Nothing in these regulations shall prejudice or affect the right of the Minister of Telegraphs from time to time to establish, extend, maintain, and work any system or systems of telegraphic communication (whether of a like nature to that hereby licensed or otherwise) in such manner as he shall in his discretion think fit. Neither shall anything herein contained prejudice or affect the right of the Minister of Telegraphs from time to time to enter into agreements for or to grant licenses relative to the working and use of telegraphs (whether of a like nature to those hereby licensed or otherwise) or the transmission of messages in any part of New Zealand by means of wireless telegraphy, or by any other means, with or to any person or persons whomsoever upon such terms as he shall in his discretion think fit. And (save as in the license expressly provided) nothing herein contained shall be deemed to authorize the licensee to exercise any of the powers or authorities conferred on or acquired by the Minister of Telegraphs by or under the Post and Telegraph Acts or any of them.

Any notice, request, or consent (whether expressed to be in writing or not) to be given by the Minister of Telegraphs under these regulations may be under the hand of the Secretary for the time being of the Post and Telegraph Department, and may be served by sending the same in a registered letter addressed to the licensee at the registered office or place of residence for the time being of the licensee, or, if such notice, request, or consent relates to any particular ship-station, by delivery to the master of the ship upon which such station is installed, and any notice to be given by the licensee under these regulations may be served by sending the same in a registered letter addressed to the Secretary, General Post Office, Wellington.

Constitution of and Election of Representatives on the Wairoa Hospital and Charitable Aid Board.
ISLINGTON, Governor.
ORDER IN COUNCIL.
At the Government Buildings, at Christchurch, this twentieth day of November, 1911.
Present:
THE RIGHT HONOURABLE SIR J. G. WARD, BART.,
PRESIDING IN COUNCIL.
WHEREAS by section six of the Hospitals and Charitable Institutions Amendment Act, 1910, the Wairoa County and the Wairoa Borough were constituted a hospital district, to be called the Wairoa Hospital District :
And whereas by the said section six it is further enacted that the Board of the said hospital district shall consist of such number of representatives of each of the contributory districts within the said hospital district as the Governor by Order in Council from time to time determines, and that the first election of members of the Board shall be held on such days as the Governor by Order in Council appoints, and that by the same or any subsequent Order in Council the Governor may make all such provisions as are deemed necessary for the purposes of that election :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred upon him by the said Act, doth hereby determine that the number of representatives of each of the contributory districts within the Wairoa Hospital District shall be as set forth in the Schedule hereto, and the first election of such representatives shall be held on Wednesday, the thirteenth day of December, one thousand nine hundred and eleven, at Wairoa.

WHEREAS the Heathcote County Council has passed a resolution, as provided by section two of the Counties Amendment Act, 1908 :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise of the powers vested in him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that, pursuant to the said resolution, the number of the members of the said Heathcote County Council is hereby increased to eight, and the representation in the said County Council of the ridings in the County of Heathcote is hereby adjusted as follows :—
