THE following notice, received from the Mayor of the Borough of Balclutha, is published in accordance with the provisions of the Local Bodies' Loans Act, 1908.

Notice of Result of Poll on Proposal to raise a Loan of £7,500.
Pursuant to the provisions of the Local Bodies’ Loans Act, 1908, and the Local Bodies’ Loans Amendment Act, 1910, I hereby give notice that at a poll of the ratepayers of the Borough of Balclutha taken on the 28th day of February, 1911, on the proposal of the Balclutha Borough Council to borrow the sum of £7,500 for the purpose of constructing waterworks and supplying the Borough of Balclutha with water, the number of votes recorded for the proposal was 165, the number of votes recorded against the proposal was 44, and informal votes 2.
I therefore declare that the proposal was carried.

By-law No. 69.—New Zealand Government Railways.—By-laws regulating the Use of the Grey River Railway-bridge for Ordinary Traffic.
IN exercise and pursuance of the powers conferred by the Government Railways Act, 1908, I, John Andrew Millar, Minister of Railways, do hereby make the by-laws set forth in the Schedule hereto for regulating the traffic on and over the Grey River Railway-bridge, which said bridge forms part of the railway between Ngahere and Blackball, and is used both for ordinary and railway traffic; and I do hereby declare that such by-laws shall come into force from the date of the publication thereof in the New Zealand Gazette.
Given under my hand, this fourth day of March, one thousand nine hundred and eleven.

SCHEDULE.
BY-LAWS.
THE following provisions shall apply to traffic on and over the railway-bridge over the Grey River, which said bridge forms part of the railway between Ngahere and Blackball, and is used both for ordinary and railway traffic :

Horses not driven in harness or led by bridle or halter, and cattle, sheep, pigs, goats, mules, and donkeys must have a man behind them ; and cattle, sheep, and horses in mobs must also have a man before them.

Horsemen or vehicles shall not travel faster than six miles an hour.

No load shall be taken over the bridge greater than 1½ tons gross on any one wheel.

Any person who shall commit a breach of any of the foregoing by-laws, or shall fail to do any act in any such by-law directed to be done by him, or shall do any act which by any such by-law is directed not to be done by him, shall be liable to a penalty not exceeding £10 for each such breach, or the failure to do or the doing of each such act as aforesaid respectively; but if any such person is employed on or about the railway, and the by-law relates to his conduct, he shall be liable to a penalty not exceeding £1 for each breach, failure, or act respectively.

So far as applicable, the general by-laws and regulations for the time being respectively in force and affecting the traffic on the New Zealand Railways shall extend and apply to this bridge.

THE drainage outfall pipe at Macquarie Point extends 143 yards out from the signboard on the bank, and a black tub buoy has been placed at the end of the pipe. Ship-masters are cautioned to keep their vessels to the east of the buoy, and not to anchor in the vicinity of the outfall.

CAPE EVERARD LIGHT.
WITH reference to General Notice to Mariners, dated 1st August, 1907, page 140, regarding the flashing white light visible from seaward between the bearings of north 74° east and south 76° west, which changes to red between these limits and the coast on either side of the lighthouse, mariners and others are hereby notified that the change of colour does not occur abruptly, an intermingling of red and white flashes being seen for some distance on the sea-ward side of the bearings given. Such intermingling of red and white flashes should warn mariners that they are in the vicinity of the complete change of coloured rays.

Notice fixing Closing-hours of certain Shops in the Borough of Palmerston North under the Shops and Offices Act.
WHEREAS a requisition in writing, signed by a majority of the occupiers of all the shops in the Borough of Palmerston North, has been forwarded to me, desiring that all shops excepting those trading exclusively as bakers, chemists, confectioners, news-agents, fruiterers, dairy-produce sellers, refreshment-room keepers, or fish-mongers in the borough shall be closed in the evening of working-days as follows : Mondays, Tuesdays, Thursdays, and Fridays, at 6 p.m.; Wednesdays, at 1 p.m. ; Saturdays, at 9.15 p.m.; from 20th to 30th December (inclusive), at 9 p.m. (holidays excepted); Thursday and Friday of Spring Show, at 9 p.m: And whereas the Palmerston North Borough Council has certified that the signatures to such requisition represent a majority of the occupiers of all the shops within the Borough of Palmerston North:
Now, therefore, I, John Andrew Millar, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that from and after the 13th day of March, 1911, all shops excepting those hereinbefore specified in the Borough of Palmerston North shall be closed in accordance with such requisition.
