Land taken for the Preservation of Scenery in Block IX,
Rotoma Survey District.

A PROCLAMATION.

WHEREAS the land mentioned in the Schedule hereto
is required to be taken, under the Scenery Pre-
servation Act, 1908, the Scenery Preservation Amend-
ment Act, 1910, and the Public Works Act, 1908, for the
preservation of scenery in Block IX, Rotoma Survey District:

And whereas all the conditions precedent required by law
to be observed and performed prior to the taking of such
land for the purposes hereinbefore specified have been
observed and performed:

Now, therefore, I, John Poynder Dickson-Poynder, Baron
Islington, the Governor of the Dominion of New Zealand,
in pursuance and in exercise of the powers and authorities
vested in me by the Scenery Preservation Act, 1908, the
Scenery Preservation Amendment Act, 1910, and the Public
Works Act, 1908, and of every other power and authority
in anywise enabling me in this behalf, do hereby proclaim
and declare that the land mentioned in the Schedule hereto
is hereby taken for the preservation of scenery; and I also
do hereby declare that this Proclamation shall take effect
as from the fourteenth day of July, one thousand nine hun-
dred and eleven.

above mentioned, and deposited in the office of the Minister
of Public Works, at Wellington, in the Wellington Pro-
vincial District.

Given under the hand of His Excellency the Right
Honourable John Poynder Dickson-Poynder,
Baron Islington, Governor and Commander-in-
Chief in and over His Majesty's Dominion of
New Zealand and its Dependencies; and issued
under the Seal of the said Dominion, at the
Government House, at Wellington, this twenty-
first day of June, in the year of our Lord one
thousand nine hundred and eleven.

Additional Regulations under the Christchurch Tramway
District Act, 1906, and the Local Bodies' Loans Act,
1908, and Amendments.

ISLINGTON, Governor.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-
seventh day of June, 1911.

Present :

His Excellency the Governor in Council.

IN pursuance and exercise of the powers in this behalf
conferred upon him by the Christchurch Tramway
District Act, 1906, and the Local Bodies' Loans Act,
1908, and amendments, and of all other powers and autho-
rities him hereto enabling, His Excellency the Governor of
the Dominion of New Zealand, acting by and with the
advice and consent of the Executive Council of the said
Dominion, doth hereby revoke the regulations made under
the said Acts on the ninth day of March, one thousand
nine hundred and nine, and published in the New Zealand
Gazette on the eighteenth day of March, one thousand nine
hundred and nine, and in lieu thereof and substitution
therefor doth hereby make the following regulations for
the purposes of the said Acts in addition to those made
by Order in Council on the fifteenth day of March, one
thousand nine hundred and six, and published in the New
Zealand Gazette on the twenty-second day of March, one
thousand nine hundred and six.

REGULATIONS.

EXCEPT where such interpretation is repugnant to or in
conflict with the context of these regulations or the pro-
visions of the said Acts, the word “Secretary” as herein-
after mentioned shall refer to and include the Secretary
for the time being of the Christchurch Tramway Board;
and the words “a roll,” “such roll,” or “the said roll”
as hereinafter mentioned shall mean a roll or rolls, whe-
ther special or otherwise, for the purpose of taking a vote
on any proposal to raise any sum by way of loan for
tramway purposes; and the words “the local authority”
or “the Board” shall mean the Christchurch Tramway
Board.

Whenever it becomes necessary for the purpose of the
Local Bodies' Loans Act, 1908, and its amendments, to
prepare a roll for the purpose of taking a vote in any
subdistrict or subdistricts, or any portion of any sub-
district or subdistricts, to raise any sum by way of loan for
tramway purposes the following regulations shall apply :—

(1.) The Secretary shall make out for such subdistrict,
subdistricts, or part or parts thereof, a roll of the
electors as defined in section 5 of the Christchurch
Tramway District Act, 1906, and who are qualified
to vote.

(2.) Every roll shall be prepared from the existing
valuation roll, and shall be in the form and shall
contain the particulars specified in the First Sche-
dule hereto, as the case may require.

(3.) In the event of its being necessary to compile a
roll of the whole of the Christchurch Tramway
District, or any part thereof, the rolls of all
subdistricts may together be a combined roll.

(4.) It shall be the duty of the Secretary to make every
such roll as complete as possible, and for that
purpose he shall place thereon, in addition to the
names obtained from the existing valuation roll
as aforesaid, the name of—
(a.) Every person of whose qualification or
qualifications as an elector he is satisfied ;
(b.) Every person who makes and delivers or
transmits to him at his office a claim for enrol-
ment as next hereinafter prescribed, and who, in
the opinion of the Secretary, possesses the pre-
scribed qualifications.

(5.) Every claim for enrolment shall be in the form or
to the effect set forth in the Second Schedule
hereto, and the claimant's signature shall be at-
tested by a Justice of the Peace, or a Postmaster,
or a minister of religion, or an elector of the
Christchurch Tramway District, or the Secretary,
or the Clerk of any local authority.

(6.) It shall be the duty of the Board and of the Secre-
tary to keep at the office of the Board a supply of
blank printed claim-forms for the proper use of
claimants for the purpose aforesaid.

(7.) The Secretary shall, prior to the making-up of the
said roll, insert in two or more newspapers cir-
culating in the Christchurch district notice that
it is his intention to compile such roll, and in-
viting persons who possess freehold or rating
qualification to transmit their names within the
time specified in such notice, and in the manner
and form prescribed, for the purpose of inserting
the same on such roll.

(8.) The said roll shall be deposited for public in-
spection at the office of the local authority for
not less than seven days prior to the first public
notice of intention to raise the loan, and notice of
that deposit shall be published on the first day
of such deposit in some newspaper or news-
papers circulating in the district within which
the rating-area is situated. Subject to any amend-
ments to be made under regulation numbered 11
hereof, the said roll shall be deemed to be closed
at 9 a.m. on the first day that the said roll is
deposited for public inspection as aforesaid.

(9.) Any ratepayer who objects to any matter or thing
contained in the said roll, and who desires that
such objection shall be heard or considered, shall
forward notice thereof in writing, in the form or
to the effect set forth in the Third Schedule
