MY LORD,—With reference to my circular despatch of the 23rd of September, 1909, I have the honour to transmit to you, for the information of your Ministers, copies of a notice issued by the Nobel Committee of the Norwegian Parliament with regard to the nominations for the Nobel Peace Prize of 1911.

  1. I have to request that your Ministers will be so good as to cause the conditions of the prize to be made known to those bodies and persons who are qualified to nominate candidates.

  2. It will be observed that the names of candidates should be received by the Nobel Committee before the 1st of February, 1911.

Nobel Peace Prize.

ALL proposals of candidates for the Nobel Peace Prize, which is to be distributed December 10th, 1911, must, in order to be taken into consideration, be laid before the Nobel Committee of the Norwegian Parliament by a duly qualified person before the first of February of the same year.

Any one of the following persons is held to be duly qualified: (a) Members and late members of the Nobel Committee of the Norwegian Parliament, as well as the advisers appointed at the Norwegian Nobel Institute; (b) Members of Parliament and Members of Government of the different States, as well as Members of the Inter-parliamentary Union; (c) Members of the international Arbitration Court at the Hague; (d) Members of the Commission of the Permanent International Peace Bureau; (e) Members and Associates of the Institute of International Law; (f) University professors of Political Science and of Law, of History and of Philosophy; and (g) Persons who have received the Nobel Peace Prize.

The Nobel Peace Prize may also be accorded to institutions or associations.

According to the Code of Statutes, § 8, the grounds upon which any proposal is made must be stated, and handed in along with such papers and other documents as may therein be referred to.

According to § 3, every written work, to qualify for a prize, must have appeared in print.

For particulars, qualified persons are requested to apply to the office of the Nobel Committee of the Norwegian Parliament, Drammensvei 19, Kristiania.

Special Order made by the Council of the County of Featherston.

THE following special order, made by the Featherston County Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908.

FEATHERSTON COUNTY COUNCIL.

Special Order levying Special Rate, White Rock Special Rating District.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, and its amendments, the Featherston County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £400, authorized to be raised by the Featherston County Council, under the aforementioned Act, for road-formation on White Rock Road, the Featherston County Council hereby makes and levies a special rate of 19/32 of a penny in the pound sterling on the rateable value (on the basis of the capital value) of all rateable properties situated within the White Rock Special Rating District, comprising the land following: All that portion of the Awhea Riding of the Featherston County bounded as follows—commencing at the south-westernmost corner of Section 28 at its abutment on to the coast-line; thence along the western and north-western boundaries of the said Section 28 to its intersection with Section 14; thence along the western boundaries of Sections 14, 13, and 12 to the Whawanui Stream; thence along the said Whawanui Stream to the eastern boundary of Block VII, Kaiwaka Survey District; thence along the western and north-western boundaries of Sections 26 and 25 to the Castle Stream; thence still along the boundary of Section 25 northerly, easterly, south-easterly, and south-westerly to the said Castle Stream; thence along the said Castle Stream to the north-western boundary of Section 201; thence in a south-westerly and southerly direction along the eastern boundaries of Sections 25, 9, 10, 11, 12, 13, 14, 15, 1, and 202 to the coast-line; thence south-westerly, southerly, and again south-westerly along the said coast-line to the commencing-point; the area included within the aforementioned boundaries being 7,059 acres, and is situated within Blocks IV, VIII, and XI, Kaiwaka Survey District. And that such special rate shall be an annually recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of January and the 1st day of July in each and every year during the currency of such loan, being a period of thirty-six years and a half, or until the loan be paid off. The rate of interest to be 3½ per cent. per annum. The annual amount of interest and principal shall be £4 17s. 6d. per cent. per annum, payable in equal half-yearly instalments. Also that the foregoing resolution be confirmed as a special order at a meeting of the Council to be held on the 11th day of November, 1910.

Special Order made by the Council of the Borough of Wairoa.

THE following special order, made by the Wairoa Borough Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908.

WAIROA BOROUGH COUNCIL.

Special Order.

IN pursuance and exercise of the powers vested in it in that behalf by the Municipal Corporations Act, 1908, and the Rating Act, 1908, and all amendments thereof, the Wairoa Borough Council hereby resolves, by way of special order, as follows:—

(1.) That, for the purpose of providing interest and other charges on the Clyde Town Board inscribed loans of £1,225 12s. 9d., and part of Wairoa County loans payable by Clyde Town District as provided for by Order in Council, the said Wairoa Borough Council hereby makes and levies a special rate of ¼d. in the pound upon the rateable value (on the basis of the unimproved value) on all rateable property in the Clyde Town District; and that such special rate shall be an annually recurring rate, and be payable on the 1st day of October in each and every year until the loans are fully paid off.

(2.) That, for the purpose of providing 1/67 interest and other charges on Wairoa County general loans, the said Wairoa Borough Council hereby makes and levies a special rate of ¼d. in the pound upon the rateable value (on the basis of the unimproved value) on all rateable property in the Orangitirohia Block; and that such special rate shall be an annually recurring rate, and be payable
