It is not necessary to pass close to Fort Santa Cruz to be hailed. This custom has apparently been abolished.

CHINA.

EAST COAST. — YANGTZE RIVER ENTRANCE. — SOUTH CHANNEL.—CAUTION.—The Chinese Government has given notice that the condition of the channel to the northward of Tungsha light-vessel, Yangtze River entrance, China, is unknown, and vessels should not use this channel until further notice.

SOUTH PACIFIC OCEAN.

BAYONNAIS BANK.—POSITION AND DEPTH.—The commanding officer of the German training-ship “Herzogin Sophie Charlotte” reports that on 18th December, 1908, he crossed Bayonnais Bank, South Pacific Ocean, under very favourable conditions of wind and sea, with good observations for position, and found the bank to extend from latitude 11° 58′ S., longitude 179° 32′ W. (where a depth of 25 fathoms was obtained), to latitude 12° 06′ S., longitude 179° 44′ W.

Soundings were taken every 5 miles, and the least depth found was 25 fathoms, coral bottom.

The current was setting to the eastward at the rate of ½ mile per hour.

NEW HEBRIDES.—ESPIRITU SANTO ISLAND.—SHOAL TO WESTWARD.—DECREASED DEPTH.—Information has been received that the shoal marked P.D. on the charts westward of Espiritu Santo Island, New Hebrides, in (approximately) latitude 15° 23′ 30″ S., longitude 166° 34′ 00″ E., has a least depth of 3 fathoms over it, instead of 7 fathoms as shown on the chart.

NEW ZEALAND.

SOUTH ISLAND.—DUSKY SOUND.—ROCK REPORTED.—Information has been received from H.B.M.S. “Pioneer” of the existence of a rock, which dries at low water, in Dusky Sound, South Island, New Zealand, on the following bearings :—

Parrot Island, south-western extreme, N. 53° W., distant 2,520 yards.

Pigeon Island, eastern extreme, N. 41° E.

This rock appears to be a continuation of the reef extending from the islet located 500 yards south-westward of it.

Approx. position : Lat. 45° 43′ 30″ S., long. 166° 33′ 45″ E.

VICTORIA.

Mooring-buoy, Apollo Bay.

REFERRING to General Notice to Mariners dated 1st August, 1907, page 58, it is hereby notified that a mooring-buoy is being laid in Apollo Bay at a distance of about 50 fathoms N.N.W. from the inner end of the spring piling of the jetty.

Chart affected : No. 1694.

SOUTH AUSTRALIA.

Kangaroo Island.—South-west Coast.—Cape de Couedie Lighthouse.

Referring to Notice to Mariners No. 26 of 1908, masters of vessels and others are hereby informed that the light on Cape de Couedie will be exhibited on or after the 1st June next.

The structure is of masonry, 55 ft. in height, and is painted with red and white alternate bands. The focal plane of the light is 339 ft. above sea-level, O.H.W.S.

The light will be double-flashing, showing all round the horizon, and will show a flash for 0·33 seconds, eclipse 1·35 seconds ; flash 0·33 seconds, eclipse 5·49 seconds. The light will be visible in clear weather for a distance of 27 miles.

In addition to the above a subsidiary fixed light will be exhibited from the tower 60 ft. lower than the main light, showing two sectors, as follows :—

(1.) Over the Lipson’s Reef, a red sector of 10° between the bearings of N. 45° 30′ W. to N. 55° 30′ W., or N.W. to N.W. by W. westerly.

(2.) Over Casuarina Islands, a white sector of 30° between the bearings of N. 5° W. and N. 25° E., or N. ½ W. to N.N.E. ½ E.

Approximate : Lat. 36° 4′ 15″ S., long. 136° 42′ 00″ E. This affects Admiralty Chart No. 2389A.

WAILAGILALA LIGHT, FIJI.

Alteration in Light.

Notice is hereby given that the light on the Island of Wailagilala, in latitude 16° 45′ south, longitude 179° 6′ west, is being altered, and will, on or about 1st June, 1909, be a white light, flash, revolving 360°, with an interval of revolution of flash of five seconds, visible in clear weather from ship’s deck eighteen miles, being a Chance’s fourth-order dioptric flash revolving light, white.

The structure in which the new light is being placed is the present tower, and is 95 ft. from base to vane of building. The light will be lighted at sunset.

From the 1st May proximo until the new light is installed, there will be displayed a temporary white light, visible all round the horizon about eight miles in clear weather.

License to use Water for Water-power Purposes.

THE Minister of Public Works hereby notifies for public information that the following are the requirements and provisions subject to which he will be prepared to advise His Excellency the Governor in Council to entertain applications for licenses under section 5 of “The Public Works Amendment Act, 1908” :—

APPLICATIONS.

  1. Every application for a license to use water for power purposes under section 5 of “The Public Works Amendment Act, 1908,” shall be made in writing to the Minister of Public Works, at Wellington, and the applicant shall supply the Minister with the following particulars :—

(1.) In the case of a company—

(a.) Evidence to the satisfaction of the Minister that the company is duly incorporated and registered.

(b.) A copy of the company’s memorandum and rules.

(2.) In every case—

(c.) A description of the land upon which it is intended to carry on mining operations, if any, together with a survey and plan of such land if so required by the Minister.

(d.) Fully detailed plans showing the head-works proposed, indicating the manner in which the water is to be diverted from the river or other source of supply, and whether it is proposed to alter the level of or to dam the same.

(e.) Full detailed specification describing the manner of construction of the proposed head-works and the materials (and qualities of the same) proposed to be used therein.

(f.) Plans, longitudinal and cross sections, and specifications of the proposed water-race or pipe-line to convey the water to the generating-station.

(g.) General and detailed plans and sections and complete specifications of the proposed generating-station, and of the turbines or water-motors and other machinery intended to be installed therein.

(h.) Plans showing into what river, lake, or watercourse the water, after use, is to be discharged, and at what point.

(i.) Full description of the electrical system to be adopted, together with necessary drawings and specifications to illustrate the same.

(j.) Plan showing the route proposed for the transmission-line, and indicating all roads, railways, rivers, and private and Crown lands proposed to be crossed or traversed ; also the character of the poles or other supports proposed, and the height of the wire from the ground or surface level of the water.
