Vaccination Districts constituted.

ISLINGTON, Governor.

IN pursuance and exercise of the powers and authorities vested in the Governor by the Public Health Act, 1908, I, John Poynder Dickson-Poynder, Baron Islington, the Governor of the Dominion of New Zealand, do hereby abolish the existing vaccination districts known as the Cambridge and Tirau districts, and do proclaim and declare that the territory heretofore comprised within the said districts is hereby divided anew into two vaccination districts, the names and boundaries whereof shall be the same as are set forth in a Proclamation bearing date the sixteenth day of March, one thousand nine hundred and eleven, made under the provisions of the Marriage Act, 1908, and published in the New Zealand Gazette No. 22, of the twenty-third day of the same month, page 1043.

As witness the hand of His Excellency the Governor, this seventh day of April, one thousand nine hundred and eleven.

As witness the hand of His Excellency the Governor, this seventh day of April, one thousand nine hundred and eleven.

Regulations for the Administration of the Gold-miners’ Relief Fund.

ISLINGTON, Governor.

IN exercise of the powers conferred upon him by section three hundred and ninety-two of the Mining Act, 1908, and of all other powers enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand doth hereby make the following regulations dealing with the administration of the Gold-miners’ Relief Fund, and doth hereby declare that such regulations shall come into force from the date of the gazetting thereof.

REGULATIONS.

GOLD-MINERS’ RELIEF FUND.

  1. THE Public Trustee shall, on receipt of a certificate from a duly qualified medical officer, and also on the certificate from an Inspector of Mines, apply the moneys deposited to the credit of the Gold-miners’ Relief Fund, as follows :—

(a.) When any gold-miner has been injured while working, and is off work for one week or more, he shall receive the sum of 12s. 6d. per week, or at the rate of 2s. 1d. for every working-day, from the date of the injury, which payment shall, subject as hereinafter provided, continue so long as such medical officer and Inspector of Mines certify that such gold-miner is unable to work; but when an injury occurs in any mine situate in a locality remote from settlement, where the services of a medical officer are not procurable, payment at the prescribed rate may be made for any period not exceeding thirty days from the date of the injury on the certificate of the Inspector of Mines alone.

In cases where any gold-miner is permanently disabled, he may be granted a fixed sum (not exceeding £50) in satisfaction of all claims, but in any such case the certificate of a duly qualified medical officer and an Inspector of Mines will be required. No gold-miner shall be entitled to any payment in any case unless he has been so injured as to prevent him working for a period of not less than one week, and the total amount payable to any gold-miner shall in no case exceed £50.

(b.) If any gold-miner meets with an injury which proves fatal, the nearest relative of such gold-miner may be granted a sum (not exceeding £10) towards defraying the funeral expenses of the deceased miner, and an additional sum (not exceeding £15) may be granted to the widow or other near relative of such deceased miner in full satisfaction of all claims.

  1. Any gold-miner who meets with an injury which disables him from work shall send, or cause to be sent, within seven days of such injury occurring, a notice in writing to the Inspector of Mines; and all applications for relief must be made within fourteen days of the date of the injury, or the claim cannot be entertained.

  2. No miner shall be entitled to relief from the Gold-miners’ Relief Fund for any injury caused by drinking intoxicating liquors, fighting, or any kind of athletic sports or game of amusement, or for any injury caused by the misconduct of such miner.

  3. Any gold-miner who becomes incapacitated by miners’ phthisis (pneumoconiosis) from following his calling as a gold-miner shall be entitled to payment in accordance with these regulations: Provided that a gold-miner shall not be so entitled unless he has been resident in New Zealand for at least three years before the incapacity arises.

  4. In these regulations—

“Gold-miner” and “miner” mean gold-miners who are actually and regularly employed or engaged in gold-mining, and who derive their livelihood from such calling; but do not include persons who merely work as gold-miners occasionally:

“Injury” means personal injury by accident arising out of and in the course of the employment or occupation of a gold-miner, and includes miners’ phthisis (pneumoconiosis).

Warrant authorizing the Hawke’s Bay County Council to construct a Bridge over the Esk River on the Napier-Wairoa Road, together with the Approaches thereto and Protective Works, and apportioning the Cost.

ISLINGTON, Governor.

WHEREAS by section one hundred and nineteen of the Public Works Act, 1908 (hereinafter termed “the said Act”), it is, inter alia, enacted that in any case where the local authority of any district desires to construct a bridge, or to establish a ferry or ford, in any position that will, in its opinion, be of advantage or benefit to the whole or any considerable portion of the inhabitants of an adjacent district, as well as to the inhabitants of its own district, and where it is, in the opinion of such local authority, reasonable that the local authority of such adjacent district should contribute to the cost of constructing or establishing the said bridge, ferry, or ford, the provisions of the said section shall have effect:

And whereas the Hawke’s Bay County Council has given notice and taken the steps required by the said Act, and has made application to the Governor to authorize the construction of the bridge, approaches, and protective works mentioned in the Schedule hereto, and hereinafter referred to as “the said work,” and to apportion the cost of constructing and establishing the said work between the said Council and the Wairoa County Council:

And whereas I am of opinion that the work should be done, and it is expedient to make provision under the said Act for the purpose and in the manner hereinafter set forth:

Now, therefore, I, John Poynder Dickson-Poynder, Baron Islington, the Governor of the Dominion of New Zealand, in pursuance and in exercise of the powers vested in me by the said Act, and of all other powers and authorities in anywise enabling me in this behalf, do hereby
