Further Extension of Treaty of Commerce and Navigation with the Government of Honduras.

WITH reference to notice published by this Department in the New Zealand Gazette of the 12th October last, notice is hereby given that a further despatch has been received from the Secretary of State for the Colonies stating that the Treaty of Commerce and Navigation between the United Kingdom and Honduras has been further extended until the 6th of April, 1913.

Notice to Mariners No. 66 of 1912.

PORT NICHOLSON HARBOUR.—ANCHORAGES, ETC.

THE Wellington Harbour Board have notified the following particulars relating to the anchorages in the harbour of Port Nicholson, which are defined as follows :—
- Fairway is that portion of the harbour lying inshore and to the westward of a line drawn from the eastern point of Oriental Bay, bearing in a direction north 32° west (mag.), towards Kaiwarra shore.
- Inner Anchorage is that portion of the harbour lying between the seaward boundary of the “fairway” and a line drawn from Point Jerningham, bearing in a direction north 22° west (mag.), towards Kaiwarra shore.
- Outer Anchorage is that portion of the harbour other than the “fairway” and “inner anchorage.”
- Explosive Anchorage is that portion of the harbour contained in a rectangle four cables long, bearing north 39° east (mag.), by two cables wide, the centre of which is about half a mile from the shore and is at the intersection of a line drawn from Point Jerningham, bearing in a direction north 22° west (mag.), towards Kaiwarra shore with a line drawn from the top of the General Post Office clock-tower bearing in a direction north 28° east (mag.).
- Health Officer’s Examination-ground is that portion of the harbour contained in an area three cables length square, the north-western corner of which is at the intersection of a line drawn from Point Jerningham, bearing in a direction north 22° west (mag.), towards Kaiwarra shore with a line drawn from the top of the General Post Office clock-tower bearing in a direction north 39° east (mag.), which line cuts the end of the Railway Wharf and is the northern boundary of the examination-ground.

Notice to Mariners No. 67 of 1912.

PORT NICHOLSON.—DREDGING ON FALCON SHOAL.

Wellington, N.Z., 24th June, 1912.
THE Wellington Harbour Board have notified that the dredge “Whakarire” is now dredging on the Falcon Shoal to the westward of the Falcon Shoal buoy.
The dredge will show two black balls or shapes in a vertical line one over the other during the daytime ; and two red lights in a vertical line one over the other, as well as the usual anchor-lights, at night-time.
Masters of vessels are warned not to approach closer than two cables’ length, so as to keep clear of all moorings.
Charts, &c., affected : Admiralty Charts Nos. 803 and 1423 ; “New Zealand Pilot,” eighth edition, 1908, Chapter v, page 142.

Certificate under Section 6 of the Customs Duties Act, 1908.

IN exercise of the powers conferred upon me by the Customs Duties Act, 1908, and of all other powers and authorities enabling me in this behalf, I, George Laurensen, Minister of Customs, do hereby revoke Minister’s Order No. 854, dated the 1st day of November, 1907, and gazetted on the 7th day of November, 1907, and in lieu thereof do hereby prescribe that the certificate referred to in section 6 of the above-mentioned Act shall be in such one of the forms numbered 1 and 2 in the Schedule hereto as is applicable :
Provided that certificates in the forms prescribed under the said Minister’s Order hereby revoked may be accepted until the 31st day of March, 1913, or until such further time as the Minister of Customs may direct.

Form of Certificate prescribed to be written or printed on Invoices of all Articles for Entry under the Preferential Tariff of New Zealand, when made and signed by an Individual Exporter personally.
I, [Full name of exporter], the exporter of the articles included in this invoice amounting to [Total value of invoice, in words at length], and dated , of goods supplied to [Name of purchaser], do hereby declare that I have the means of knowing and do hereby certify as follows :—
- That the said invoice is in all respects true and correct ;
- That every article mentioned in the said invoice has been either wholly or partially produced or manufactured in [Name of part of British Dominions], and is bona fide the produce or manufacture of that part of the British Dominions ;
- As regards those articles only partially produced or manufactured in that part of the British Dominions,—
(a.) That the final process or processes of manufacture have been performed in that part of the British Dominions ;
(b.) That the expenditure in material produced in the British Dominions and [or] labour performed within such Dominions (calculated subject to the qualification hereunder) in each and every article is not less than one-fourth of the factory or works cost of such article in its finished state ; - That in the calculation of such proportion of produce or labour of the British Dominions none of the following items have been included or considered : Manufacturer’s profit, or the profit or remuneration of any trader, agent, broker, or other person dealing in the article in its manufactured finished condition ; costs incurred in the mere packing of foreign-made goods in [e.g., cartons or other containers] ; cost of outside packages or any cost of packing the goods thereinto ; any cost of conveying, insuring, or shipping the goods subsequent to their manufacture.
