Extension of Time for Preparation of County Rolls, &c., County of Cheviot.

ISLINGTON, Governor.
ORDER IN COUNCIL.

At the Government House, at Wellington, this fifth day of September, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS it has been made to appear that the preparation of the rolls for the County of Cheviot, and the taking of certain steps consequent on such preparation, cannot be made and taken within the times mentioned in the Counties Act, 1908, and it is expedient to extend the said times respectively:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise and pursuance of the powers conferred upon him by the said Counties Act, 1908, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the several dates mentioned in the Schedule hereto shall be the respective dates for taking the several steps set out in the said Schedule.

SCHEDULE.

  1. For preparing the defaulters list and the rolls for ridings within the County of Cheviot: Until the 24th day of August, 1911.

  2. Time for which such list and rolls shall be open for inspection: From the 29th day of August, 1911, to the 18th day of September, 1911.

  3. Time for appeals against the said rolls: Until the 2nd day of October, 1911.

  4. Revision Courts may sit for hearing applications with reference to the said rolls, and adjourn: Until the 24th day of October, 1911.

  5. Time when the said rolls, having been duly corrected and signed, shall come into force: On the 2nd day of November, 1911.

Examination.—Additional and Amended Regulation.

ORDER IN COUNCIL.

At the Government House, at Wellington, this fifth day of September, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by Order in Council dated the twenty-first day of November, nineteen hundred and ten, and published in the New Zealand Gazette of the twenty-fourth day of November, nineteen hundred and ten, regulations were made, under the authority of the Post and Telegraph Act, 1908 (hereinafter termed “the said Act”), prescribing examinations to be passed by officers of the Post and Telegraph Department: And whereas it is expedient to amend those regulations in the manner hereinafter set forth:—

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke regulation numbered 51B in the Schedule to the aforesaid Order in Council, and in lieu thereof doth hereby make the regulations set forth in the Schedule hereto. The regulations hereby made shall come into force on the date of the publication of this Order in Council in the New Zealand Gazette.

SCHEDULE.

51B. BEFORE receiving promotion to a class higher than the Seventh Class officers will be required to pass an examination (to be called the Second Examination) as under:—

(a.) For postal officers: (1.) A test similar to that for the First Examination, but of a more extensive character. Officers employed principally in mail work must show themselves competent in all the sorting and making-up of mails done at the office at which they are engaged, and, in addition, must show practical knowledge of handling registered letters and parcels. They must also pass an examination in postal geography. (2.) Money-order and savings-bank and counter officers and those performing clerical work must pass in the practical working of their branches. (3.) The tenor and sometimes the text of rules will form part of the examination, but literal mistakes in the text will not be taken into account.

(b.) For telegraph officers as follows:—

Operators, and others engaged in the work of operating telegraph instruments: An examination in magnetism and electricity as applied to telegraphy, theoretical and practical.

Counter Clerks (Telegraph): Either (1) the Senior Technical (Check Clerk’s) Examination (pass marks, 50 per cent.), or (2) the examination for postal officers hereinbefore mentioned.

Despatch Clerks (Telegraph): Either the Senior Technical (Check Clerk’s) Examination, or (2) the examination for postal officers hereinbefore mentioned.

Telephone Exchange Clerks, to qualify as Senior or Second Exchange Clerk at Auckland, Christchurch, Dunedin, or Wellington, or as Senior Exchange Clerk at other centres: Senior Technical (Check Clerk’s) Examination (pass marks, 50 per cent.).

(c.) For all officers: An examination in the provisions of the Post and Telegraph Act.

51c. No officer shall be allowed to sit for the Senior Technical Examination mentioned in Regulation 37 made by Order in Council of the 10th day of May, 1909, until he has passed the examinations prescribed for officers below the Sixth Class; but any officer who has not passed such examinations may, if he so desires, sit for such Senior Technical Examination on payment of a fee of £1. If the candidate fails to pass the said examination the said fee shall be retained by the Department, but shall otherwise be returned to the candidate. Nothing in this regulation shall exempt any officer from the requirement to pass the examinations so prescribed for officers below the Sixth Class.

Incorporating the Chastleton Land Settlement Association.

ISLINGTON, Governor.
ORDER IN COUNCIL.

At the Government House, at Wellington, this fifth day of September, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by section seven of the Land Settlement Finance Act, 1909 (hereinafter referred to as “the said Act”), it is provided that, as soon as practicable after the complete execution of any agreement under the said Act, application in the prescribed form shall be made to the Governor, by or on behalf of the purchasers, for an Order in Council confirming the agreement in pursuance of the said Act: And whereas by sections eight and nine of the said Act it is further provided that upon receipt of such application the Minister of Finance shall refer the same, together with the agreement, to the Board of Land Purchase Commissioners for its report thereon, and if the Board reports that the agreement is fit and proper to be so confirmed the Governor may, if he thinks fit, by Order in Council confirm the agreement accordingly: And whereas under the provisions of the said Act an agreement, bearing date the fifth day of July, one thousand nine hundred and eleven, has been entered into between Edward Harris, vendor, of the one part, and Edwin John Duncan, John Brownlie, Frederick Edward Cone, John Patrick O’Dowd, and Henry Riches, purchasers, of the other part, for the purchase of the land therein described, and the said purchasers therein agreed to become incorporated as the Chastleton Land Settlement Association: And whereas application has been made in the prescribed form for the issue of an Order in Council confirming the said agreement: And whereas the said application, together with the said agreement, was referred to the Board of Land Purchase Commissioners for its report, and the Board has reported that no roading is required in respect of the said land, and that the said agreement is fit and proper to be so confirmed:

Now, therefore, in pursuance and exercise of the powers and authorities conferred on him by the said Act, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby confirm the said agreement dated the fifth day of July, one thousand nine hundred and eleven.
