  1. Every such list shall be open for inspection at the offices of the Harbour Board during office hours on each day from the 15th until the 20th day of January; and during that period the Secretary to the Board shall add to the list or lists the name of every person, firm, or corporate body who, by production of receipts or otherwise, satisfies him that the said person, firm, or corporate body is entitled to be enrolled thereon by reason of the payment of harbour dues, or of the specified class of such dues, and that the name of that person, firm, or corporate body has been wrongfully omitted from the said list or lists.

  2. The Harbour Board, at a special meeting to be held on a day subsequent to the 20th day of January and prior to the 1st day of February in each year, shall receive and adjudicate upon any written objections to the said list or lists, and upon any written application that the name of any person, firm, or corporate body be entered thereon.

  3. The decision of the Harbour Board upon every such objection or application shall be final; and the Harbour Board may at such meeting alter or amend the list or lists, and shall then approve the same with such alterations or amendments, if any; and the list or lists so approved by the Board shall respectively be the roll of electors for that year in respect of elections by the payers of harbour dues generally, or by the payers of any specified class of such dues.

  4. The decision of the Harbour Board shall be final and conclusive in the case of any dispute as to the class to which any particular harbour dues belong.

  5. Notwithstanding anything to the contrary in the foregoing regulations, the list or lists of the payers of harbour dues shall, in the case of the year 1911, be compiled on or before the 20th day of March in that year, and shall be open for inspection during office hours on each day from that date until the 27th day of that month; and a special meeting of the Harbour Board shall be held on a day subsequent to the said 27th day of March and prior to the 1st day of April to adjudicate upon all objections to, or applications for enrolment upon, the said list or lists.

ELECTIONS BY THE OWNERS OF SHIPS AND BY THE PAYERS OF DUES JOINTLY.

  1. Where one or more members of a Harbour Board are to be elected by the owners of ships and the payers of harbour dues jointly, the roll of electors shall consist of the several rolls compiled in accordance with regulations 9 to 20 hereof.

GENERAL AS TO ELECTIONS BY THE OWNERS OF SHIPS AND THE PAYERS OF DUES.

  1. Where one or more members of a Harbour Board are to be elected by the owners of ships or by the payers of dues, or jointly by the owners of ships and the payers of dues, nominations in writing shall, in the case of an ordinary election, be received by the Secretary to the Harbour Board up till noon of the third Wednesday in April in the year in which an election is being held.

  2. Such nominations shall be signed by two of the electors whose names appear on the roll of electors qualified to vote at the election in respect of which the member or members are nominated.

  3. In the event of no more persons being nominated than the number required to be then elected, the Secretary to the Board shall (by advertisement in a newspaper circulating in the district) declare the person or persons so nominated to be duly elected, and such person or persons shall be deemed to be duly elected accordingly.

  4. In the event of more persons being nominated than the number required to be then elected, a ballot shall be taken on the day of the election between the hours of 10 a.m. and 4 p.m. at a place to be publicly notified, and before a Returning Officer to be appointed for that purpose by the Harbour Board.

  5. Where harbour dues have been paid by two or more persons jointly, or where any ship is owned by more than one person, the one of such persons to vote in respect of such payment or ownership shall be appointed in writing by such persons. Any appointment as aforesaid or by a corporate body shall be produced to the Returning Officer when the claim to vote is made.

  6. Such election shall be conducted so far as possible in the manner provided by the Local Elections and Polls Act, 1908, and the provisions of that Act, except so far as is otherwise provided by these regulations, shall apply thereto accordingly.

Consenting to closing Road in Block IV, Hamilton Survey District, Tamahere Road District.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-seventh day of February, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by subsection (a) of section one hundred and thirty-three of the Public Works Act, 1908, it is enacted that a local authority shall not declare any county road or district road to be stopped, and such road shall not be deemed to be stopped, until the consent thereto of the Governor by Order in Council gazetted is obtained:

And whereas the Tamahere Road Board has applied for such consent in respect to the road described in the Schedule hereto:

Now, therefore, in pursuance and in exercise of the above-in-part-recited Act, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the Tamahere Road Board closing the road mentioned in the Schedule hereto.

Declaring Portion of the Sainsbury Road, in the Raglan County, to be a County Road.

ISLINGTON, Governor.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-seventh day of February, 1911.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

IN pursuance and in exercise of the powers vested in him by the Public Works Act, 1908, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the portion of road described in the Schedule hereto shall, on and after the date of this Order in Council, become a county road.

SCHEDULE.

ALL that portion of road in the Auckland Land District, situated in the Raglan County, commencing at the west end of the old Waipa Bridge, in the Pirongia Township, and proceeding through the township; then extending in a south-westerly direction between Sections 15, 14, 13, 12, 11, and 10, Parish of Pirongia, on the one side, and Crown land known as the Alexandra Domain on the other side; and thence continuing in a south-westerly direction through Sections 305 and 365, Blocks IV and III, Pirongia Survey District, to the boundary between the Raglan and Waitomo Counties at the northern boundary of Section 2, Block III, Pirongia Survey District, a distance of 2 miles 35 chains or thereabouts: as the said portion of road is more par-
