Subsidies to Public Libraries.

Education Department,
Wellington, 26th October, 1910.

NOTICE is hereby given that the sum of £3,000 has been voted by Parliament for distribution to public libraries.

The distribution will take place on the 3rd February, 1911, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 27th January, 1911.

  1. A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.

  2. In the division of the vote a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented; but no library will receive credit for a larger income than £75—that is, in no case will the augmented amount on which distribution is based exceed £100.

  3. The whole of the subsidy must be expended without delay in the purchase of books for the library.

  4. Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and expenditure of the institution for the year ending on the 31st day of December, 1910; and such declaration must be on the form provided for the purpose, which form shall be as follows:—

DECLARATION.

I, [Name], of [Place of abode], [Occupation], do solemnly and sincerely declare that I am Chairman [or Secretary, or Treasurer] of the [Name of institution]; that during the year ending on the 31st day of December, 1910, the receipts of the aforesaid institution for the maintenance of the library only were as follows: From rates levied by a local governing body under Part I of the Libraries and Mechanics’ Institutes Act, 1908, or the Municipal Corporations Act, 1908, pounds shillings and pence; from the subscriptions of members, pounds shillings and pence; and from voluntary contributions other than members’ subscriptions, pounds shillings and pence; that the library is public in the sense of belonging to the public, and is not under the control of an association, society, or club whose membership is composed of a section of the community only; that the information hereinafter furnished by me in the appendix hereto is correct in every particular; that the abstract of accounts is a true statement of the receipts and expenditure of the institution for the year herein specified; that the whole of the subsidy received during the year was expended in the purchase of books for the library; and that by the rules of the library it is open to the public free of charge.

And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the Justices of the Peace Act, 1908. (Signature.)

Notice respecting Proposed Alteration in Boundaries of Borough of New Plymouth by including therein the Area comprised in Fitzroy Town District.

PURSUANT to section 118 of the Municipal Corporations Act, 1908, His Excellency the Governor directs it to be notified that a petition, in accordance with regulations, signed by not less than one-fourth of the electors of the area described in the Schedule hereto, has been presented to him, praying that the said area may be included in the Borough of New Plymouth as a separate ward, to be known as the Fitzroy Ward. All persons affected are hereby called upon to lodge any written objections to, or petitions against, the proposed alteration within one month from the first publication of this notice. Such objections or petitions are to be addressed and forwarded to the Minister of Internal Affairs, Wellington.

SCHEDULE.

AREA PROPOSED TO BE INCLUDED IN THE BOROUGH OF NEW PLYMOUTH.

ALL that area in the Taranaki Land District, situated in Paritutu Survey District. Bounded towards the north-east by Section No. 159 (Te Puia Native Reserve) from the southern boundary-line of Section No. 17 to the Waiwakaiho River; thence towards the east generally by the Waiwakaiho River to Allotment No. 46, Puketotara Native Reserve; thence towards the south-east generally by the said Allotment No. 46 to a point on the eastern side of Mangorei Road in line with the northern boundary-line of Allotment No. 43; thence by a right line across the said road, and by the said Allotment No. 43 to its westernmost corner; thence towards the west generally by Allotments Nos. 41, 40, 36, 23, 32, 29, 24, 21, 11, 4, 3, and 1 of the said Puketotara Native Reserve to the Te Henui Stream; thence by the Te Henui Stream to the Borough of New Plymouth; thence by the Borough of New Plymouth and again by the Te Henui Stream to the sea; thence towards the north by the sea to the westernmost corner of Section No. 97; thence by that section to its south-eastern corner; thence across a public road, and by Section No. 17 (Pukeweka Native Reserve) to Section No. 159 aforesaid, the place of commencement.

THAT on and after the 1st day of December, 1910, the Taheke Riding be divided into two ridings, each to be represented by one member. Ridings to be named and constituted as follows:—

  1. Taheke Riding.

Bounded on the north as follows: Starting from the mouth of the Otautu River, Block XV, Mangamuka; proceeding eastwards along the southern boundaries of Blocks XV and XVI, Mangamuka, and Blocks XIII, part XIV, Omapere, to the south-eastern boundary of Section 1, Block XIV, Omapere aforesaid. On the east by the eastern boundaries of Nos. 2B and 2A, 3415, Punakitere, Blocks II and III, Punakitere; thence by the boundary with the Bay of Islands County in Blocks VI, III, IV, VIII, and XII, Punakitere. On the south by the southern boundaries of Blocks XII, XI, X, and IX, Punakitere; along the northern boundary of Section 3, Blocks XIII, Punakitere, and XII, Waoku. On the west by the eastern boundaries of Sections 24, 9, 7, Forest Reserve, and 357, Manawakaiia, Block XII, Waoku; by the boundary of 357, Manawakaiia, Block VIII, Waoku, to the intersection of the northern boundary of 358, Te Aute, Block VII, Waoku, to the intersection of road by the eastern boundary of the said road in Blocks VII, III, and IV, Waoku, to
