GULF OF ADEN.
ADEN APPROACH.—LIGHT-BOAT REPLACED BY LIGHT-BUOY.—Information has been received that the light-boat exhibiting two fixed red vertical lights, moored 1,500 yards S. 89° W. from the Residency Flagstaff, at Aden, has been replaced by a red light-buoy, exhibiting an intermittent red light every 10 seconds — thus, light 5 seconds, eclipsed 5 seconds.
Approx. position: Lat. 12° 46′ 45″ N., long. 44° 57′ 45″ E.

RUSSIAN TARTARY.
VLADIVOSTOK APPROACH.—FIXED AND FLOATING MINES.—CAUTION.—The following information concerning mines in the approaches to Vladivostok, derived from reliable Japanese and Russian sources, has been received from the commanding officer of the U.S.S. “Charleston”:
During the late war the Japanese laid about 700 mines in a skirmish-line between Rimsk Korsakov and Askold Islands in addition to those planted by the Russians. No attempt has been made to remove many of these mines, which may consequently still be in place. The work of removing them all was not concluded in 1908, as Notice to Mariners No. 40 (1846) of 1907 states was the hope in 1907, nor is the work concluded yet.
A channel, which is believed to be perfectly clear, extends over ½ mile westward of Askold Island, and from there to Skruiplev Island in the middle of the eastern entrance to the Eastern Bosporus.
Vessels bound to or from Vladivostok should use the eastern entrance to the Eastern Bosporus, whatever the port of departure or destination, passing northward of or within ½ mile to the westward of Askold Island.
The statement made in Notice to Mariners No. 40 (1846) of 1907, that all the mines within 5 miles of Askold Island have been removed, is not correct.
Both the Russian and Japanese naval officers continue to exercise unusual precautions in the matter of lookouts, and do not take any chances with floating objects which may be sighted. Japanese naval vessels do not keep under way at night when cruising on the north-west coast of Honshu between Hakodate and the Straits of Tsushima.

HAWAIIAN ISLANDS.
OAHU.—PEARL HARBOUR.—BEACONS DISCONTINUED.—On 23rd June, 1909, Windmill Point beacon No. 9, at the entrance to Pearl Harbour, Hawaiian Islands, was permanently discontinued.
On 29th June, 1909, West Loch beacon No. 14 was permanently discontinued.

HAWAII.—KAILUA BAY.—LIGHT TO BE ESTABLISHED.—Referring to Notice to Mariners No. 47 (2137) of 1908, further notice is given that about 1st September, 1909, a fixed red lens-lantern light will be established on Kukailemoku Point, about ½ mile westward of Kaliliki Point, northern side of the entrance to Kailua Bay, west coast of the Island of Hawaii.
The light will be exhibited 40 ft. above the ground and 60 ft. above high water from a lead-coloured mast having at its base a small white house with red roof and lead-coloured trimmings.

Notice of Intention to take Land for a Road in Waimamaku Block B2h, Block XIII, Waoku Survey District, Hokianga County.
NOTICE is hereby given that it is proposed, under the provisions of “The Public Works Act, 1908,” to execute a certain public work, to wit, the construction of a road in Block XIII, Waoku Survey District, and for the purposes of such public work the land described in the Schedule hereto is required to be taken. And notice is hereby further given that the plan of the land so required to be taken is deposited in the Post-office at Wekaweka, and is there open for inspection. And notice is also given that all persons affected by the execution of the said public work or by the taking of the said land should, if they have any well-grounded objections to the execution of the said public work, set forth the same in writing, and send such writing, within forty days from the first publication of this notice, to the Minister of Public Works, Wellington.

Te Makarini Scholarships, held at Te Aute College, Hawke’s Bay.
TWO scholarships of the yearly value of £35, tenable for two years, are offered for competition. One of these scholarships, to be called the senior scholarship, is open to all Maori boys not over sixteen years of age at the end of the month preceding the date of the examination: the other, to be called the junior scholarship, is open to all Maori boys under fifteen years of age at the end of the month preceding the date of the examination who have attended a Native school or schools under the control of the Education Department, and whose attendance at school during the previous year is considered by the Inspector of Native Schools to have been satisfactory. The scholarships are open to Maori boys on the conditions laid down in the regulations of the Trustees of the Te Makarini Scholarships Fund, as printed in the Appendix to the Native Schools Code, 1908. The examination will be held at convenient centres on the 6th and 7th of December, 1909.
Candidates must, either directly or through their teachers, send notice to the Inspector of Native Schools, Education Department, Wellington, of their intention to present themselves for examination. Such notice must be posted so as to reach the Department not later than the 26th of October, 1909.
Copies of the regulations and forms of notice may be obtained from teachers of Native schools and boarding institutions, the Secretaries to Education Boards, or the Secretary for Education, Wellington.
