SOUTH AMERICA.
Special Warning to Mariners.
EAST COAST.—A copy of a translation has been received through the Foreign Office, from His Majesty’s Minister at Buenos Ayres, of certain articles of a new law promulgated by the Argentine authorities on the 22nd August, 1910, limiting the coasting traffic of the Argentine Republic to vessels registered under the Argentine flag.
The new law will come into operation sixty days after the date of promulgation, and masters of British ships are warned of the great risk which vessels and cargo are likely to incur if, after the law comes into operation, they are found carrying parcels from one port of the Argentine to another.
Article 1.—Coastwise shipping and trade between ports of the Republic is hereby limited to vessels under the national flag, except in cases of reciprocity with the riverain nations.
Article 2.—Foreign vessels may enter one or more national ports in order to discharge cargo which they bring from abroad and to load merchandise for exportation in accordance with the laws which Congress may sanction and the decrees which regulate such laws.
Article 5.—Every foreign vessel which shall be caught in carrying on the coasting trade in contravention of the provisions of this law shall, together with her cargo, be liable to confiscation.
Article 6.—The executive shall draw up the regulations based on this law, within a term of sixty days from which it shall come into force, both as regards the benefits conferred by it as well as the conditions necessary for the crews and vessels, and for the personnel of the marine building-yard. BAHIA BLANCA, LT.-V.—The lt. of this lt.-V. (39° 10½′ S., 61° 39′ W.) has been altered from fl. to occ. white every min.—lt. 42 secs., ecl. 18 secs.; and the fog-bell has been replaced by a steam fog-siren giving blasts of ten secs. duration every min. Oct.

DREDGING OPERATIONS, GISBORNE HARBOUR.

THE Gisborne Harbour Board notifies that during the time the “Maui” is dredging in the channel between the groyne and the breakwater masters of vessels are warned not to attempt to pass the dredger until the red flag is hauled down.

Notice fixing Closing-hours of Grocers’ Shops in the Borough of Devonport under the Shops and Offices Act.

WHEREAS a requisition in writing, signed by a majority of the occupiers of all the shops in which groceries are sold by retail in the Borough of Devonport, has been forwarded to me, desiring that all such shops in the borough shall be closed as follows : 7 o’clock p.m. on four days in the week ; 1 o’clock p.m. on the day of the statutory half-holiday ; 10 o’clock p.m. on Saturdays ; 11 o’clock on the evening preceding Christmas Day and New Year’s Day, and 9 o’clock on the evening preceding any other public holiday : And whereas the Devonport Borough Council has certified that the signatures to such requisition represent a majority of the occupiers of all such shops within the Borough of Devonport :
Now, therefore, I, John Andrew Millar, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that from and after the 12th day of December, 1910, all such shops in the Borough of Devonport shall be closed in accordance with such requisition.
