exceeding five hundred pounds, and in addition thereto is
liable to a further penalty not exceeding twenty pounds in
respect of every seal so taken:
And whereas by Order in Council dated the twenty-first
day of December, one thousand eight hundred and ninety-
four, the months of January, February, March, April, May,
and June, one thousand eight hundred and ninety-five, were
prescribed a close season for seals:
And whereas by Order in Council dated the third day of
March, one thousand nine hundred and eight, the said
close season for seals was extended to the thirtieth day of
June, one thousand nine hundred and nine:
And whereas it is desirable to further extend such close
season:
Now, therefore, His Excellency the Governor of the
Dominion of New Zealand, in pursuance and exercise of
the powers conferred by the said Act, and acting by and
with the advice of the Executive Council of the said
Dominion, doth hereby make the regulation set forth in the
Schedule hereto; and, with the like advice and consent,
doth order that such regulation shall have force and effect
throughout the Dominion of New Zealand, and in all salt,
fresh, and brackish waters of the Dominion, and on all
shores of such waters or any part thereof.
SCHEDULE.
REGULATION.
THE close season for seals prescribed by regulations made
by Order in Council dated the 21st day of December, 1894,
and published in the New Zealand Gazette No. 1, of the 4th
day of January, 1895, and which was extended as herein-
before recited, is hereby further extended up to the 30th
day of June, 1910.

Time for Preparation of Borough of Ross Roll under Sec-
tion 46 of “The Rating Act, 1908,” extended.

ORDER IN COUNCIL.
At the Government House, at Wellington, this tenth day
of May, 1909.
Present:
WHEREAS, the Borough Council of the Borough
of Ross having failed, through misadventure, to
prepare the valuation roll of mining property in the Borough
of Ross in the month of January, one thousand nine hundred
and nine, as required by section forty-six of “The Rating
Act, 1908,” it is expedient to extend the time for preparing
the said roll as hereinafter mentioned:
Now, therefore, His Excellency the Governor of the
Dominion of New Zealand, in order that the purpose and
intent of the said “Rating Act, 1908,” may have effect, and
in pursuance and exercise of the powers vested in him by the
said Act, and acting by and with the advice and consent of
the Executive Council of the said Dominion, doth hereby
extend the time for the preparation of the valuation roll for
the Borough of Ross, under “The Rating Act, 1908,” until
the thirtieth day of April, one thousand nine hundred and
nine; and doth also hereby extend the time within which
the valuers shall give notice of the rateable value determined
by them to each occupier, so that such notices may be given
on or before the fifteenth day of May, one thousand nine
hundred and nine, and that objections to such valuations
may be made on or before the twenty-ninth day of May, one
thousand nine hundred and nine.

be sufficient if given by the Minister and delivered at or
posted to the last known address of the licensee in New
Zealand.

The licensee shall be liable for any injury which the
said storehouse may cause any vessel or boat to sustain
through any default or neglect on her part. -
In case the licensee shall—
(1.) Commit or suffer a breach of the conditions herein-
before set forth, or any of them;
(2.) Fail to pay the sum specified in clause three of
these conditions;
(3.) Cease to use or occupy the said storehouse;
(4.) Become bankrupt, or be brought under the operation
of any law in force for the time being relating to
bankruptcy,
then and in any of the said cases this Order in Council, and
every license, right, power, or privilege thereby conferred,
may be revoked and determined by the Governor in Council,
without any notice to the licensee or other proceeding what-
soever; and publication in the New Zealand Gazette of an
Order in Council containing such revocation shall be sufficient
notice to the licensee, and to all persons concerned or in-
terested, that this Order in Council, and the license, rights,
and privileges thereby granted and conferred, have been
revoked and determined.

£1,000 proposed to be raised by the Hobson County
Council for the Purpose of draining the Aratapu District.

His Excellency the Governor in Council.
WHEREAS the Hobson County Council lately took
steps to borrow, under “The Local Bodies’ Loans
Act, 1901,” and its amendments, the sum of one thousand
pounds for the purpose of draining a portion of the Hobson
County: And whereas public notification of the proposed
special order making a special rate as security for the said
loan was advertised during four successive weeks, but not
during the four successive weeks immediately preceding
the confirmation of such special order, as required by
section ninety-seven of “The Counties Act, 1908”: And
whereas it appears that the ratepayers of the said district
have not been misled by the irregularity aforesaid, and it is
expedient to validate the said special order:
Now, therefore, His Excellency the Governor of the
Dominion of New Zealand, in exercise and pursuance of the
powers and authorities vested in him by “The Local Bodies’
Loans Act, 1908” (section one hundred and twenty-one); and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby validate the
public notices relative to the said special order so published
as aforesaid with respect to the loan of one thousand pounds,
and doth hereby declare that the said notifications and
special order shall not be called in question by reason only
of the irregularities above referred to.

WHEREAS by “The Sea-fisheries Act, 1908” (herein-
after termed “the said Act”), it is, among other
things, enacted that the Governor in Council may from time
to time make regulations (which shall have general force
and effect throughout the Dominion, or particular force and
effect only in any waters and places specified therein) for
prescribing, among other things, a close season for seals,
and for extending any close season so prescribed:
And whereas it is further provided by the said Act that
every person who, during any close season for seals, takes
any seals is liable for every such offence to a penalty not
