Grey mouth Harbour Board in pursuance of the powers conferred upon that Board by the Grey mouth Harbour Board Loans Consolidation Act, 1910, and the Grey mouth Harbour Board Loans Consolidation Amendment Act, 1910, in respect of any loan or loans not exceeding in the aggregate the sum of three hundred thousand pounds, at a rate of interest not exceeding four pounds per centum per annum, which may be duly certified under the hands of the Minister of Finance or an officer of the Treasury on his behalf, as guaranteed by the Government of New Zealand, shall be and are hereby guaranteed by the said Government accordingly; and doth hereby further declare that all principal and interest moneys becoming payable in respect of any such consolidated debenture so certified as aforesaid shall, if and as often as any default is made by the Grey mouth Harbour Board in payment thereof, be payable by the Minister of Finance out of the Consolidated Fund; and doth hereby authorize and empower the Minister of Finance, under his hand or under the hand of any officer of the Treasury appointed by him in that behalf, at such times and in such terms and conditions as such Minister of Finance in his discretion thinks fit, to sign a certificate on each and every of such consolidated debentures that payment of the principal and interest secured by such consolidated debenture is guaranteed by the Government of New Zealand: And doth hereby further declare that, save and except in respect of such consolidated debentures as may be so certified by or on behalf of the Minister of Finance in his discretion as aforesaid, the guarantee given and constituted hereby shall have no force or effect.

Hours of Duty on Coronation Day at Post and Telegraph Offices.

ISLINGTON, Governor.
ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this thirty-first day of May, 1911.

Present:

THE HONOURABLE JAMES CARROLL PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred upon him by the Post and Telegraph Act, 1908, and of all other powers and authorities in that behalf enabling him, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that on the twenty-second day of June, nineteen hundred and eleven (being Coronation Day), the following hours shall be observed at all post, telegraph, and telephone offices, videlicet:—

All post-offices shall be open to the public for the delivery of letters and sale of stamps from 8.30 a.m. to 9.30 a.m. only.

Telegraph-offices shall be open for the receipt and delivery of telegrams as follows:—

(a.) All telegraph-offices usually open on holidays during the hours from 9 a.m. to 4 p.m. and from 7 p.m. to midnight shall be open only from 8.30 a.m. to 10 a.m. and from 7 p.m. to midnight.

(b.) All telegraph-offices usually opened on Sundays or on holidays (but not included in paragraph (a)) shall be open only from 8.30 a.m. to 9.30 a.m. and from 7 p.m. to 8 p.m.

(c.) All other telegraph-offices shall be open only from 8.30 a.m. to 9.30 a.m.

All telephone exchanges shall be open only during the hours prescribed in the Post and Telegraph Guide for holidays.

Regulations for Protection of Life and Property on Vessels.

ISLINGTON, Governor.
ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this thirty-first day of May, 1911.

Present:

THE HONOURABLE JAMES CARROLL PRESIDING IN COUNCIL.

WHEREAS by section two hundred and five of the Harbours Act, 1908, it is enacted that the Governor in Council may from time to time make regulations to be called “General Harbour Regulations,” which shall be in force in all the ports of New Zealand, for, amongst other things, regulating matters relating to the protection of life and property in or on vessels:

And whereas it is desirable to make general harbour regulations to provide for the protection of life and property on vessels:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise of the hereinbefore-recited power and authority, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following general harbour regulations, and doth hereby order and declare that they shall come into and be in force on and after the first day of July, one thousand nine hundred and eleven.


GENERAL HARBOUR REGULATIONS.

  1. WHEN cargo is being worked on board a vessel the master thereof shall see that the following things are done, viz.:—

(1.) All hatch beams shall be moved clear of the hatchway.

(2.) The deck-approaches to hatch-ladders shall be kept clear of all obstructions.

(3.) All pipes which are laid above the surface of the deck shall be properly covered up so as not to be an obstruction or impediment to men working on deck.

(4.) The strops of all baskets used in working cargo shall be thoroughly examined at least once a month, and restropped when necessary, and an entry of such examination shall be made in the official log in the case of vessels on which such log is kept.

(5.) All cargo derricks and their gear shall be kept in proper order.

(6.) A supply of pure drinking-water shall be provided and kept in proper receptacles for the use of the men engaged in working cargo.

  1. All persons having control of hydraulic cranes which are used in working cargo on vessels shall see that the levers have the pins in proper working-order.

  2. Any person who commits a breach of either of the above regulations is liable to a fine not exceeding £100.

Trustees of the Invercargill Drill-shed Reserve constituted a Leasing Authority.

ISLINGTON, Governor.
ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this first day of June, 1911.

Present:

THE HONOURABLE JAMES CARROLL PRESIDING IN COUNCIL.

WHEREAS the Trustees of the Invercargill Drill-shed Reserve are a body of persons having power to lease land held in trust, reserved or set apart for public purposes, and have requested the Governor in Council to declare them to be a leasing authority within the meaning of the Public Bodies’ Leases Act, 1908:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in compliance with such request, and in pursuance and exercise of the powers in this behalf conferred by the above-mentioned Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the Trustees of the Invercargill Drill-shed Reserve are a leasing authority within the meaning of the Public Bodies’ Leases Act, 1908.

IN pursuance and exercise of all powers and authorities conferred upon him by the Stone-quarries Act, 1910, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations, and prescribe that such regulations shall come into force on the date of the publication thereof in the New Zealand Gazette,
