Regulations under the National Provident Fund Act, 1910.

ORDER IN COUNCIL.
At the Government House, at Wellington, this ninth day of January, 1911.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the power and authority conferred by the National Provident Fund Act, 1910, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations under and for the purposes of the said Act.
REGULATIONS.
ADMINISTRATION.

THE meetings of the National Provident Fund Board shall be held in Wellington.

Ordinary meetings shall be held quarterly on the third Thursday in February, May, August, and November.

Special meetings may be held at such times as the Minister determines.

At all meetings the Chairman shall have a deliberative as well as a casting vote.

The Board shall keep a correct record of all business transacted at its meetings.

The Secretary of the Board shall send to every member of the Board notice of its meetings at least seven days prior to the holding of it, and in the case of special meetings three days’ notice.

The Superintendent of the Fund shall refer to the Board at each quarterly meeting such matters as are required by the Act to be decided by the Board. The Superintendent shall otherwise administer the Fund, and have control of the staff and keep proper accounts of the moneys of the Fund.
BECOMING A CONTRIBUTOR.

Every qualified person in terms of section 9 of the National Provident Fund Act, 1910, who desires to become a contributor shall make application to be enrolled as a contributor to the Fund in the Form A attached hereto.

On payment of the first contribution (the aforesaid application having been duly completed) there shall be issued to the contributor a receipt-book, in which his contributions shall be entered and initialled for:
Provided that where contributions are paid for or on behalf of a number of contributors the receipt may be given in the form provided for the purpose.

The Superintendent may require any contributor to prove his age by the production of birth certificate or by such other satisfactory evidence as may be decided upon by the Board.

The Superintendent may, however, refer all applications from persons born in New Zealand to the Registrar-General of Births and Deaths for verification as to the age of applicants.

On receipt of the application, and on advice of the payment of the first contribution, the Superintendent, after satisfying himself that the particulars are in order, shall forward to the contributor a notice of acceptance as a contributor.

Contributors desirous of electing to increase or reduce their contributions shall make application for that purpose in the Form B attached hereto.
CEASING TO BE A CONTRIBUTOR.

Contributors wishing to elect to cease to be contributors shall make application for that purpose in the Form C attached hereto.

Applications for refunds of contributions on the death of a contributor shall be accompanied by the death certificate and such other proof of claim as the Board may require.

Applications for the return of contributions of a person who has ceased to be a contributor through arrears shall be supported by such proofs of identity as the Board may determine.

Where contributions have been paid on behalf of a contributor the refund may be made to the parent, guardian, employer, or other person who so paid them.
GROUPS OF CONTRIBUTORS.
- Where it is desired that an employer or other responsible person should make the payments on behalf of a body of qualified persons to the number of five or more employed at any one place of employment, the Superintendent, on application to that effect, may arrange for the receipt of the contributions in a lump sum either at the Head Office or at a postal money-order office, in which case a single receipt shall be issued to the payer, and notices shall be sent at stated intervals to each employee advising him of the date up to which his contributions are credited:
Provided, however, that each such employee, if he has not already done so, shall, on or before the first payment is made on his behalf, duly complete the form of application prescribed under Regulation 8 for entrants to the Fund.
- When the contributions of any employee are no longer to be paid under Regulation 18, the Superintendent shall be so notified on Form D or to the effect thereof, and any other changes shall in like manner be notified.
PAYMENT ON BIRTH OF A CHILD.
- A contributor claiming the payment of medical expenses on the birth of a child shall do so in Form E attached hereto, and, if so required by the Superintendent, shall forward the birth certificate of that child.
INCAPACITY BENEFIT.
- Claims for payment of the allowance due to a contributor who is wholly incapacitated from carrying on his trade, business, employment, calling, or occupation shall be made in Form F attached hereto, accompanied by the marriage certificate of the contributor and birth certificates of the children in respect of whom the claim is made, or, in default, such evidence as the Board may deem satisfactory.
CLAIM FOR A WIDOW AND CHILDREN’S ALLOWANCE.
- Claims for this allowance on the death of a contributor must be supported by the following documents: Death certificate of contributor, marriage certificate, and birth certificate of children, together with satisfactory evidence of identity of the deceased. Satisfactory evidence of the identity and survival of the widow and children shall be supplied from time to time as required by the Superintendent.
MODE OF PAYMENT.
- On receipt of a claim for an allowance or a payment out of the Fund, the Superintendent, after satisfying himself that the claim is in order, and in compliance with the Board’s resolution relating in particular to any class of claims, shall issue a voucher authorizing payment of the said claim to the person or persons named therein. He shall also at the same time issue a notice of payment to the person entitled to receive the same.
GENERAL.

Contributions to the Fund may be paid at any postal money-order office, and payments out of the Fund may be made through the same agency. Accounts of all such moneys received or paid by Postmasters shall be rendered periodically by the General Post Office to the Superintendent.

The Public Trustee shall from time to time, as securities offer, invest the moneys of the Fund on freehold securities at current rates of interest. Such portions of the Fund as shall not be so invested shall bear the “Common Fund” rate of interest, as defined in the Public Trust Office Regulations.

In order to provide for the payment of benefits out of the Fund, the Public Trustee will pay over such sum
