Regulations under the New Zealand State-guaranteed Advances Act, 1909, and its Amendment.

ISLINGTON, Governor.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-first day of August, 1911.

Present:

His Excellency the Governor in Council.

IN pursuance and exercise of the powers and authority conferred upon him by the New Zealand State-guaranteed Advances Act, 1909 (hereinafter referred to as “the said Act”), and of all other powers and authorities in that behalf enabling him, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulations hereinbefore set forth; and doth declare that these regulations shall come into force on the date of the publication thereof in the New Zealand Gazette.

REGULATIONS.

  1. In these regulations—

“Advances Account” and “Advances Office” mean respectively the New Zealand State-guaranteed Advances Account and the New Zealand State-guaranteed Advances Office under the said Act;

“Board” means the New Zealand State-guaranteed Advances Board constituted under the said Act;

“Superintendent” means the Superintendent of the New Zealand State-guaranteed Advances Office.

ADVANCES OFFICE.

  1. The Advances Office shall be situated at the seat of Government, in such premises as the Minister of Finance from time to time directs.

  2. The Advances Office shall be open daily to the public for the transaction of business only from 10 a.m. to 1 p.m., and from 2 p.m. to 4 p.m., except on Saturdays and on other days observed by the Government as public holidays. On Saturdays (not being public holidays as aforesaid) the office shall be open for business only from 10 a.m. to noon.

  3. (1.) There shall be a seal of the Advances Office, to be kept at the office under lock, in the custody of the Superintendent.

(2.) The seal shall be in circular form, with a diameter of 1½ in.; in the centre thereof shall appear the Royal Arms, and around the same the words “New Zealand State-guaranteed Advances Office,” in Roman letters, ⅜ in. in length.

(3.) The seal herein referred to shall be deemed to be the seal of the Superintendent and of the Deputy Superintendent referred to in section 11 of the said Act.

  1. Every person who is appointed to any position in the Advances Office, and every person who is otherwise appointed or employed under the said Act or these regulations for the purposes of the Advances Office, shall upon appointment be required to make and subscribe a declaration in the form in the Second Schedule hereto before the Superintendent, the Deputy Superintendent, or a Justice of the Peace.

  2. The security for the faithful discharge of duty required by section 8 of the said Act, to be given by the Superintendent and by members of the Advances Office staff whose fidelity is not guaranteed under the Civil Service Act, 1908, shall be in the form of a bond executed by a fidelity-guarantee company or society, approved by the Minister of Finance, in an amount determined by reference to the salary received by the officer whose fidelity is so guaranteed, in accordance with the following scale, namely:—

  1. (1.) In calculating the amount payable at any time by way of salary to any officer who is in receipt of an annual salary, one month’s pay shall be equal to the twelfth part of that annual salary. The amount payable in respect of any part of a month shall be determined by multiplying the amount
