CITY OF NELSON.
Special Order making a Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by "The Local Bodies' Loans Act, 1908," the Nelson City Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £5,500, authorised to be raised by the Nelson City Council, under the above-mentioned Act, for drainage-works, the said Council hereby makes and levies a special rate of 1d. in the pound upon the rateable value of all rateable property of the City of Nelson, comprising the whole of the said city as defined by "The Municipal Corporations Act, 1908"; and that such special rate shall be an annually recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of June and the 1st day of December in each and every year during the currency of such loan, being a period of twenty years, or until the loan is fully paid off.
I hereby certify that the foregoing special order was duly passed at a special meeting of the said Council held on the 19th day of March, 1909, and confirmed as a special order at a subsequent meeting held on the 16th day of April, 1909.

ELTHAM BOROUGH COUNCIL.
Proposed Special Loan of £10,000.
In the matter of "The Municipal Corporations Act, 1908," and in the matter of "The Local Bodies' Loans Act, 1908," and of the amendments thereof respectively; and in the matter of the proposal to borrow, by way of special loan, the sum of £10,000 for the purpose of the construction of coal-gas works in the Borough of Eltham; lighting the streets and public places of the borough with gas, and supplying gas to the inhabitants thereof; the acquisition of land, buildings, machinery, pipes, plant, and other things necessary for such purposes or incidental thereto respectively, the said proposal being more fully described in advertisement appearing in the Eltham Argus newspaper of the 24th February, and 3rd, 10th, and 17th March, 1909.
NOTICE OF RESULT OF POLL.
I HEREBY give notice that on the 14th day of April, 1909, the above-mentioned proposal was submitted by the Eltham Borough Council to the ratepayers of the Borough of Eltham, and that the number of votes recorded respectively for and against the proposal was as follows: For, 85 votes; against, 12 votes; informal, 1 vote.
And I declare the said proposal to be carried.

THE following is the result of the poll held on Wednesday, the 21st day of April, 1909, on the proposal to borrow £42,500 for the drainage scheme: For the proposal, 349; against the proposal, 256; informal votes, 16; majority in favour of the proposal, 93.
I therefore declare the proposal carried.

THE following amendments, made by Army Order No. 313 of 1908, to the regulations under which commissions in the British Army may be obtained by officers of Colonial Military Forces are republished for general information.

REGULATIONS UNDER WHICH COMMISSIONS IN THE BRITISH ARMY MAY BE OBTAINED BY OFFICERS OF COLONIAL MILITARY FORCES, ISSUED WITH ARMY ORDER No. 164 OF 1907.
THE following amendments will be made in Appendix III:—
- Section 1, Military history and strategy, delete—
"(n.) The strategic counterstroke and the strategic pursuit."
And heading "(o)" should be relettered "(n)."

Section 4, for "Military topography" substitute "Map-reading, field sketching, and reconnaissance."

Section 5, Military law, substitute the following for the present headings indicating the scope of the examination:—

Alterations to the Scale of Fares, Rates, and Charges in Force upon the New Zealand Government Railways.
IN pursuance of all powers and authorities enabling me under "The Government Railways Act, 1908," I, John Andrew Millar, Minister of Railways, do hereby make the following alterations in the scale of fares, rates, and charges in force on the New Zealand Government railways open for traffic, such alterations to come into force on and after the 3rd day of May, 1909:—
