DECLARATION.

I, [Name], of [Place of abode], [Occupation], do solemnly and sincerely declare that I am Chairman [or] Secretary, or Treasurer] of the [Name of institution]; that during the year ending on the 31st day of December, 1910, the receipts of the aforesaid institution for the maintenance of the library only were as follows : From rates levied by a local governing body under Part I of the Libraries and Mechanics' Institutes Act, 1908, or the Municipal Corporations Act, 1908, pounds shillings and pence; from the subscriptions of members, pounds shillings and pence ; and from voluntary contributions other than members' subscriptions, pounds shillings and pence; that the library is public in the sense of belonging to the public, and is not under the control of an association, society, or club whose membership is composed of a section of the community only; that the information hereinafter furnished by me in the appendix hereto is correct in every particular; that the abstract of accounts is a true statement of the receipts and expenditure of the institution for the year herein specified; that the whole of the subsidy received during the year was expended in the purchase of books for the library; and that by the rules of the library it is open to the public free of charge.

And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the Justices of the Peace Act, 1908.

Special Order made by the Council of the Borough of Hawera.

THE following special order, made by the Hawera Borough Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908.

BOROUGH OF HAWERA.

I, ELLIOTT L'ESTRANGE BARTON, of the Borough of Hawera, do hereby certify that at a special meeting of the Borough Council of the Borough of Hawera, held on the 21st day of September, 1910, the resolution hereinafter set out was duly passed, and, after the same had been duly advertised in accordance with the provisions of the Municipal Corporations Act, 1908, regulating the making of special orders, such resolution was duly confirmed at a meeting of the Council of the said borough on the 21st day of October, 1910, such resolution being in the words and figures following :—

In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies' Loans Act, 1908, the Hawera Borough Council hereby resolves as follows : That, for the purpose of providing the interest and other charges on a loan of £1,552, authorized to be raised by the Hawera Borough Council, under the above-mentioned Act, for the purpose of general street improvements, the said Hawera Borough Council hereby makes and levies a special rate of ¼d. in the pound upon the unimproved rateable value of all the rateable property within the Borough of Hawera, comprising the whole of the Borough of Hawera ; and that such special rate shall be an annualrecurring rate during the currency of such loan, and be payable yearly on the lst day of August in each and every year during the currency of such loan, being a period of five years, or until the loan is fully paid off.

Special Order made by the Council of the Borough of Eltham.

THE following special order, made by the Eltham Borough Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908.

ELTHAM BOROUGH COUNCIL.

Special Order making Special Rate for Repayment of Loan.

In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies' Loans Act, 1908, the Eltham Borough Council hereby resolves as follows : That, for the purpose of providing the interest and other charges on a loan of £6,000, authorized to be raised by the Eltham Borough Council, under the above-mentioned Act, for the following purposes :—

(a.) To acquire land within the borough as a site for and to erect thereon a public hall, and to fittingly furnish same, a sum of £3,600;

(b.) To acquire land within the borough as a site for and to erect thereon public offices and public library (combined), and to fittingly furnish same, a sum of £2,400,—

the said Eltham Borough Council hereby makes and levies a special rate of ⅜d. in the pound upon the rateable value (on the basis of capital value) of all the rateable property in the Borough of Eltham as appearing on the valuation roll ; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of October in each and every year during the currency of such loan, being a period of thirty years, or until the loan is fully paid off; and subject in all respects to the provisions relating to a special rate raised as security for a loan under the said Act. The interest to be paid on such loan is at the rate of not exceeding £5 per centum per annum, with the addition of a sinking fund of £1 10s. per centum per annum. It is proposed to pay out of the loan the cost of raising the loan, and the interest and sinking fund thereon for the first year, and all preliminary expenses in connection with the proposed undertakings, or either of them.

The above resolution was passed at a special meeting of the Eltham Borough Council held on the 23rd day of September, 1910, and confirmed at a special meeting of the said Council held on the 24th day of October, 1910.

THE following special orders, made by the Marton Borough Council, are published in accordance with the provisions of the Local Bodies’ Loans Act, 1908.

MARTON BOROUGH COUNCIL.

Special Order making Special Rate for Repayment of Loan.

In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, the Marton Borough Council hereby resolves as follows : That, for the purpose of providing the interest and other charges on a loan of £17,000, authorized to be raised by the Marton Borough Council, under the above-mentioned Act, for the purpose of providing and laying water pipes, mains, services, filters, and concrete dam, and for the purchase of land for catchment-area for the purpose of a waterworks system for the Borough of Marton, the said Marton Borough Council hereby makes and levies a special rate of 1s. 2d. in the pound sterling upon the rateable value of all rateable property of the whole of the Borough of Marton ; and that such special rate shall be an annualrecurring rate during the currency of such loan, and be payable yearly on the 1st day of May in each and every year during the currency of such loan, being a period of thirty-six years and a half, or until the loan is fully paid off; and the same is hereby confirmed.
