all rateable property of the Mangapiko Riding; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of August in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off, the rate of interest being 4½ per cent. per annum.

I hereby certify that the above is a true copy of a resolution passed at a properly constituted meeting of the Waipa County Council held on Monday, the 11th day of November, 1912.

THE following resolution, made by the Feilding Borough Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908, and its amendment.

FEILDING BOROUGH COUNCIL.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, and section 119 of the Public Works Act, 1908, the Feilding Borough Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £500, authorized to be raised by the Feilding Borough Council for the purpose of providing the Feilding Borough Council’s share of the cost of constructing a bridge over the Oroua River at Menzies Ford, the Feilding Borough Council hereby makes and levies a special rate of 1/64 of a penny in the pound upon the rateable value (on the basis of the unimproved value) of all rateable property of the Borough of Feilding; and that such special rate shall be an annually recurring rate during the currency of such loan, and be payable yearly on the 1st day of April in each and every year during the currency of such loan, being thirty-six years and a half, or until the loan is fully paid off.

I hereby certify that the above resolution was duly passed in accordance with the Local Bodies’ Loans Act, 1908, and its amendments.

TE AROHA BOROUGH COUNCIL.

Notice of Result of Poll on Proposal to raise a Loan.

PURSUANT to section 13 of the Local Bodies’ Loans Act, 1908, I hereby give notice that at a poll of the ratepayers of the Borough of Te Aroha taken on the 18th day of November, 1912, on the proposal of the Te Aroha Borough Council to borrow the sum of £5,500 for the purpose of extending and enlarging (including a refund to the district fund of £1,000 already expended in extension-work) the electric-light works of the Borough of Te Aroha, the number of votes recorded for the proposal was 45, and the number of votes recorded against the proposal was 6.

I therefore declare that the proposal was carried.

Subsidies to Public Libraries.


Education Department,
Wellington, 14th October, 1912.

NOTICE is hereby given that the sum of £4,000 has been voted by Parliament for distribution to public libraries.

The distribution will take place on the 3rd February, 1913, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 25th January, 1913.

  1. A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.

  2. In the division of the vote a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented; but no library will receive credit for a larger income than £75—that is, in no case will the augmented amount on which distribution is based exceed £100.

  3. The whole of the subsidy must be expended without delay in the purchase of books for the library.

  4. Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and expenditure of the institution for the year ending on the 31st day of December, 1912; and such declaration must be on the form provided for the purpose, which form shall be as follows:—
