Performance of Particular Service at Fires must be reported immediately.

When working at a fire, any officer or fireman instructed by the Superintendent or officer in charge to perform any particular service must, at the earliest moment, report that he has executed the same, or why he has failed.

Drill Calls to be varied as regards Times.

In the practice of turning out the reels and engines for drill, an officer should vary the time of call as much as possible, so that it may be unexpected by the men, and thus prove a true test of their readiness and general efficiency.

Excessive Routine to be avoided.

Officers must use discretion, so as to avoid excessive routine and consequent worrying of the men.

Promptness at the Beginning of a Fire All-important.

Officers must remember that at the commencement of a fire avoidance of loss of time is all-important, and that quickness and judgment are therefore the qualities most required of them. Enormous loss of property may result from too much attention to details at such a moment.

No unnecessary lengths of hose to be run out at the beginning of a fire.

In the first stages of a fire only sufficient hose to reach the fire should be run off, so that no time may be lost by passing the water through unnecessary lengths of hose and in unnecessary handling. Doors and windows of burning buildings to be kept closed until the fire is attacked.

Special care must be taken at all times to keep the doors or windows of a burning building closed until every preparation has been made for attacking the fire. Neglect of this precaution gives the flames a chance to spread, with the result that a fire which might have been extinguished with one jet of water may attain a strength beyond the power of all the appliances of the brigade to subdue.

  1. Watching.

The Superintendent shall, wherever he deems it necessary, engage any member of the brigade, or other person, to watch the premises where a fire has occurred until such time as he shall be relieved, at a wage of not more than 1s. 9d. per hour. The expenses to be paid by the owner of the property.

GENERAL INSTRUCTIONS.

A “Call.”

All members are notified to carefully observe the following instructions:—

Having arrived at the scene of fire, it shall be the duty of the hydrant-men or others so ordered to plant the hydrants where directed by the senior officer present.

When single-head hydrants are used, No. 1 delivery shall be the first hydrant planted, No. 2 delivery shall be the second hydrant planted, No. 3 delivery shall be the third hydrant planted, and so on.

When double-head hydrants are used, No. 1 delivery shall be the red lead of the first hydrant planted, No. 2 shall be the black lead of the first hydrant planted, No. 3 delivery shall be the red lead of the second hydrant planted, No. 4 delivery shall be the black lead of the second hydrant planted, and so on.

The hydrant-man shall stand behind the hydrant, and facing the fire shall keep the red lead on his right hand.

Water-signals.

No. 1 delivery.—One whistle for water on and one whistle for water off.

No. 2 delivery.—Two whistles for water on and two whistles for water off, and so on.

Emergency Call.

One long whistle with three very short whistles, or “toots,” is the signal.

Water in all leads must be turned off, and all officers and men at once report themselves to the commanding officer.

The foregoing by-laws were made by the Rotorua Fire Board on the 3rd day of July, 1912, and sealed on the 6th day of October, 1912.

THE following resolutions, made by the Kaitieke County Council, are published in accordance with the provisions of the Local Bodies’ Loans Act, 1908, and its amendment.

KAITIEKE COUNTY COUNCIL.

Resolution making Special Rate.

IN pursuance and exercise of the powers vested in it in that behalf by section 4 of the Local Bodies’ Loans Amendment Act, 1910, the Kaitieke County Council hereby resolves as follows: That, for the purpose of providing the instalments in respect of principal and interest and also the other charges on a loan of £1,600, authorized to be raised by the Kaitieke County Council, under the Local Bodies’ Loans Act, 1908, and its amendments, for widening, culverting, and metalling portion of Waimarino-Retaruke Road, the said Kaitieke County Council hereby makes and levies a special rate of 11/16 of a penny in the pound upon the rateable value of all rateable property of the Waimarino-Retaruke Special-rating area, comprising the whole of Sections 1 and 2, Block II, Manganiu Survey District; Section 27 of Blocks II, III, VI, and VII, Manganiu; Sections 1, 4, Lot 8, part Section 2, Lot 9, part Section 2 of Block III, Manganiu Survey District; Section part 5, Crown section (no number), Native block, Waimarino 4B, Section 2B, Block IV, Manganiu Survey District; Sections 4, 5 of Block XIV, Kaitieke; Sections 2, 3, 5, 6, 7 of Block XV, Kaitieke; Section 5, Block XVI, Kaitieke Survey District; Sections 1, 2, Block XVI, Kaitieke; and unsectioned part of Blocks X, XVI, Kaitieke: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable on the 1st day of October in each and every year during the currency of such loan, being a period of thirty-six years and a half, or until the loan is fully paid off.

IN pursuance and exercise of the powers vested in it in that behalf by section 4 of the Local Bodies’ Loans Amendment Act, 1910, the Kaitieke County Council hereby resolves as follows: That for the purpose of providing the instalments in respect of principal and interest and also the other charges on a loan of £1,800, authorized to be raised by the Kaitieke County Council, under the Local Bodies’ Loans Act, 1908, and its amendments, for widening, culverting, and building small bridges over portion of the Pokatea-Kokakonui Road, the said Kaitieke County Council hereby makes and levies a special rate of 1d. in the pound upon the rateable value of all rateable property of the Pokatea-Kokakonui Special-rating Area, comprising the whole of Sections 3, 5, 6, 7, 4, 8 of Block IV, Retaruke Survey District; Section 1, Block II, Owatua Survey District; Sections 1 and 7 of Block VII, Hunua; Sections 3, 4, 5 of Block I, Kaitieke Survey District; Sections 1 and 4, Block IX, Hunua Survey District; Section 2 of Block II, Hunua Survey District; Sections 2 and 3, Block VIII, Hunua Survey District; Section 1, Block II, Kaitieke Survey District: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable on the 1st day of October in each and every year during the currency of such loan, being a period of thirty-six years and a half, or until the loan is fully paid off.
