The anchorage is about 440 yards northward of the light-house, and vessels entering should keep the lighthouse in line with Parras Peak bearing 334° 30'.

Note.—About 25 yards southward of the light-tower is a conspicuous white house.

CALIFORNIA.

LONG BEACH HARBOUR.—LIGHT TO BE MOVED.—About 25th September, 1912, Long Beach light No. 4, Long Beach Harbour, California, will be moved about 115 yards 154° 45' and re-established on a red spar buoy in 3½ fathoms of water, on the bearings—

Long Beach Wharf, tangent, 102°.

San Pedro Breakwater light, 203° 15'.

San Pedro Harbour light No. 4, 230°.

Approx. position: Lat. 33° 46' 2" N., long. 118° 13' 13" W.

SAN DIEGO BAY.—BUOYS AND BEACON TO BE DISCONTINUED.—About 1st October, 1912, San Diego Bay buoy, horizontally striped, a first-class spar, marking the lower end of the middle ground, and San Diego Bay buoy, horizontally striped, a first-class spar, marking the upper end of the middle ground, San Diego Bay, will be discontinued.

About 1st December, 1912, San Diego Bay beacon 9 will be discontinued.

SAN FRANCISCO BAY. — PRESIDIO SHOAL GAS-BUOY. — CHARACTERISTIC OF LIGHT CHANGED.—Referring to Notice to Mariners No. 32 (2576) of 1912, further information has been received that on 30th August, 1912, the characteristic of the light exhibited from Presidio Shoal gas-buoy was changed from intermittent white every 20 seconds to intermittent white every 10 seconds—thus, light 5 seconds, eclipsed 5 seconds.

Approx. position: Lat. 37° 48' 55" N., long. 122° 27' 20" W.

SAN PABLO BAY.—GAS AND BELL BUOY TEMPORARILY REPLACED BY GAS-BUOY.—About 3rd September, 1912, Lower Mid-channel gas and bell buoy, San Pablo Bay, California, was temporarily replaced by a gas-buoy.

The gas and bell buoy will be restored as soon as possible.

BRITISH COLUMBIA.

VANCOUVER ISLAND.—NANAIMO HARBOUR.—UNCHARTED ROCK.—BUOY ESTABLISHED.—Oregon rock, about 60 ft. long in a 160°–340° direction and 15 ft. wide, surrounded by depths of 9 ft. to 12 ft., with summit, about 5 ft. in extent, drying 1 ft. at extreme low water, lies 315 ft. 169° from Passage Rock buoy, Nanaimo Harbour, Vancouver Island, British Columbia.

A black wooden spar buoy has been moored in 8 ft. of water at the south-eastern end of the rock.

There is no safe passage westward of the above danger.

Approx. position: Lat. 49° 10' 45" N., long. 123° 56' 46" W.

STRAIT OF GEORGIA. — MALASPINA STRAIT. — RAGGED ISLANDS.—LIGHT MOVED.—The Canadian Government has given notice that the intermittent white light exhibited on the southernmost of the Ragged Islands, Malaspina Strait, Strait of Georgia, has been moved and re-established 660 ft. 40° from its old position.

The light is exhibited 24 ft. above high water, and is visible 10 miles over an arc of 254° from 148° to 42°.

Approx. position: Lat. 49° 59' 50" N., long. 124° 49' W.

CHATHAM SOUND.—PRINCE RUPERT HARBOUR.—BARRETT ROCK.—GAS-BUOY REPLACED BY GAS AND BELL BUOY.—The Canadian Government has given notice that the gas-buoy marking Barrett Rock, in Prince Rupert Harbour, Chatham Sound, British Columbia, has been replaced by a red gas and bell buoy, cylindrical in shape, surmounted by a steel frame supporting the bell and lantern, showing an intermittent red light.

Approx. position: Lat. 54° 14' 30" N., long. 130° 20' 36" W.

CHARLES POINT.—FOG-BELL ESTABLISHED.—The Canadian Government has given notice that a fog-bell will be established without further notice on Charles Point, the southern point of Casay Cove, Prince Rupert Harbour, British Columbia. The bell stands on a platform surmounting a white open framework 20 ft. high, square in plan, with sloping sides.

Approx. position: Lat. 54° 16' 39" N., long. 130° 22' 20" W.

QUEEN CHARLOTTE ISLANDS.—GRAHAM ISLAND.—VIRAGO SOUND AND NADEN HARBOUR.—HYDROGRAPHIC INFORMATION.—LIGHTS.—There is now a salmon-cannery and a good wharf about 300 yards inside of George Point, Naden Harbour, Graham Island, British Columbia. A row of dwellings extends along the beach eastward of the cannery.

There is a whaling-station, with two large buildings and a long wharf, on the western side of Naden Harbour, 2 miles inside of Bain Point.

A private light, consisting of a lantern hoisted on a pole, is maintained by the Canadian Northern Pacific Fisheries Company on the extremity of George Point, and another on the outer extremity of the outer Mazarredo Island.

Approximate position of George Point: Latitude 54° 2' 26" N., longitude 132° 34' 7" W.

HAWAIIAN ISLANDS.

OAHU.—HONOLULU HARBOUR.—GAS-BUOY TO BE DISCONTINUED.—About 15th November, 1912, Channel gas-buoy 9, Honolulu Harbour, Oahu, will be permanently discontinued.

HONOLULU HARBOUR.—BUOY TO BE REPLACED BY GAS-BUOY.—About 10th November, 1912, Channel buoy 10, Honolulu Harbour, Oahu, will be replaced by Channel gas-buoy 10. The gas-buoy will be cylindrical in shape, surmounted by a pyramidal skeleton superstructure, moored in 5½ fathoms of water, and will show an intermittent red light every 10 seconds—thus, light 5 seconds, eclipsed 5 seconds.

SUMATRA.

SOUTH COAST.—TELOK BETUNG.—EAST BAY.—LIGHT-BUOY ESTABLISHED.—The Netherlands Government has given notice that a white light-buoy, exhibiting an intermittent white light, has been established on the eastern side of the drying reef, entrance to East Bay, Telok Betung Roadstead, south coast of Sumatra, 715 yards 263° from the Pedada.

Approximate position on B.A. Chart No. 940: Latitude 5° 27' 52" S., longitude 105° 18' 52" E.

EAST COAST.—BERHALA ISLAND.—LIGHT ESTABLISHED.—Referring to Notice to Mariners No. 31 (2496) of 1912, the Netherlands Government has given further notice that a flashing white light visible 14 miles has been established on the southernmost rocky islet south of Berhala Island, east coast of Sumatra.

Approx. position: Lat. 52' 20" S., long. 104° 24' 20" E.

Subsidies to Public Libraries.

Education Department,
Wellington, 14th October, 1912.

NOTICE is hereby given that the sum of £4,000 has been voted by Parliament for distribution to public libraries.

The distribution will take place on the 3rd February, 1913, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 25th January, 1913.

  1. A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.

  2. In the division of the vote a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented; but no library will receive credit for a larger income than £75—that is, in no case will the augmented amount on which distribution is based exceed £100.

  3. The whole of the subsidy must be expended without delay in the purchase of books for the library.

  4. Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and expenditure of the institution for the year ending on the 31st day of December, 1912; and such declaration must be on the form provided for the purpose, which form shall be as follows:—
