Notice to Mariners No. 81 of 1912.

Blockade of the Island of Rhodes.

Marine Department,
Wellington, N.Z., 10th July, 1912.

NOTICE is hereby given that a despatch has been received from the Secretary of State for the Colonies stating that the Italian Government has notified that an effective blockade of the Island of Rhodes commenced on the 4th May last, and that the Town of Rhodes remains open to commerce subject to conditions to be prescribed by the Italian Military Authorities.

AFRICA.

EAST COAST.—DELAGOA BAY.—INTENDED Lts.—1. A temp. F. green lt. is to be exh. in 25° 51½′ S., 32° 48½′ E., on S.-wrn. part of Ribeiro Shoal (Leih Reef). 2. A F. red lt. is to b? exh. in 25° 59½′ S., 32° 35′ E., on edge of shoal, 10·2 cables 59° (N. 80° E. mag.) from Ca embe lt. This lt. in line with Catembe lt., 239° (S. 80° W. mag.), will lead through Polana Chan. Note.—“Lt. building (1912)” has been charted against the above positions. May.

BAZARUTO BAY.—STA. CAROLINA ISL.—A F. white lt., elev. 29 ft., R. 10 mi es, is exh. from a masonry pilar, in 21° 36¼′ S., 35° 19¾′ E.; on N. extr. of isl. This lt. is already shown in the List of Lts. May.

INDIAN OCEAN.

CEYLON.—COLOMBO HARB.—About 1st May, 1912, the following alterations are to be made in lts.: 1. (a.) S.W. breakwater extension lt., F. red, exh. from a Titan crane, in 6° 57¼′ N., 79° 50¾′ E., on nrn. end of breakwater extension, is to be replaced by an occ. red lt., vis. 27 secs., ecl. 3 secs., elev. 56 ft., R. 13 miles, exh. from a concrete lt.-h. 61 ft. high. (b.) S.W. breakwater lt., F. red, on landing jetty at head of breakwater, is to be replaced by an occ. white lt., lt. 7 secs., ecl. 3 secs., vis. from 162° (S. 17° E. mag.) through S., &c., to 14° (N. 15° E. mag.), elev. 32 ft., R. 7 miles, exh. from an ir n column. 2. The occ. green lt. near slipway at head of harb. is to be disco. Note.—The note “Red and green lts. mark the entr. to the harb.” has been erased from Chart No. 68B. May.

EASTERN ARCHIPELAGO, ETC.

MALACCA STRAIT, ETC.—PULO WEH.—SABANG BAY.—(a.) A white conical buoy is est. in 6 fms., on N.-ern. side cf shoal extending from Pulo Kela?, 5·1 cables 178° (S. 2° E. mag.) from Masam Pt. Lt.-h. (5° 53¼′ N., 95° 19½′ E.). (b.) The lt.-buoy, black, exh. a F. red lt., has been moved about 0·4 cable srd., and now lies in 8 fms., ¾ cable 170° (S. 10° E. mag.) from Masam Pt. Lt.-h. May.

LANGSAR BAY.—The 3 lt.-buoys, Nos. 2, 5, and 10, marking Birim Quan., have b en perm. withdrawn. Position: Pulo Rawan, 4° 33′ N., 98° 2′ E. May.

NEW ZEALAND.

Notice to Mariners No. 84 of 1912.

KAIPARA HARBOUR.—BEACON LIGHT IN SOUTH BRANCH OF RIVER.

NOTICE is hereby given that an unwatched acetylene-gas light has been established as a leading-light for the channel from South Head to Shelly Beach in the south branch of the Kaipara River. It is situated on the east side of channel abreast of the buoy known as Shelly Beach corner buoy. The light has an elevation of 24 ft. above high water; it shows a white occulting light, flash of 2 seconds followed by an eclipse of 3 seconds, over an arc of 269° from S. 66° E. through south and west to N. 23° E., and a red arc over an arc of 91° from N.

23° E. to S. 66° E. The red sector cuts in line of buoys, and marks the danger on south side of channel from South Head; it also cuts at small buoy below Shelly Beach, and warns when course has to be altered.

The beacon is erected on a sandbank which dries at low water, and should not be approached within 100 yards.

Vessels from South Head should steer direct for beacon in the white light until corner buoy is passed, when a more southerly course has to be steered passing through the red sector, and as soon as the light shows white the course should be altered for Shelly Beach. Kaipara Flats have extended considerably to the southward since last survey of harbour, and chart shows 9 fathoms where the beacon is erected on a sandbank which dries at low water.

Notice to Mariners No. 88 of 1912.

THAMES RIVER.—WARNING SIGNALS re THE FERRY PUNT.

Wellington, N.Z., 16th July, 1912.

THE Thames County Council have notified that, as a warning to vessels passing up and down the Waihou River, when crossing the ferry punt’s track at Warapoe, the following warning signals will be given from the shore and on the ferry punt:—

(1.) The ferry punt when crossing in the daytime will show a red flag, and at night-time two red vertical lights 15 ft. and 10 ft. respectively from the deck of the punt.

(2.) All vessels approaching the Warapoe Ferry within half a mile shall sound two short and one prolonged distinct blasts as a warning to the punt caretaker.

(3.) When the punt is being used, the cables tightened, and danger exists, a red flag by day and a red light at night will be hoisted by the punt caretaker at a convenient and conspicuous point at least 15 ft. in height on the western or left bank of the river, this being the side where the punt is moored when not in use.

(4.) Should the punt be on the opposite side of the river to the red flag or red light, and the two short and one prolonged blast signal be given indicating the approach of a vessel, the punt caretaker shall not attempt to cross the river to lower the red flag or light on the opposite bank, but shall at once lower the cables, and when all danger has been removed sound three distinct prolonged blasts by means of a horn, indicating that such vessel can pass with safety notwithstanding that the red flag or red light on the opposite bank is still flying the danger signal.

(5.) Should the punt through some unforeseen circumstances be crossing the river on the approach of a vessel, then such vessel shall, as far as possible, slow down or reduce speed to allow the punt to reach the river-bank, and the punt caretaker (after removing the danger) shall give the necessary signal.

(6.) The punt caretaker shall not attempt to cross the river when the signal of the approach of a vessel has been sounded, or when he knows of any vessel approaching within a reasonable distance.

Consenting to By-laws made under the Waipori Falls Electrical Power Act, 1904.

IN pursuance and exercise of the powers and authorities conferred on me by the Waipori Falls Electrical Power Act, 1904, and of an Order in Council dated the 13th day of May, 1912, and published in the New Zealand Gazette of the 23rd day of the same month, I, William Fraser, the Minister of Public Works, do hereby consent to Part XVII of the City of Dunedin By-law No. 1, made by a special order passed at a special meeting of the Dunedin City Council on the 24th day of January, 1912, and confirmed at the ordinary meeting thereof held on the 6th day of March, 1912.
