he is to be elected may be held at any time after fourteen days from the publication of the advertisement calling for such meeting.

  1. The Minister shall have full power to decide whether or not an arbitrator so elected has become incapable of acting as required by the said Act, and his decision shall be final: Provided that he shall not have power to decide until he has been previously requested so to do by at least six occupiers.

  2. Any arbitrator elected as aforesaid shall hold office for one year, after which time a fresh election shall be held if an arbitrator is required.

  3. The remuneration of the arbitrators and umpire elected or appointed under these regulations and the said Act shall be at a rate not exceeding two guineas a day, exclusive of travelling-expenses.

  4. The remuneration and expenses of the said arbitrators and umpire shall be paid out of the Rangitaiki Land Drainage Account.

Boundaries of City of Auckland altered.

ORDER IN COUNCIL.

At the Government House, at Wellington, this thirteenth day of March, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS a petition has been presented to the Governor, under section one hundred and eighteen of the Municipal Corporations Act, 1908, praying the Governor to alter the boundaries of the City of Auckland by including therein the area described in the Schedule hereto: And whereas a notice showing the proposed alteration in boundaries of the said city has been gazetted and publicly notified, and no objections in writing against such alteration have been lodged:

Now, therefore, in pursuance and exercise of the powers and authorities vested in him by the Municipal Corporations Act, 1908, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that, as from the first day of April, one thousand nine hundred and eleven, the area described in the Schedule hereto shall be included in the said City of Auckland.


SCHEDULE.

ALL that area bounded towards the north-east by the Waitemata Harbour, 1770 links; towards the east by a right line being the production of the eastern boundary of the City of Auckland, 250 links; and towards the south-west by the northern boundary of the City of Auckland, 1800 links: be all the aforesaid linkages more or less.

Boundaries of Borough of New Plymouth altered.

ORDER IN COUNCIL.

Now, therefore, in pursuance and exercise of the powers and authorities vested in him by the Municipal Corporations Act, 1908, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that, as from the first day of April, one thousand nine hundred and eleven, the area described in the Schedule hereto shall be included in the said Borough of New Plymouth, and added to the East Ward of the said borough.


SCHEDULE.

ALL that area in the Taranaki Land District bounded towards the north-east and again towards the north by the present boundary of the Borough of New Plymouth from the north-eastern corner of Section No. 1791 to the Henui River; thence towards the north, south-east, and south by the said Henui River to the northern boundary of Section E, Town Belt; thence by the said northern boundary of Section E, 458·5 links, to the north-eastern corner of Subdivision 1 of the said Section E; thence towards the east and south generally by the eastern and southern boundaries of the said Subdivision 1, 2713·6 links, to Eliot Street; thence towards the west by Eliot Street to the south-western corner of Section No. 1944; and thence again towards the north and west generally by the present boundary of the Borough of New Plymouth to the place of commencement.

Gratuities for Conveyance of Mails.

ORDER IN COUNCIL.

At the Government House, at Wellington, this thirteenth day of March, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by Orders in Council dated the fifteenth day of March, one thousand nine hundred and four, and the second day of October, one thousand nine hundred and seven, and published in the New Zealand Gazette of the twenty-fourth day of March, one thousand nine hundred and four, and the third day of October, one thousand nine hundred and seven, respectively, provision was made under the authority of the Post Office Act, 1900, in regard to the allocation and amount of gratuities to be paid to the masters of vessels for the conveyance of mails:

And whereas it is expedient to revoke those Orders in Council, and to make other provision in lieu thereof:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon him by the Post and Telegraph Act, 1908, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the above-recited Orders in Council, and in lieu thereof doth hereby determine that the gratuities to be paid to the masters of vessels for the conveyance of mails shall be according to the scale set forth in the Schedule hereto; and doth hereby declare that such revocation shall take effect, and this Order in Council shall come into force, on and after the first day of April, one thousand nine hundred and eleven.


SCHEDULE.

GRATUITIES FOR CONVEYANCE OF MAILS BY SEA.

PAYMENT shall be made as follows:—

(a.) On letters for delivery beyond New Zealand, per pound .. .. 0 2 0
(b.) On printed matter for delivery beyond New Zealand, per ton .. .. 1 10 0
(c.) On bags or packets containing mail-matter for delivery within New Zealand (except within harbour limits as hereinafter mentioned)—
(1.) For steamers running daily between Wellington and Lyttelton in accordance with a regular time-table in conjunction with express trains, per cubic ton .. .. .. 1 13 6
(2.) For all other steamers, each bag or package, for each shipment .. 0 1 4
(d.) On bags or packages for delivery within New Zealand within limits of harbour in which post-offices of despatch and receipt are situated, each bag or package, for each shipment .. .. 0 0 4
