Special Order made by the Ashley Road Board, County of Ashley, making By-laws.

THE following special order, made by the Ashley Road Board, is published in accordance with the provisions of “The Road Boards Act, 1908.”

ASHLEY ROAD BOARD.
By-law affecting Ashley Traffic-bridge.
In pursuance of the powers and authorities conferred upon them by “The Road Boards Act, 1908,” and “The Public Works Act, 1908,” and of all other powers in that behalf them thereunto enabling, the Ashley Road Board (hereinafter called “the Board”) do hereby by special order make and ordain the following by-law:—
INTERPRETATION.
- “The bridge” means the bridge over the River Ashley leading from the Ashley Road District near the Ashley Township towards Rangiora, together with the approaches thereto, and known as the Ashley Traffic-bridge.
“Prohibited traffic” shall mean the transportation of any traction-engine, engine, motor, agricultural or other machine, lorry, wagon, dray, or vehicle of any kind which either by itself or together with any load transported thereon weighs more than 6 tons avoirdupois.
“The Board” means the Ashley Road Board.

No person shall drive or conduct any engine, agricultural or other implement, or vehicle of any description whatsoever over or across the bridge or any part thereof at a speed exceeding two miles an hour.

It shall not be lawful for any prohibited traffic to cross the bridge or to pass over or along any part thereof.

It shall be lawful for any person acting under the authority of the Board at all times to examine and weigh any traction-engine, engine, motor, agricultural or other machine, lorry, wagon, dray, or vehicle (and the contents or load thereon) which he believes to be engaged in prohibited traffic over the bridge, and to require from every owner, driver, or person in charge of such traction-engine, engine, motor, agricultural or other machine, lorry, wagon, dray, or vehicle satisfactory proof of the weight of any such traction-engine, engine, motor, agricultural or other machine, lorry, wagon, dray, or vehicle, and its contents or load transported thereon, or of either.
If any person so acting shall be dissatisfied with the proof so offered, he may require the owner, or driver, or person so in charge as aforesaid to drive or convey such traction-engine, engine, motor, agricultural or other machine, lorry, wagon, dray, or vehicle and its contents, together with the horse or other motive power attached thereto, to the nearest accessible weighbridge available for use and capable of weighing the same, and there have the same weighed.

Every person who shall refuse or neglect to produce such proof as aforesaid, or who shall furnish false or misleading information as to any weights which he is required to furnish by this by-law, or who shall refuse to drive or convey any such traction-engine, engine, agricultural or other machine, motor, lorry, wagon, dray, or vehicle, or its contents or load, to such weighbridge on being so required as aforesaid, or who shall conduct or drive, or cause to be conducted or driven, or be in charge of, any “prohibited traffic” on or over the bridge or any part thereof, or who shall commit any other breach of the provisions of this by-law, shall for every such offence be liable to such penalty not exceeding £5 as the Court inflicting the same in its discretion may think fit.

This by-law shall come into force and effect on being gazetted.

THE following special order, made by the Waipa County Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1908.”

WAIPA COUNTY COUNCIL.
Special Order.
In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1908,” the Waipa County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £250, being 10 per cent. on the original loan of £2,500, authorised to be raised, under the above-mentioned Act, by the Waipa County Council for grading, metalling, and culverting of roads in the Hamilton Riding, the said Waipa County Council hereby makes and levies a special rate of 5d. in the pound upon the rateable value of all rateable property of the Hamilton Riding; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of August in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.
I hereby certify that the above special order was made at a special meeting of the Waipa County Council held on the 11th day of May, 1909, and confirmed on the 8th day of June, 1909.

THE following notice, received from the Chairman of the Council of the County of Cook, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1908.”

COOK COUNTY COUNCIL.
I HEREBY give notice that at a poll of ratepayers taken on the 25th May, 1909, upon a proposal by this Council to raise a loan of £30,000 for the construction of a tramway to Patutahi, the following votes were recorded: For the proposal, 303 votes; against the proposal, 362 votes; informal, 12 votes.
As a majority of the votes were recorded against the proposal, I declare it to be rejected.
