Institution of Long-service Medal for Royal Naval Volunteer Reserve.

THE following regulations for the award of medals for long service in the Royal Naval Volunteer Reserve are published for general information.

LONG-SERVICE MEDAL FOR ROYAL NAVAL VOLUNTEER RESERVE.

His Majesty the King has been graciously pleased to approve of a long-service medal being established for men of the Royal Naval Volunteer Reserve.

It will be granted under the following conditions:—

  1. Eligibility.—(a.) The medal may be granted after twelve years' service in the Volunteer or Territorial Forces, including service from the age of seventeen in a cadet corps or cadet battalion of the Army Volunteers. Only service as an "efficient" will be allowed to count towards the qualifying period, but the service need not be continuous.

(b.) Service with the Regular Forces will not be allowed to reckon towards the qualifying period, but all service with the Auxiliary Forces, including service qualifying for the Colonial Auxiliary Forces Long-service Medal, will reckon, provided that the last five years have been served in the Royal Naval Volunteer Reserve. For this purpose service in the disbanded Royal Naval Artillery Volunteers will reckon as service in the Royal Naval Volunteer Reserve.

(c.) The medal may also be granted to members who have retired after completing twelve years' service, and to officers who have served in the ranks and are not eligible for the decoration for officers.

(d.) The medal will not be granted to any one whose services in the Royal Naval Volunteer Reserve terminated before the 1st January, 1908.

  1. Applications.—Applications should be made on Form R.N.V. 12 to the Admiral Commanding Coastguard and Reserves, who will determine the validity or otherwise of any claim.

  2. Forfeiture of the Medal.—When the conduct of a member after he has been awarded the medal is considered to be such as to disqualify him from wearing it, he may be deprived of it by the Admiral Commanding Coastguard and Reserves. The deprivation will be reported to the Admiralty.

  3. Loss of Medal.—When it is desired to replace a medal which has been accidentally lost by the holder, a declaration must be made before a Magistrate, stating the circumstances under which the loss occurred, and the rank, name, and official number of the man to whom the medal belonged. This declaration will be sent to the Admiralty through the usual channel in the case of a man who is still serving, and direct in the case of one who has retired. The medal will be replaced, on payment, if the explanation as to its loss is considered satisfactory.

THE following special order, made by the Spring Creek Road Board, is published in accordance with the provisions of "The Road Boards Act, 1908."

WAIRAU TRAFFIC-BRIDGE.

Special Order making Special Rate.

IN pursuance and exercise of the powers vested in it in that behalf by "The Local Bodies' Loans Act, 1908," and amendments thereto, the Spring Creek Road Board hereby resolves as follows: That, for the purpose of providing the interest at the rate of 4½ per centum per annum and other charges on a loan of £1,500, authorised to be raised by the Spring Creek Road Board, under the above-mentioned Acts, for the purpose of constructing the Wairau Traffic-bridge, the said Spring Creek Road Board hereby makes and levies a special rate of 1½d. in the pound upon the rateable value of all the rateable property appearing on the valuation roll of the Spring Creek Road Board District; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of September and the 1st day of March in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.

I hereby certify that the above special order has been duly passed by the Spring Creek Road Board in accordance with "The Road Boards Act, 1908."

Special Order made by the Council of the Borough of Kumara.

THE following special order, made by the Kumara Borough Council, is published in accordance with the provisions of "The Local Bodies' Loans Act, 1908."

BOROUGH OF KUMARA.

Special Order making Special Rate.

RESOLVED, That, in pursuance and in exercise of the powers vested in it by "The Public Works Act, 1908," and "The Local Bodies' Loans Act, 1908," and all other statutes enabling it in that behalf so to do, the Council of the Borough of Kumara hereby resolves, by way of special order, as follows: That, for the purpose of providing the interest and other charges on a loan of £50, authorised to be raised by the said Council of the Borough of Kumara, under the abovementioned Acts, for the purpose of providing the balance due on the Council's proportion of the cost of reconstructing the Teremakau Traffic-bridge, Kumara-Greenstone Road, as set forth in the Governor's Warrant gazetted on page 441 of the New Zealand Gazette, 1905, the said Council of the Borough of Kumara hereby makes and levies a special rate of 1½d. in the pound upon the rateable value of all rateable property comprised within the said Borough of Kumara, the boundaries of which said borough are set out in the New Zealand Gazette dated the 26th July, 1877, page 763; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of January, and the 1st day of July in each and every year during the currency of such loan, being a period of forty-one years, or until such loan is paid off.

Passed at a special meeting of the Council held on the 22nd day of July, 1909, and confirmed on the 19th day of August, 1909.

The common seal of the Mayor, Councillors, and Inhabitants of the Borough of Kumara was affixed hereto in the presence of—
