Notice to Mariners No. 68 of 1911.

EAST COAST, SOUTH ISLAND.—WAIMAKARIRI BAR BEACONS.

Wellington, N.Z., 7th June, 1911.

REFERRING to Notice to Mariners No. 102 of 1908, the Waimakariri Harbour Board have notified that the bar beacons have been washed away in the late storm, and that until further notice the outer beacon will show the white lights on the level.

Defining Auckland River and Extended-river Limits.

IN pursuance and exercise of the power and authority conferred upon me by section 189 of the Shipping and Seamen Act, 1908, I, John Andrew Millar, Minister of Marine, do hereby define the Auckland limits within which restricted-limits steamships and ships propelled by gas, oil, fluid, electricity, or any mechanical power other than steam, and to which restricted-limits certificates are issued, may ply, to be those set forth herein, and I do divide such limits into river and extended-river limits.

River Limits: All the waters of Rangitoto Channel inside Rangitoto Reef, the waters of Tamaki Strait not beyond Koherunui Point, and the waters of Waiheke Channel.

Extended-river Limits: All the waters not included in the river limits hereinbefore set forth which are inside a right line drawn from Hautapu Point, on the Coromandel Peninsula, to Shearer Rock, off Tiri Tiri Island, and thence to Tawharanui Point.

The present Auckland river and extended-river limits shall be revoked as from the date of the coming into force of this warrant.

This warrant shall come into force on the 1st July, 1911.

Notice to Shipowners, Shipmasters, and Ships’ Cooks.

CERTIFICATED COOKS FOR SHIPS.

THE attention of shipowners, shipmasters, and ships’ cooks is drawn to the following extract from the Shipping and Seamen Amendment Act, 1909, which came into force on the 1st instant:—

  1. (1.) After the expiration of six months from the commencement of this Act every British foreign-going ship of not less than a thousand tons gross tonnage going to sea from any place in New Zealand shall be provided with and carry a duly certificated cook who is able to prove one month’s service at sea in some capacity.

(2.) A cook shall not be deemed to be properly certificated within the meaning of this section unless he is the holder of a certificate of competency in cooking granted by the Board of Trade, or by the Marine Department, or by some school of cookery or other institution approved for the purpose by that Board or by the Minister, or is the holder of certificates of discharge showing at least two years’ service as cook at any time before the expiration of the said period of six months, or is the holder of a certificate of service granted under this section.

(3.) The cook shall be rated in the ship’s articles as ship’s cook, or in the case of ships of not more than two thousand tons gross tonnage, or ships in which the crew or the majority of the crew provide their own provisions, either as ship’s cook or as cook and steward.

(4.) If any such ship goes to sea from any port in New Zealand without conforming to the requirements of this section, the owner and master of the ship shall be severally liable to a fine not exceeding twenty-five pounds, unless it is proved that there was some sufficient reason for the failure to conform to those requirements.

(5.) On the application, within one year after the commencement of this Act, of any person who proves to the satisfaction of the Minister that at any time before the expiration of the aforesaid period of six months he has served for two years as cook on board any foreign-going ship or ships, the Minister may, if he thinks fit, grant to that person a certificate of service as cook, which shall have the same effect, and may be cancelled or suspended, in the same manner as a certificate of competency in cooking granted by the Marine Department under the foregoing provisions of this section.

(6.) The Minister may from time to time make rules as to the examination by the Marine Department of candidates for certificates of competency in cooking, and as to the qualifications of such candidates, and as to the fees payable by them for examination, and as to the issue, cancellation, or suspension of such certificates.

With regard to subsections (2) and (6), it is not at present proposed by the Department to conduct examinations and issue certificates in cooking, but to recognize as valid for the purposes of the Act certificates in cooking granted by the Technical Schools under the control of the Education Department or Education Boards in the Dominion. Cooks desiring to obtain such a certificate should therefore make the necessary application to the directors of such schools.

With regard to subsection (5), cooks having the necessary qualifications, and desiring to obtain a certificate of service, should make application at any time before the 1st May, 1912, to the Secretary, Marine Department, Wellington, through the Superintendent of Mercantile Marine at the port where the application is made. Applications should be accompanied by discharges or testimonials to prove at least two years’ service prior to the 1st November, 1911, as cook on board any foreign-going ship or ships, and also by a testimonial as to the character or sobriety of the applicant for at least twelve months immediately preceding the date of application.

Varied Notice fixing Closing-hours of Grocers’ and General Storekeepers’ Shops in the Orepuki Riding of the Wallace County under the Shops and Offices Act.

WHEREAS a requisition in writing, signed by a majority of the occupiers of all the grocers’ and general storekeepers’ shops in the Orepuki Riding, has been forwarded to me, desiring that all such shops in the riding shall be closed in the evening of every Saturday at the hour of 9 o’clock: And whereas the Wallace County Council has certified that the signatures to such requisition represent a majority of the occupiers of all the grocers’ and general storekeepers’ shops in the Orepuki Riding:

Now, therefore, I, John Andrew Millar, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that, from and after the 12th day of June, 1911, all such shops in the Orepuki Riding of the Wallace County shall be closed in accordance with such requisition.

The notice gazetted on 26th August, 1909, fixing the closing-hours of all shops is hereby varied accordingly.

Varied Notice (No. 2) fixing Closing-hours of Shops in the Borough of Temuka under the Shops and Offices Act.

WHEREAS a requisition in writing, signed by a majority of the occupiers of all the shops in the Borough of Temuka, has been forwarded to me, desiring that all shops in the borough shall be closed in the evening of working-days as follows: Monday, Tuesday, Wednesday, and Friday, 6 p.m.; Thursday, 1 p.m.; Saturday, 9 p.m.: And whereas the Temuka Borough Council has certified that the signatures to such requisition represent a majority of the occupiers of all the shops within the Borough of Temuka:

Now, therefore, I, John Andrew Millar, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that, from and after the 12th day of June, 1911, all shops in the Borough of Temuka shall be closed in accordance with such requisition.

The notices gazetted on 16th February, 1905, and 10th May, 1906, fixing the closing-hours of all shops are hereby varied accordingly.
