authorize the laying-off of Hugh Street, George Street,
Mill Street, in the Town of Glendermid Extension, Otago
Land District, of a width of not less than 66 ft. instead
of 99 ft.

REFERRING to Notice to Mariners No. 124 of 1911,
re Tuahine Point light, notice is hereby given that
the arc of visibility has been altered, and the light will
now be seen over an arc of 222° between the bearings of
S. 38° W. round by north to N. 80° E.

Charts, &c., affected : Admiralty Charts Nos. 2527, 2528,
3343, and Plan 3321; “New Zealand Pilot,” eighth
edition, 1908, Chapter iv, page 125; “New Zealand Nau-
tical Almanac,” 1911, page 181.

Notice to Mariners No. 135 of 1911.

OTAGO LOWER HARBOUR BEACONS TO BE LIGHTED.

Wellington, N.Z., 24th October, 1911.

REFERRING to Notice to Mariners No. 35 (21st
March, 1911), the Otago Harbour Board have noti-
fied that the positions of the four new red beacons on the
starboard hand therein referred to, marking the channel
between Harrington Point and Port Chalmers, are as
follows :—

No. 6, Cross Channel, Black Head bearing S. 89° 20′ E.
(mag.), distance 5,050 ft.
No. 11, Deborah Bay, Acheron Head bearing N. 57° 40′
E. (mag.), distance 1,560 ft.
No. 12, Deborah Bay, Acheron Head bearing N. 48° 40′
E. (mag.), distance 3,300 ft.
No. 13, Rocky Point, Rocky Point bearing N. 76° 8′ W.
(mag.), distance 250 ft.

These beacons will exhibit red lights on and after Wed-
nesday, the night of 1st November, 1911.

The red buoy off Boiler Point has been shifted in a
northerly direction, and now lies with Rocky Point bearing
N. 10° 20′ W., distance 1,650 ft.

MY LORD,—I have the honour to transmit to you, for the
information of your Ministers, the accompanying copies of
a treaty which has been concluded between the United
Kingdom and Paraguay for the mutual surrender of fugi-
tive criminals, together with copies of an Order of His
Majesty in Council applying the Extradition Acts 1870–
1906 to Paraguay.

WHEREAS by the Extradition Acts, 1870 to 1906, it was
amongst other things enacted that, where an arrangement
has been made with any foreign State with respect to the
surrender to such State of any fugitive criminals, His
Majesty may, by Order in Council, direct that the said
Acts shall apply in the case of such foreign State; and
that His Majesty may, by the same or any subsequent
Order, limit the operation of the Order, and restrict the
same to fugitive criminals who are in or suspected of
being in the part of His Majesty’s dominions specified in
the Order, and render the operation thereof subject to
such conditions, exceptions, and qualifications as may be
deemed expedient :

And whereas a Treaty was concluded on the twelfth day
of September, one thousand nine hundred and eight, be-
